Violating the Infectious Diseases Act, Chapter 204

13 individuals are being investigated by personnel of Kuala Belait Police Station, Royal Brunei Police Force for allegedly holding a group party, which is violating the Infectious Diseases Act Chapter 204 at an apartment in Jalan Singa Menteri, Kuala Belait, 11th December.

 

Among those detained were 13 men and women aged between 16 and 51 and 3 children aged under 12. Inspection at the apartment found several bottles of alcoholic drinks of various brands. The seized contraband were handed over to the Royal Customs and Excise Department for further action. All individuals were taken to Suri Seri Begawan Hospital Kuala Belait to undergo the COVID-19 screening test and will be investigated.

SSEAYP Youth Conference 2021

 

The Ship for Southeast Asian and Japanese Youth Programme, SSEAYP Youth Conference 2021 continued with peer learning sessions and group discussions. The virtual programme organised by the Japanese government was attended by 35 youths from Brunei Darussalam through the Ministry of Culture, Youth and Sports. It was held yesterday afternoon at the International Convention Centre in Berakas.

 

Awang Syahmi Zulfadhli bin Abdullah, the country’s head of participants during the peer learning session presented a title ‘Knowledgeable and Planned Life.’ During the conference, participants also deepened their understanding of the social agenda and discussed how youth can contribute to achieve the 17 goals in the Sustainable Development Goals, SDG, United Nations.

‘Operasi Bersepadu Nahi Mungkar’

A Construction Consulting Services premise company in Berakas was raided in a joint unscheduled operasi bersepadu inspection by the Law Enforcement Division, Bandar Seri Begawan Municipal Department and the Religious Enforcement Division, Ministry of Religious Affairs on suspicion of carrying out work and disobeying directives for closure on Friday from 12 to 2 in the afternoon.

 

During the raid, the employees were carrying out their routine work. All employees including one of the director were investigated. Meanwhile, four employees were investigated under the Syariah Penal Code Order, 2013. Three of them were investigated under Section 194, People Not Performing Friday Prayer and one employee was investigated under Section 235, Inciting to Neglect Religious Duty.

Over 300 Residents undergo COVID-19 Screening Test

Over 300 residents of Kampung Bokok; Bekarut; Meniup; Simbatang; Semabat and Kampung Temada in Mukim Bokok have conducted the RT-PCR SARS-Co-V-2 Swab Screening Test at the Community Isolation Centre, CIC, PKBN National Service Programme, Temburong. The random and large-scale ‘Swab Sweep’ operation was part of the screening to identify any COVID-19 cases in the community.

 

The operation was coordinated by the National Coordination Centre for COVID-19 with the cooperation of other government agencies and Temburong District Office. The ‘Swap Sweep’ operation will continue from time to time.

Closing Ceremony for Junior Huffaz Programme

 

Al-Huffaz Management in collaboration with Murajaah Jamaie Brunei, MJB, yesterday afternoon, held the virtual closing ceremony for Junior Huffaz Programme.

 

Joining the online event was Awang Haji Muhammad Rosli bin Haji Ibrahim, Permanent Secretary at the Ministry of Religious Affairs. 15 participants aged between 11 and 16 took part in the event held in conjunction with Brunei December Festival 2021. During the programme, participants also learned the technique of Al-Quran reading and Tahsin Al-Quran.

Voting and Election for Kampung Kapok Village Head Candidate

 

The Voting and Election of Penghulu and Village Head candidates is carried out with a new procedure apart from using the old procedure, namely through the application method of PMKK e-vote or e-vote for penghulu mukim and village head; tablet and ballot  paper methods; as well as drive-thru. Those methods were apply throughout the district, began on 12th December. The voting and election of the Kampung Kapok Village Head candidate was held yesterday morning via drive thru at the Kapok Primary School.

 

The voting used tablet and ballot paper methods. Meanwhile, voting using the PMKK e-vote mobile application had started on the 10th of December. The only candidate eligible to fill the vacancy is Awang Shahminan bin Haji Abd Rahman, a civil servant in the Public Works Department, Ministry of Development. Present was Yang Berhormat Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman, Member of the Legislative Council.

 

Meanwhile, the Voting and Selection of Kampong Menunggol Village Head will be held on Sunday, 19th of December 2021 at Nakhoda Abdul Rashid Primary School, Kampung Menunggol. Village Residents and permanent residents aged 18 years and above are welcome to register as voters to the Acting Head of Kampung Menunggol, Mukim Kota Batu or to the Mukim and Kampong Institutions Division, Brunei Muara District Office, which is open until Sunday, 19th of December 2021.

Preparations for Subsequent Phase

 

Subject to monitoring indicators during the implementation of the Early Endemic phase, in particular epidemiological indicators including the number of critical cases; vaccination rates; and bed occupancy rates at isolation centres, the Steering Committee for COVID-19 will make preparations to move into the subsequent phase, whereby control measures will continue to be scaled down to enable all to run their daily lives as previously by adapting to the new normal. The Minister at the Prime Minister’s Office and Second Minister of Finance and Economy added the implementation of specific guidelines for the next stage will be announced at a later date.

 

The Government is also taking public concerns into serious consideration over the COVID-19 pandemic during the Transition Phase including the well-being of children and individuals who have not completed their vaccinations. In this regard, the Government has done its best to ensure that suitable measures have been taken to preserve the safety and security of citizens and residents of the country in the interest of creating a peaceful and harmonious environment, that would enable the country to continue to recover and move out of this pandemic while at the same time aiding economic and business recovery, with the hope that there would be minimal disruptions to daily public activities as they resume in stages.

 

With the announcement it is hoped that sufficient time will be accorded to stakeholders to make logistical preparations prior to the start of these de-escalations, particularly in ensuring adherence to SOPs and guidelines that have been agreed to by the Steering Committee for COVID-19. During the Endemic Phase, the public is reminded once again not to be complacent and to continue to adhere to SOPs, such as physical distancing, ensuring venue capacity limits, the wearing of facemasks, maintaining cleanliness, and mandatory use of the BruHealth mobile application.

 

Meanwhile, the use of ART prior to entering premises is encouraged. Let us work hand in hand in supporting the Government’s aspiration by maintaining our cooperation and vigilance in adhering to safety protocols, the law, and guidelines that have been issued to control the COVID-19 pandemic in Brunei Darussalam. The Government once again extends its appreciation to all agencies as well as the public for their collective efforts in adhering to the health guidelines all this while. Let’s continue to pray, work together, and have faith in Allah Subhaanahu Wata’ala that all will be safe from the COVID-19 pandemic.

Travel Green List during Early Endemic Phase

 

Brunei Darussalam will begin the Travel Green List during the Early Endemic Phase on a trial basis, initially for four countries, namely Australia, China, Singapore and the United Kingdom, in which foreign nationals from the mentioned countries will be allowed to enter Brunei Darussalam for non-essential travel.

 

However, these travellers will be required to undergo ART testing on the third day after arriving in the country, at designated ART centres. Aside from that, inbound travellers are still required to undergo mandatory self-isolation at their residents or hotels for vaccinated travellers; or declared hotels for medically-contraindicated unvaccinated travellers. Meanwhile, suspension of outbound and inbound travel via land and sea ports is still in place. Fully Vaccinated Students Allowed to Return to School

School sessions under the purview of the Ministry of Education and Ministry of Religious Affairs will commence on Monday, 3rd January 2022, whereas international schools will resume operations according to their respective school term calendars.

 

Only fully vaccinated students will be allowed to return to their school physically and the subsequent reopening of schools will be implemented in stages, in accordance to the provided guidelines. Further details on this matter will be announced by the Ministry of Education and the Ministry of Religious Affairs in due course.

Capacity Limit during Early Endemic Phase

Yang Berhormat also shared that for museums, galleries, libraries and activity centres for senior citizens are open at 75 per cent of premise capacity or not more than 300 persons whichever is the lesser number.

 

The operating hours for museums, galleries and libraries are from 8:00 in the morning to 2:00 in the afternoon. For fitness and recreational facilities or activities. All indoor and outdoor sports, fitness and recreational facilities are allowed to operate at 75 per cent of premise capacity or not more than 300 persons whichever is the lesser number; Non-contact sports are permitted; Contact sports are allowed for skills training only; Sporting matches are not permitted; and Face masks should be worn except when engaging in high-intensity activity. For business premises including restaurants, cafés, food courts, cinemas, arcades, indoor playgrounds, beauty establishments such as hair salons and barbershops, markets and “tamu”, sports facilities and music schools are open at 75 per cent of premise capacity or not more than 300 persons whichever is the lesser number. Buffet service during functions and at restaurants is not permitted, except for dome serving, although distribution take-home packaged meals are encouraged; and Critical staff at private business offices and manufacturing and processing premises who have not completed their vaccinations are allowed to work onsite, under the condition that they have obtained negative ART test results, for which the validity period of each test result is two days. The staff are also to be placed in areas that are not exposed to the public.

Government Offices Open at 75% Capacity

 

For government offices, Minister at the Prime Minister’s Office and Second Minister of Finance and Economy explained that it is open at 75 per cent of office capacity for offices and government service counters while maintaining their respective Business Continuity Plans, BCP.

 

The capacity limits includes its personnel and general public. Office hours resume to normal working hours, from 7:45 in the morning to 12:15 in the afternoon and from 1:30 to 4:30 in the afternoon. Individuals who have completed their vaccinations are required to undergo bi-weekly ART testing whereby cost of tests will be borne by the Government.

 

Government personnel who have not received or completed their vaccinations are allowed to return to work at their respective office with the condition that their work does not involve any direct interaction with the public. However, they are required to undergo ART testing, for which the validity period of the test result is two days. Personnel who have received one vaccine dose or are unable to be vaccinated due to medical reasons, the ART testing cost will be borne by the Government; and Personnel who are unvaccinated by choice or for personal reasons are to bear the cost of ART testing personally. They need to undergo an ART test and obtain a negative ART test result certificate through a Ministry of Health’s accredited ART Centre, before entering any Government premise.

 

The public – who wish to visit Government offices or service counters – who have not completed their vaccinations are required to show a negative ART test result certificate, for which the validity period of each ART test is two days.
