Consumer Price Index for September 2022

The Consumer Price Index, CPI for September 2022 increased by 0.2 percent as compared to August 2022. The Department of Economic Planning and Statistics, Ministry of Finance and Economy in its press release stated that the increase was driven by the increase in Food and Non-Alcoholic Beverage Index, and Non-Food Index by 0.1 percent and 0.2 percent respectively.

 

As compared to September 2021, the CPI had increased by 4.3 percent. The rise in the CPI was parallel with the increase in prices of Food and Non-Alcoholic Beverages, and Non-Food prices by 6.7 percent and 3.7 percent respectively.

 

The increase in Food and Non-Alcoholic Beverages was due to the rise in food prices. The rise in Oil and Fats was mainly caused by the increase in prices of cooking oil from producing countries. Chicken meat prices contributed to the rise in Meat prices due to the high cost of chicken feed. Furthermore, the price of noodles rose following heightened global wheat prices. Meanwhile, the increase in the Non-Food component was driven by Miscellaneous Goods and Services 13.8 percent; Transport 5.9 percent; and Restaurants and Hotels 3.9 percent.

 

The CPI is a measure of price changes of goods and services paid by the consumer in a specified period and compiled on a monthly basis. The CPI full report for September 2022 can be obtained at DEPS website as shown.

Ministry Of Education’s Dialogue Session

2022 witnesses exploration and paving the way towards new possibilities in teaching and learning in the new normal. The Permanent Secretary for Core Education at the Ministry of Education stated the matter at the Dialogue session between Heads of Departments at the Ministry of Education with School Leaders in conjunction with the 5th School Leaders Convention yesterday morning.

 

In her speech, Doctor Shamsiah Zuraini Kanchanawati binti Haji Tajuddin also shared several structural and functional foci that have become a priority since the convention, including emphasising on the establishment of digital citizenship for educators and students to use technology conscientiously and helping students succeed in a digital world.

 

The session continued with a talk on leadership in Islam titled Islamic Leadership through Prophetic Model. The two-day dialogue was attended by more than 300 leaders of primary and secondary schools as well as sixth form centres from the Ministry of Education and the Ministry of Religious Affairs with the theme ‘Quality Leaders, Quality Education’.

 

In the afternoon, the workshop session discussed the topic ‘Learning Assessment Framework’. At the workshop, school leaders were involved in several activities to discuss and contribute perspectives to form useful and effective school assessment guidelines.

Swearing-In Ceremony for KTK Officers 2022

The Workforce Study, KTK 2022 aims to collect the latest information on the size, structure, distribution and characteristics of the workforce, employment, unemployment and other population economic characteristics that will be used to assist planning, research, policy preparation and workforce management.

 

The matter was stated by the Permanent Secretary for Fiscal one at Ministry of Finance and Economy at the swearing-in ceremony for KTK Officers 2022. Dayang Hajah Norliah binti Haji Kula said the results from the KTK will help in planning, research and policy preparations as well as fact-based workforce management for the national socioeconomic planning needs as well as the use of the private sector, academics, researchers, students and the public.

 

At the ceremony, 74 research officers took the oath. KTK 2022 is conducted by the Department of Economic Planning and Statistics, Ministry of Finance and Economy from 14th November to 11th December 2022. The study involves 3,200 selected families nationwide.

Presentation of Financial Assistance

6 heads of families who fell victim to recent floods, house fires and strong winds, received financial assistance from the Ministry of Culture, Youth and Sports through Department of Community Development.

 

The assistance was presented by Yang Berhormat Dato Seri Setia Awang Haji Nazmi bin Haji Mohamad, Minister of Culture, Youth and Sports. It aimed to alleviate the burden of those affected by calamities. The presentation took place at the ministry.

Anti-Corruption Bureau

Seven officers and personnel from the Royal Customs and Excise Department, RCED appeared before the Intermediate Court in Bandar Seri Begawan today to face respective charges of corruption, conspiring to commit criminal breach of trust and misuse of public office.

 

All seven defendants were arrested by the Anti-Corruption Bureau, ACB in a joint operation with other security agencies conducted from 8th September to 4th October 2022. The operation is associated with information received by ACB that RCED officers had committed offences of selling items seized by RCED which are kept at the RCED warehouse in Muara, some of which have been ordered for disposal.

 

This led to the arrest of Pg Mohd Amir Ilham bin Pg Hj Yusop, Deputy Superintendent of Customs who is the Deputy Head of Assets and Logistics Management Unit and Pg Ehsaney Mohammad Mustaffa bin Pg Jalil, Inspection Officer, who were then brought to the Magistrates Court on 10th September 2022 and remanded for 2 weeks for further investigations. This led to the subsequent arrests of one Indian national and five other RCED officers and personnel involved in the case who were also remanded on various dates for further investigations.

 

One of those subsequently arrested was Abu Talip bin Haji Awang Tengah, Deputy Superintendent of Customs, who is the Head of Assets and Logistics Management Unit, and whom yesterday was charged for committing criminal breach of trust under Section 409 Penal Code in August 2022, for misappropriating properties seized by RCED including various vehicle spare parts, a mini motorcycle, bicycles, mobile phones, watches, jade bracelets and a grass cutter which were entrusted to Abu Talip bin Haji Awang Tengah as the Head of Assets and Logistics Management Unit, RCED; whilst Pg Mohd Amir Ilham bin Pg Hj Yusop, Deputy Superintendent of Customs; Pg Ehsaney Mohammad Mustaffa bin Pg Jalil, Customs Inspection Officer; Dayangku Harlizan binti Pengiran Zainal, Customs Officer;

 

Muhammad Nazirul Mubin bin Ismail, Customs Officer; Muhammad Khairul Zaman bin Haji A. Said, Customs Inspection Officer and Marsidi bin Haji Bakir, Customs Personnel were all charged under Section 409 Penal Code read with 109 of the same for conspiring to commit criminal breach of trust in August 2022 together with Abu Talip bin Haji Awang Tengah. Further investigation by ACB also shows other offences purportedly being committed by Pg Ehsaney Mohammad Mustaffa bin Pg Jalil, Customs Inspection Officer who was yesterday further charged for two offences under Section 6 A of the Prevention of Corruption Act, for corruptly receiving $150 and $100 in September 2022 as a reward from a contractor who had been awarded two separate projects to conduct installation works at RCED. Pg Ehsaney Mohammad Mustaffa bin Pg Jalil was also additionally charged under Section 12B Prevention of Corruption Act  for misconducting himself as a public servant, namely a Customs Inspection Officer, by selling intoxicating liquor to an Indian national between 28th August 2022 and 5th September 2022 which is an offence in contravention of Section 78 of the Excise Order, 2006.

 

No plea was taken from all 7 defendants and Intermediate Court has set the 12th of December 2022 for further mention of the case. All seven defendants are released on court bail of $10,000 or 2 local sureties. The ACB reminds that public servants including law enforcement officers are entrusted with powers to serve the public interest. Any abuse or misuse of their position and powers, as well as any engagement or involvement in corrupt practices, is liable to be prosecuted under the Prevention of Corruption Act with a penalty of 7 years imprisonment and 30 thousand dollars fine, whereas an offence of criminal breach of trust under the Penal Code will have a penalty of 20 years imprisonment and a fine. The Anti-Corruption Bureau would also like to remind public servants including law enforcement officers to exercise their powers and authority judiciously and ethically.

23rd ASEAN-Republic of Korea Summit

His Majesty yesterday afternoon attended the 23rd ASEAN-Republic of Korea Summit. At the Summit, His Majesty in his titah, among other things highlights that the Republic of Korea is an invaluable strategic partner to ASEAN that has contributed to the region’s growth, development and prosperity.

 

His Majesty emphasises that the Republic of Korea’s leadership in innovation can support the people of ASEAN to take full advantage of the Fourth Industrial Revolution, such as utilising technological developments in e-commerce that can benefit Micro, Small and Medium Enterprises, M.S.M.Es in ensuring their continued growth and competitiveness. His Majesty further expresses his view that all parties need to work together in addressing the impacts of climate change and therefore, His Majesty welcomes the Republic of Korea to collaborate on developing policies to tackle the challenges through the ASEAN Centre for Climate Change which will be hosted by Brunei Darussalam. In concluding the titah, His Majesty also underscores on the importance of subregional work, in which His Majesty highlights that the BIMP-EAGA remains a significant growth area with huge development, investment and industrialisation potential.

 

Therefore, His Majesty expresses his appreciation for the Republic of Korea’s contribution to the BIMP-EAGA-Republic of Korea Cooperation Fund which will further socioeconomic progress. Meanwhile, His Excellency Yoon Suk-yeol, President of the Republic of Korea, in his statement reaffirmed the Republic of Korea’s commitment to advance its Indo-Pacific strategy, in alignment with the ASEAN Outlook on the Indo-Pacific, towards promoting open and inclusive cooperation.

 

His Excellency Pham Minh Chinh, Prime Minister of the Socialist Republic of Viet Nam as Country Coordinator for ASEAN-Republic of Korea Dialogue Relations, then delivered the ASEAN Common Statement, which underlined further deepening of cooperation between ASEAN and the Republic of Korea through the promotion of comprehensive cooperation and strengthened partnership for peace, stability and security in the region. At the Summit, Leaders discussed on accelerating action to address climate change, efforts towards improving digital architecture as well as deepening cooperation with the Republic of Korea in smart cities and green economy.

25th ASEAN-Japan Summit

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday afternoon attended the 25th ASEAN-Japan Summit. The meeting was held at the Sokha Phnom Penh Hotel, Kingdom of Cambodia. Accompanying His Majesty was His Royal Highness Prince ‘Abdul Mateen. At the Summit, His Majesty in his titah highlights that ASEAN and Japan share a deep and unique strategic and mutually beneficial relationship.

 

As ASEAN and Japan will celebrate the 50th anniversary of dialogue relations in 2023, His Majesty expresses his view that ASEAN and Japan need to chart the way for future partnership to further bring prosperity to the people and region. His Majesty also emphasises the need to work together to address climate change by continuing to implement the initiatives under the ASEAN-Japan Climate Change Action Agenda. In this regard, His Majesty encourages Japan’s support for the establishment of the ASEAN Centre for Climate Change in Brunei Darussalam. On the issue of ageing society, His Majesty underlines the importance of this issue and recognises the shared responsibility to provide them with the necessary support. His Majesty expresses the view that there is much benefit to society as a whole if the elderly can lead healthy and productive lifestyles as envisioned by the ASEAN Comprehensive Framework on Care Economy.

 

In ending the titah, His Majesty highlights that ASEAN can learn much from Japan, particularly on policies being applied and adopting mindsets that lead to active ageing to ensure the continued happiness and harmony of the societies and peoples. Meanwhile, His Excellency Fumio Kishida, Prime Minister of Japan, in his statement shared that Japan is prepared to work together with ASEAN towards the peace and prosperity of the region through efforts towards post-COVID-19 economic recovery and the maintenance of a free and open international order.

 

His Excellency Prayut Chan-o-cha, Prime Minister of Thailand as Country Coordinator for ASEAN-Japan Dialogue Relations then delivered the ASEAN Common Statement, which highlighted that ASEAN sees opportunities in strengthening public health resilience and economic partnership with Japan through the establishment of the ASEAN Centre for Public Health Emergencies and Emerging Diseases, ACPHEED and investment to fortify global supply chains, respectively. At the Summit, Leaders recognised that ASEAN-Japan collaboration should be enhanced given the fundamental similarities in aspirations for the Indo-Pacific region, through the ASEAN Outlook on the Indo-Pacific and Japan’s Free and Open Indo-Pacific. Furthermore, Leaders also called for the strengthening of cooperation in green economy, mitigating impacts of climate change and disaster risk management.

2nd ASEAN-Australia Summit

Following the 19th ASEAN-India Summit, His Majesty then attended the 2nd ASEAN-Australia Summit. At the Summit, His Majesty delivered a titah acknowledging Australia as ASEAN’s first Dialogue Partner and expresses pleasure for ASEAN-Australia cooperation that continues to grow from strength to strength, despite facing crises. His Majesty expresses his appreciation for Australia’s steadfast commitment to ASEAN through the Australia for ASEAN Initiatives, whereby several scholarships were offered to ASEAN Member States, providing a foundation for closer people-to-people ties and contributing to regional resilience.

 

This includes the country’s valuable support on mental health cooperation, especially during Brunei Darussalam’s chairmanship of ASEAN last year. Touching on the upgrading of the ASEAN-Australia-New Zealand Free Trade Agreement, A.A.N.Z.F.T.A., His Majesty highlights that it is the most comprehensive agreement that ASEAN has with its Dialogue Partners as well as encourages the substantial conclusion of negotiations and looks forward to the early implementation of the A.A.N.Z.F.T.A. At the end of titah, His Majesty concludes that ASEAN-Australia’s cooperation under the Comprehensive Strategic Partnership will bring meaningful and lasting benefits to the region. Meanwhile, The Honourable Anthony Albanese, Prime Minister of Australia, in his statement reaffirmed Australia’s commitment towards cooperation under the ASEAN Outlook on the Indo-Pacific, AOIP, provision of development assistance to ASEAN as well as efforts towards net zero energy transition.

 

His Excellency Phankham Viphavanh, Prime Minister of the Lao People’s Democratic Republic as Country Coordinator for ASEAN-Australia Dialogue Relations, then delivered the ASEAN Common Statement, which appreciated Australia’s support for ASEAN centrality and active participation in ASEAN-led mechanisms towards economic integration and stronger people-to-people linkages. At the Summit, Leaders expressed support for a business-friendly environment to ensure free flow of goods and services, as well as the exchange of knowledge and experience in areas of mutual interest including digital technology and climate change. At the end of the Summit, the Joint Statement of the 2nd ASEAN-Australia Summit on Cooperation on the ASEAN Outlook on Indo-Pacific was adopted.

19th ASEAN-India Summit

After the 25th ASEAN Plus Three Summit, His Majesty then attended the 19th ASEAN-India Summit to Commemorate the 30th Anniversary of ASEAN-India Dialogue Relations along with other ASEAN Heads of State and Government. At this Summit, His Majesty delivered a titah highlighting that this year marks the 30th anniversary of ASEAN-India Dialogue Relations. His Majesty acknowledges that the partnership throughout the years has seen immense growth, and expressed appreciation for India’s contribution to the region’s peace and prosperity.

 

To this end, His Majesty emphasises the need to make the ASEAN-India Free Trade Agreement simpler, more business-friendly and responsive to economic challenges. Therefore, His Majesty welcomes all parties to review the ASEAN-India Trade in Goods Agreement expeditiously. His Majesty also emphasises the importance of investing in the development of the youth by providing them with the necessary skill sets. Acknowledging India’s leadership in digital science, including artificial intelligence, His Majesty welcomes cooperation in human capacity building through further collaboration between higher education institutions. Meanwhile, His Excellency Shri Jagdeep Dhankhar, Vice President of the Republic of India, in his statement emphasised the multi-dimensional growth of ASEAN-India relations through engagements encompassing connectivity, climate change, security, technology and trade.

 

His Excellency Lee Hsien Loong, Prime Minister of the Republic of Singapore as Country Coordinator for ASEAN-India Dialogue Relations, then delivered the ASEAN Common Statement, which highlighted the strong relations between ASEAN and India, enabling the exploration of practical cooperation towards greater trade and investment flows as well as enhanced regional connectivity. At the Summit, Leaders welcomed the elevation of ASEAN-India relations to a Comprehensive Strategic Partnership and encouraged for the harnessing of opportunities in digital development, healthcare, food security and connectivity. At the end of the Summit, the ASEAN-India Joint Statement on the Comprehensive Strategic Partnership was adopted.

25th ASEAN Plus Three Summit

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, this morning attended the 25th ASEAN Plus Three Summit; 19th ASEAN-India Summit to Commemorate the 30th Anniversary of ASEAN India Dialogue Relations; and 2nd ASEAN-Australia Summit, which were held at the Sokha Phnom Penh Hotel, Kingdom of Cambodia. Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was His Royal Highness Prince ‘Abdul Mateen. At the 25th ASEAN Plus Three Summit, His Majesty in his titah expresses pleasure that the ASEAN Plus Three, APT continues to be an essential platform for cooperation including in times of crisis, as this year marks the 25th anniversary of the APT mechanism.

 

In the titah, His Majesty highlights that one lesson from the COVID-19 pandemic is the society’s need for preparedness and resilience. This has led Brunei Darussalam to develop the Bandar Seri Begawan Declaration on the Strategic and Holistic Initiative to Link ASEAN Responses to Emergencies and Disasters, ASEAN Shield during its ASEAN Chairmanship in 2021, aimed to improve coordination of existing mechanisms in ASEAN during emergencies and disasters. One of the APT mechanisms contributing to preparedness is the APT Emergency Rice Reserve, APTERR, primarily to ensure rice availability during emergencies. In this regard, His Majesty expresses the need to ensure that this mechanism is constantly ready and able to respond swiftly to food shortfalls in the region. His Majesty also suggests for respective officials to review the preparedness of the Rice Reserve strategically and holistically. At the end of the titah, His Majesty emphasized that mental health is an issue that is often overlooked and can lead to significant productivity loss and socio-economic consequences in the future if left unaddressed. On this matter, His Majesty welcomes cooperation among the APT to increase awareness and address this critical issue. His Excellency Yoon Suk-yeol, President of the Republic of Korea as Country Coordinator for ASEAN Plus Three Dialogue Relations, in a statement expressed hope for the further strengthening of cooperation between ASEAN and the Plus Three countries in facing multiple challenges including food and energy security challenges caused by climate change.

 

The ASEAN Plus Three Summit was followed with a statement by His Excellency Li Keqiang, Premier of the State Council of the People’s Republic of China, which highlighted accomplishments of the ASEAN Plus Three in the fields of food reserve and finance towards boosting its socio-economic development, as well as the stability of international and regional industrial supply chains. Meanwhile, His Excellency Fumio Kishida, Prime Minister of Japan welcomed the steadfast progress in new areas of cooperation between ASEAN and the Plus Three countries such as digital economy and resilient agriculture, and emphasized strengthening of cooperation in four key areas, namely: maritime cooperation; connectivity; achievement of the Sustainable Development Goals, SDGs and early recovery from the COVID-19 pandemic. At the Summit, Leaders encouraged for greater collaboration and integration amongst the APT to strengthen the resilience of food supply chains, promote sustainable agriculture as well as address digital gaps.
