Australia Vows to Continue to Monitor South China Sea After Military Close Encounter

SYDNEY — Australia Defense Minister Richard Marles says Australia will continue to exercise its right of passage through the South China Sea despite opposition from China.

The South China Sea is one of the world’s most disputed regions.

Most of it is claimed by China, but surrounding countries and the United States disagree.

The sea is a critical gateway for global shipping. It is reported to have significant reserves of undiscovered oil and gas, which analysts have said has been “an aggravating factor in maritime and territorial disputes.”

The South China Sea is bordered by Brunei, Cambodia, China, Indonesia, Malaysia, the Philippines, Singapore, Taiwan, Thailand and Vietnam.

Australia has economic interests in the region and has promoted freedom of trade and navigation.

Canberra has conducted airborne surveillance operations in the South China Sea and Indian Ocean. Called Operation Gateway, the missions have been running since 1980.

Australian defense minister Richard Marles Sunday met his Chinese counterpart Wei Fenghe in Singapore. Relations between the two countries have been strained in recent years over various political and trade disputes, including Beijing’s ambitions in the South China Sea. Sunday’s dialogue at a regional security summit in Singapore was the first high-level bilateral meeting in more than two-years.

Marles said he planned to rebuild the relationship a “step at a time” and has insisted that Australia would continue to fly over the South China Sea despite a Chinese jet intercepting and damaging an Australian air force plane with aluminum chaff in May.

Tom Corben is a research associate in the foreign policy and defense program at the University of Sydney’s U.S. Studies Centre.

He said Canberra is standing firm against Chinese belligerence.

“The incident is significant because it is the latest example - and perhaps the most brazen — in a series of close encounters between Australian and Chinese military assets across the region over the past 18 months. Altercations like this underscore the coercive turn in China’s regional behavior, but they also highlight the fact that Taiwan is not the sole military flashpoint in the region. Indeed, Australia and other countries worry about the significant risks that such recklessness on China’s part could escalate from an instance of confrontation to one of conflict,” said Corben.

Defense Minister Marles has flown to Japan to meet his Japanese counterpart, Defense Minister Nobuo Kishi, to cement what Australian officials have described as a “relationship of affection.”

Australia has called for stronger military ties between Canberra and Tokyo.

Australia’s defense minister has also confirmed the recently-elected center-left government in Canberra will continue to impose tough border measures and that boats carrying asylum seekers will be turned back by the Australian navy.

Exploitation of Workers

A local man faced charges for the offence of profiting from the exploitation of two trafficked Bangladeshi workers.

Wan Nasyran bin Haji Osman, 44 years old was charged with one count under section 6 of the Trafficking and Smuggling of Persons Order, 2004 and two counts under section 7 of the Anti-Trafficking in Persons Act, Chapter 230. As the offence of profiting from the exploitation of trafficked persons took place between April 2019 and January 2021, the charges brought by the Public Prosecutor thus fall under both the Trafficking and Smuggling of Person Order, 2004 and the Anti-Trafficking in Person Act.

Meanwhile, Khairul Bashar, a Bangladeshi, was charged in relation to this case on 29 March 2022 with two counts under section 4 of the Trafficking and Smuggling of Persons Order, 2004 for committing the offence of people trafficking. Subsequently, on 11 April 2022, the Public Prosecutor brought four additional counts against Khairul Bashar for the same offence. Following their pleas of not guilty, the High Court fixed the case for trial in February 2023. If found guilty, both the defendants are liable to a fine not exceeding $1 million (BND$1,000,000), imprisonment for a maximum term of 30 years and whipping.

Royal Brunei Navy Anniversary

The Royal Brunei Navy, TLDB's responsibility in maintaining the peace, well-being and maritime sovereignty of Brunei Darussalam is vital. The Commander of the TLDB emphasized the matter during the Parade Ceremony for the TLDB's 57th Anniversary Celebration, yesterday afternoon. First Admiral Dato Seri Pahlawan Spry bin Haji Serudi @ Haji Seruji also reminded all levels of leadership to adhere to strong leadership values and to lead by example.

The parade was led by Lieutenant Commander Mohammad Hasmin bin Haji Hashim, TLDB. The parade continued with the presentation of awards and certificates to TLDB officers and personnel for their achievements and professionalism in their careers. A series of events also have been conducted in conjunction with TLDB's 57th Anniversary such as cleaning campaigns at muslim cemeteries, donations to former TLDB personnel, and religious ceremonies.

Ensuring Smooth Arrival of Brunei Darussalam Intending Haj Pilgrims

Administrative Officers of the Brunei Darussalam Haj Management Office have held meetings to discuss the management of the country's intending Haj pilgrims. Among other things, the discussions aimed to ensure the smooth and proper welcome in Saudi Arabia for Brunei Darussalam intending pilgrims tomorrow and on Thursday.

During a morning meeting, the Administrative Officers of Brunei Darussalam Haj Management Office held discussions with the Management and General Authority of Civil Aviation at the Haj Terminal of Prince Muhammad bin Abdulaziz International Airport in Madinah Al-Munawarah. The delegation also had the opportunity to visit the Haj terminal area. Among matters of interest was the special vehicle provided for the intending Haj pilgrims with special needs. The special vehicle will transport the intending pilgrims to the waiting hall before boarding buses to their accommodations.

During the night, the delegation met representatives of Adilla Company to discuss the management of Brunei Darussalam Haj pilgrims in Madinah Al-Munawarah. The Brunei delegation was led by Awang Haji Muhammad Izzuddin bin Haji Abdul Rani, Assistant Religious Officer at the Haj Management Department who is also the Assistant Head of Brunei Darussalam Haj Management Administration Office in Madinah Al- Munawarah. The company is tasked with supervising the affairs of Haj pilgrims in Islam's second holiest city, including arrivals, movements and activities as well as their departure from the holy city. Also in attendance was Awang Muhammad Naqib bin Hj Awang, Haj Relations Attaches at Brunei Darussalam Consulate General in Jeddah.

Meeting With Ministry Of Hajj and Umra

The Brunei Darussalam's Haj Pilgrims Affairs Office for Medical last night held a meeting with the Ministry of Hajj and Umra of Saudi Arabia in Madinah Al- Munawarah.

The delegation was led by Doctor Haji Muhammad Nurhasanuddin bin Abdullah Kelali, Head of Brunei Darussalam's Haj Pilgrims Affairs Office for Medical. The meeting was to submit the application to obtain permission to open a Clinic in Madinah.

The delegation also continued a discussion with the Ministry of Health of Saudi Arabia. Also present was Awang Muhammad Naqib bin Haji Awang, Haj Relations Attaché at the Brunei Darussalam Consulate General in Jeddah.

Haj Pilgrims Baggage Check-In

The country's first Haj flight leaves for Madinah, Saudi Arabia tomorrow, 15th June 2022. Yesterday afternoon, the intending Haj pilgrims checked in their baggage at Brunei International Airport in Berakas.

The standing rule is that the Haj baggage must be checked in at the airport a day before the scheduled flight. Intending pilgrims are also reminded not to bring prohibited goods into the aircraft. The first batch of 247 Haj pilgrims will leave at eleven tomorrow morning on Flight BI4201. The second flight is scheduled to leave on Thursday 16th June 2022 and baggage should be checked in tomorrow 15th June 2022 from 12 noon to 3 in the afternoon.

New Convert Pocket Money Presentation

The Department of Islamic Religious Council, Ministry of Religious Affairs, yesterday morning, held the Pocket Money Presentation Ceremony to 8 new converts who were selected and met the requirements to obtain the Haj Fare Gift from His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. The ceremony was held at the Secretary Office of the Islamic Religious Council, Ministry of Religious Affairs.

The pocket money was presented by Awang Haji Abdul Aziz bin Haji Akop, Acting Secretary of Brunei Islamic Religious Council. $2,000 were received by each recipient. Aside from that, the new converts were also given Haj Fares from His Majesty according to the rate given to Government Officials. The expenditure was from the Asnaf Mualaf Tithe Money.

World Blood Donor Day

Brunei Darussalam recorded a consistent achievement of blood donation since 2014 with 2.7 percent of the total population in 2021. The Minister of Health in a message in conjunction with World Blood Donor Day shared that the number has exceeded the goal for the annual achievement of the number of blood donors recommended by the World Health Organization, WHO, which is in the range of 1 to 3 percent of the total population to meet the country's needs in dealing with emergencies.

According to Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Isham bin Haji Jaafar, in 2021, the Ministry of Health through the Blood Donation Centre recorded 16,666 blood collection were donated compared to 16,156 blood collection in 2020, which is an increase by 3.1 percent. At the same time, actions from various parties and all communities in the country are needed to lead activities and initiatives to achieve a safe blood supply through voluntary blood donation.

This year's World Blood Donor Day brings the specific objective of recognizing and promoting the values of voluntary blood donation in enhancing community unity and social integration as well as raising awareness of the need for country's involvement in developing a sustainable and resilient national blood system. Celebrated every 14th of June, this year's campaign carries a slogan of 'Donating Blood is an Act of Solidarity. Join the Effort and Save Lives'. The slogan highlights the importance of donation and role of blood donation voluntarily in saving lives and enhance unity of the public.

Second Battalion Farewell Ceremony

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, graced the Farewell Ceremony for about 650 personnel of the Second Battalion of the Royal Gurkha Rifles. The ceremony took place yesterday morning at the British Forces Brunei Headquarters in Seria.

Upon arrival, His Majesty was greeted by Lieutenant Colonel Andrew P Todd, Commander of the British Brunei Army.

Soon after arrival, His Majesty received the royal salute and inspected the guard of honour comprising personnel of the Second Battalion, Royal Gurkha Rifles under the command of Major Ben Norfield.

His Majesty then signed the royal parchment.

Shortly afterwards, His Majesty was given a briefing by Lieutenant Colonel Christopher Trow. His Majesty then mingled with the British officers and personnel who have also assisted the Ministry of Health in carrying out COVID-19 screening tests at Hospitals and health centre in the country.

From the British Forces Brunei Headquarters, His Majesty went to the British Forces Brunei Sports Complex to view an exhibition and mingle with the personnel of the Second Battalion of the Royal Gurkha Rifles and British Forces Brunei.

At the exhibition, the heads of department presented brief descriptions of the role of every unit.

His Majesty then viewed an exhibition by Hornbill School students and mingled with the school's teachers and students.

His Majesty then consented to receive a pasambah.

The Second Battalion personnel will end their service and will be replaced by the First Battalion, based in Brunei Darussalam for the next 3 years.
