New Books Publication

Sultan Sharif Ali Islamic University, UNISSA through the Centre for Research and Publication strives to expand its role in book publication in line with its objective of disseminating knowledge and dakwah. Recently, UNISSA has published 33 new books including two new books namely Arabic Language and Criminal Law.

 

The basic dictionary for Arabic-Malay, Al-Mujam Al asasi is among the Arabic Language Faculty latest publication. It is the first basic Arabic-Malay dictionary published in the context of Brunei Darussalam. The 445 pages of basic dictionary is sold at 27 dollar and aimed to improve the quality of teaching and learning of Arabic.

 

Meanwhile the 377-pages book titled ‘Criminal Law’ touched on General Defences and Special Defences in Criminal Law. The book, priced at 31 Dollar, contains 16 chapters and took almost 9 years to publish. The Criminal Law Book in the context of Brunei Darussalam was produced specifically to assist students and legal practitioners in the study of law on criminal defence.

 

Meanwhile, the ‘Assiyaaq Al Quran and its effectiveness in Al-Quran interpretations’ book is available at 19 dollar. It took more than a year to be published and the process of publishing the book went through several challenges including referencing interpretations books that are thousands of years old as well as newly published interpretations books.

24 Food Stalls gutted in a Fire

The cause and losses in a fire incident at Phase Two of Jerudong Park Food Court is under investigation. No casualty and injury were recorded at the 18th December night’s incident.

 

The Fire and Rescue Department received an emergency call at 11:29 at night. Firefighters from Jerudong Fire Station, Pengkalan Batu Fire Station and Rimba Fire Station were dispatched to the scene. 24 food stalls owners at Phase Two were informed on the incident.

Samson Kella Emmanuel’s Precious Experiences

 

The opportunity to learn the Brunei dialect and taste the delicious nasi katok are among the valuable experiences shared by a foreigner living in this country. Samson Kella Emmanuel, an import player for one of the local football club shared his experiences of living in the country for almost 3 year via his Tik Tok Account.

 

Although he feels a little awkward to adapt to the local community life, but Samson is interested in exploring the country’s uniqueness. Apart from learning the Bruneian Dialect from his teammates, he also had the opportunity to taste the local delicacies including nasi katok.

 

Despite the apparent difference in ways of life between Nigeria and Brunei Darussalam and the challenge of COVID-19 transmission, it does not stop Samson from pursuing his career as a footballer.

 

It is hoped that the citizens and residents in the country will continue to cultivate their friendliness and warmth towards others including foreigners in the country.

Coding Conquest 2021

The Coding Conquest 2021 jointly organised by Universiti Teknologi Brunei, UTB through the School of Computing and Information Technology and supported by the Ministry of Primary Resources and Tourism and the Authority for Infocommunication Technology Industry, AITI. In collaboration with Grominda Sdn. Bhd., the event in conjunction with the Brunei December Festival 2021 concluded with a virtual prize presentation ceremony.

 

The prizes were handed by Professor Dr. Dayang Hajah Zohrah binti Haji Sulaiman, Vice-Chancellor of UTB. This time around, the competition was won by Kebun Kitani. The competition was sponsored by Brunei Shell Petroleum Sendirian Berhad and Unified National Networks Sendirian Berhad.

Selection and Election of Village Head Candidate

 

The Village Head plays the role and acts as a two-way mediator, namely as the eyes, ears and tongues of the government and villagers. They are responsible to look after and monitor the interests and safety of the village as well as to look after the welfare and well-being of the villagers.

 

Yang Berhormat Awang Naim bin Haji Kamis, Member of the Legislative Council was speaking during the Selection and Election of Village Head Candidate for Kampung Menunggol, Mukim Kota Batu. Two candidates are eligible for the vacancy, namely Awang Rasli bin Taram, 33, and Awang Haji Ibrahim bin Haji Osman, 57. Also present was Awang Misle bin Haji Abdul Karim, Brunei Muara District Officer. The Selection and Election of Penghulu Candidate for Mukim Lumapas will be held on the 24th of December at Sayyidina Umar Al-Khattab Secondary School in Lumapas.

Minister of Culture, Youth and Sports was speaking while officiating the 3rd Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area, BIMP-EAGA, Budayaw Festival of Culture and Arts. Yang Berhormat Retired Major General Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin said that shifting the strategies and initiatives by tapping into wider-ranging technological resources has ensured the continuity of cultural collaborations and cooperation, as well as economic value to the communities through employment and business opportunities for BIMP-EAGA.

 

Themed “Jauh Di Mata, Dekat Di Hati”, the festival was held in conjunction with Brunei December Festival. Also screened were videos from the 1st and 2nd Budayaw Festival of Culture and Arts. This year’s festival is hosted by Brunei Darussalam.

National Vaccination Programme, 6 Directive Violations Issued Compound Fines

The Minister of Health also shared on the accomplishments of the National Vaccination Programme for COVID-19 on 18 December 2021.

 

The overall rate of the population who have received at least one dose of the vaccine is 94.3 per cent; 92 per cent have received two doses; while 7.3 per cent have received three doses of the vaccine. For the movement restrictions that was carried out from 10 last night until 4 in the morning, 6 violations of the directive nationwide were issued with compound fines, where all of them were violations of the directive to stay at home.

16 New Cases, 15 Cases Recovered

 

16 new COVID-19 case have been confirmed, taking the total cases to 15,402. Yang Berhormat Dato Seri Setia Doctor Haji Awang Mohd Isham bin Haji Jaafar, Minister of Health stated the matter at a media conference on the latest COVID-19 situation at Dewan Al-Afiah, Ministry of Health.

 

This was the result of 3,760 laboratory tests conducted in the past 24 hours. Therefore, the rate of positive case is 0.4 per cent. 1 case is in Category 5, requiring assistance of artificial ventilation and is being treated at the Intensive Care Unit, while there is no case in Category 4.

 

15 cases have recovered, taking the total recovered cases to 15,098 cases and the total active cases are 204 cases. Meanwhile, the bed occupancy rate in isolation centres nationwide is 4.4 per cent.

Biden’s China Policy: Negotiate While Preparing for a Fight?

A Sino-U.S. military dialogue that coincided with a defense budget increase this month reveal a key piece of President Joe Biden’s China policy—talk and prepare to fight all at once—analysts believe.

The U.S. Senate voted Wednesday for a version of the National Defense Authorization Act (NDAA) that authorizes $770 billion in defense spending, $25 billion more than Biden requested and including $7.1 billion for the Pacific Deterrence Initiative aimed at checking Chinese expansion.

And from Tuesday through Thursday, representatives from U.S. Indo-Pacific Command, navy and air force met virtually with counterparts from the Chinese People’s Liberation Army’s navy and air force for talks on staying safe in Asia’s contested waterways.

“U.S. military, they do what they have to do, like conduct Freedom of Navigation operations in the South China Sea, but they also make sure there are guardrails, they continue to keep the lines of communication open with the Chinese,” said Aaron Rabena, research fellow at the Asia-Pacific Pathways to Progress Foundation in Metro Manila.

Washington increased in 2019 the number of warship passages through the South China Sea to 10 per year, a number that it repeated in 2020. U.S. officials describe the passages as “Freedom of Navigation operations.”

China and the United States are in what scholars describe as a “great power competition,” with Washington particularly targeting the other side’s expansion in the East and South China seas where the U.S. counts nearby countries as geopolitical allies. Biden will carry on the competition but hopes to stop any violent flareups, analysts say.

Negotiate while bolstering defense

The version of the NDAA bill passed Wednesday included a statement of congressional support for the defense of Taiwan and a ban on any Defense Department procurement of goods produced with forced labor from China’s restive and largely Muslim Xinjiang region. The act now requires Biden’s signature.

The military talks, a process that began in 1998, were held to reduce risks and improve “operational safety” in the air and sea, the U.S. Indo-Pacific Command said in a statement. U.S. and Chinese officials discussed this time upholding “professionalism” and reviewed “safety-related events,” the Friday statement says.

China calls the 3.5 million-square-kilometer, resource-rich South China Sea its own, clashing with the claims of militarily weaker Brunei, Malaysia, the Philippines, Taiwan and Vietnam. U.S. warships also sail the Taiwan Strait, a warning against China not to attack the self-ruled island, which China claims as its own.

Crisis management, such as “ship-to-ship protocol” and working hotlines, is the U.S. military’s top priority for China, said Gregory Poling, director of the Asia Maritime Transparency Initiative under the Washington-based Center for Strategic and International Studies.

“It’s OK to have tensions in the diplomatic arena and even the economic arena, but nobody wants it to move out of the so-called grey zone into open conflict,” Poling said.

Two-pronged China strategy

Biden indicated that talks are part of his policy in mid-November by taking part in his first voice-to-voice chat with Chinese President Xi Jinping after a senior-level dialogue broke down in the later part of ex-president Donald Trump’s term. Analysts considered that event a groundbreaker that could slowly lead to talks on headier issues that have hobbled Sino-U.S. ties since 2017 over trade, consular affairs and geopolitical differences.

The U.S. president “underscored the importance of managing strategic risks” in his comments to Xi, but at the same time underscored the United States will continue to stand up for its interests and values,” according to a White House statement.

Biden is seeking a “managed competition with China,” Rabena said.

Success of last week’s military talks may hinge on what comes next, scholars believe. If the U.S. government pulls back on Freedom of Navigation exercises and military engagement with Taiwan, for example, Beijing and Washington may have reached “consensus” at the December 14-16 talks, Rabena said.

Follow-up talks and eventual “confidence building measures” would indicate the Biden-Xi chat made an impact, said Collin Koh, a maritime security research fellow at Nanyang Technological University in Singapore.

But Washington’s Pacific Deterrence Initiative [PDF] calls China “the number one pacing challenge” for U.S. forces and says the 2022 budget “will be used to develop and procure defense capabilities in support of joint force lethality, especially in providing survivable strike and stand-off capability in a denied environment,” according to a mid-2021 Department of Defense statement.

“Given that there are still pressing issues that continue to bedevil bilateral ties, I believe both the Chinese and the Americans probably felt [it] necessary to continue dialogue at this level,” Koh said.

Chinese state-run media have kept quiet on the U.S.-China talks this week, but the Chinese Communist Party owned China Daily news website a year ago blasted the Pacific Deterrence Initiative as being a cost to other Asian countries rather than a “strong signal to China.”
