According to Philippines News Agency, During an interview in Taguig City, when asked about the possibility of government workers receiving the SRI before the year's end, Marcos emphasized the need to assess the country's financial capability. He mentioned that such decisions are typically made after evaluating the fiscal situation at the end of the year. Last year, an administrative order (AO) issued by Marcos authorized a one-time SRI, capped at PHP20,000, for employees in the executive department. This incentive was extended to civilian personnel in national government agencies, including those in state universities and colleges, government-owned or -controlled corporations, and members of the military, police, fire, and jail personnel under the Department of the Interior and Local Government.

The AO also allowed for the possibility of granting the SRI to employees of both houses of Congress, the Judiciary, the Office of the Ombudsman, and Constitutional offices, subject to the discretion of their respective heads at a uniform rate not exceeding PHP20,000. Additionally, personnel of local government units (LGUs), including village workers, may receive the incentive depending on the LGUs' financial capacity, within the constraints of their budgets as defined in the Local Government Code of 1991.

President Marcos Grants Amnesty to Former Rebels

Manila, Philippines – President Ferdinand R. Marcos Jr. has granted amnesty to former rebels of various groups as part of the administration's comprehensive peace initiatives. The amnesty, announced on November 22, covers former members of the New People's Army (NPA), Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), and Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB).

According to Philippines News Agency, the amnesty applies to those who have committed crimes in pursuit of their political beliefs under the Revised Penal Code and special penal laws. The initiative aims to encourage these individuals to reintegrate into society and abide by the law.

The amnesty covers a range of offenses performed in furtherance of political beliefs, including but not limited to rebellion or insurrection, conspiracy, and sedition. However, it excludes serious crimes such as kidnap for ransom, massacre, rape, terrorism, drug-related offenses, grave violations of the Geneva Convention, genocide, and other gross violations of human rights.

Applicants for amnesty must admit guilt for the offenses they are criminally liable for and surrender any firearms, weapons, or explosives in their possession. The National Amnesty Commission (NAC), reconstituted under Executive Order No. 47, will process the applications, with final approval from the President.

Sandiganbayan Clears Ex-MisOr Governor Moreno and Officials of Graft Charges

According to Philippines News Agency, the Sandiganbayan found that the guilt of the accused had not been proven with moral certainty. Therefore, in line with longstanding policy, it upheld the presumption of innocence and ordered the exoneration of the accused. This decision also led to the recall and setting aside of the hold departure order previously issued against the respondents.

The graft charges against Moreno and the other officials stemmed from their tenure in office, particularly focusing on incidents from 2007 to 2012. The Commission on Audit had issued Notices of Disallowances for allegedly anomalous heavy equipment lease contracts, which became final and executory in January 2015. Among the contentious issues was the rental of an excavator from Equiprent Corporation, worth over PHP 2.9 million, allegedly approved without public bidding.

The accused officials had justified their actions by citing the need for immediate response to typhoon and weather disturbances in the province during the said period, opting for Negotiated Procurement as an alternative method. In addition to Moreno, former provincial accountant Divina Bade and several members of the Bids and Awards Committee (BAC), including Cancio Guibone, Elmer Wabe, and Patrick Gabutina, were acquitted. Other acquitted BAC members include Rolando Pacuribot, Danilo Maputol, Elsie Lopoy, and Leemar Tinagan.
