Public Sector Productivity

Allocations for three ministries namely the Prime Minister's Office and the Departments under it, Ministry of Defence and Ministry of Finance and Economy were approved on the 5th day of the First Meeting of the 19th Legislative Council Session. The morning session began with an explanation of the main programs implemented and planned that are aimed at transforming civil services.

Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister's Office and Second Minister of Defence, answering a question on the productivity of the Civil Service explained the Civil Service Institute, IPA is cooperating with ASEAN members under the ASEAN Cooperation on Civil Service Matters, ACCSM 2021/2025 to develop a special productivity measuring framework for the Public Sector.

The Minister added it is hoped a special gauge and uniform measuring method will be able to measure the public sector's productivity and make comparisons among ASEAN countries.

MoU for Cooperation in the Field of Higher Education

Another agreement signed was the Memorandum of Understanding for Cooperation in the Field of Higher Education between the Council of Higher Education of the Republic of Türkiye and the Ministry of Education Brunei Darussalam. Signing on behalf of His Majesty's Government was Yang Berhormat Datin Seri Setia Doctor Dayang Hajah Romaizah binti Haji Mohd. Salleh, Minister of Education, while Proffessor Doctor Erol Özvar, President of the Council of Higher Education of the Republic of Türkiye signed on behalf of the Government of the Republic of Türkiye.

The MoU aims to establish institutional framework for both countries to organise academic and scientific exchanges between the higher education of both Parties.

Empowering National Defence

Before the session heard the introduction on the Ministry of Defence's budget provision for the Financial Year 2023/2024, the Council approved the allocation for the Ministry of Defence and Departments under it. In the introduction, the Minister at the Prime Minister's Office and Second Minister of Defence stressed that the Ministry of Defence and Royal Brunei Armed Forces, RBAF have identified several priorities as the direction and benchmark towards achieving 'Bersatu Memperkasa Ke arah Pertahanan Negara' aspiration.

The First Priority is: Monitoring and defining every plan and vision in the Defence White Paper 2021.

Second: Strengthen and consolidate existing Defence Diplomacy Relations with friendly nations.

Third: Defining that all procurement strategies, capabilities and military assets of the Royal Brunei Armed Forces are inline with the Defence White Paper 2021, Force 2035 and Force Structure Review, FSR.

Fourth: Ensuring financial allocations for every financial year is utilised and spent wisely.

Fifth: Ensuring the welfare of Officers and each member of the Royal Brunei Armed Forces and Ministry of Defence civilian employees is always cared for.

And Sixth: Ensuring every Replacement Plan which is Social Plan for main appointments in the Ministry of Defence and Royal Brunei Armed Forces is planned thoroughly and effectively.

Protocol on Cooperation

Five agreements were signed between the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Government of the Republic of Türkiye. First on the Protocol on Cooperation between the National Archives of Brunei Darussalam and the Directorate of State Archives of the Presidency of the Republic of Türkiye. Signing on behalf of the Government of His Majesty was Pengiran Haji Mohammad Hasnan bin Pengiran Haji Ali Hassan, Permanent Secretary at the Ministry of Culture, Youth and Sports, while the Republic of Türkiye was represented by Professor Dr. Ugur Unal, Director of State Archives of the Presidency of the Republic of Türkiye.

The protocol will promote researches and exchange reproduced samples of archival documents, exchange of experts in the field of archives, exchanges on publications on archives management, and organize scientific or technical meetings.

MoU on Bilateral Consultations

Finally was the Memorandum of Understanding between the Ministry of Foreign Affairs Brunei Darussalam and the Ministry of Foreign Affairs of the Republic of Türkiye on Bilateral Consultations.

It was signed by Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof, Second Minister of Foreign Affairs on behalf of His Majesty's Government, while signing on behalf of the Government of the Republic of Türkiye was His Excellency Mevlüt Çavusoglu, Minister of Foreign Affairs.

The MoU aims to institutionalise bilateral consultations and to conduct regular exchanges of views on issues of mutual interest to strengthen bilateral cooperation in the pursuit of common goals.

His Majesty Bilateral Meeting

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and His Excellency the President of the Republic of Türkiye then proceeded to the Bilateral Meeting.

During the Bilateral Meeting, His Majesty and His Excellency among other things, discussed matters of mutual interest towards further strengthening bilateral cooperation between the two countries, including cooperation in the fields of trade and investment, education, culture, and defence.

His Majesty Welcoming Ceremony

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, began a State Visit to the Republic of Türkiye and attended a Welcoming Ceremony; Four-Eye Meeting and Bilateral Meeting with the President of the Republic of Türkiye; Signing Ceremony of Agreements; Press Conference; State Banquet; and a Wreath Laying Ceremony. The Welcoming Ceremony was held at the Presidential Palace, Ankara. His Majesty was welcomed upon arrival at the Presidential Palace by His Excellency Recep Tayyip Erdogan, President of the Republic of Türkiye.

The Ceremony began with both leaders proceeding to the Special Dais to receive the Salute of Honour accompanied by the National Anthems of both countries, and a 21 gun salute. The ceremony continued with the inspection of the Royal Guard of Honour mounted by members of the Turkish Armed Forces.

His Majesty was then introduced to Dignitaries from the Republic of Türkiye, followed with the introduction of Brunei Darussalam's delegation to His Excellency Recep Tayyip Erdogan.

Both leaders then proceeded to the Four-Eye Meeting.

‘Bercerita’ Monthly Activity

The Language and Literature Bureau continues to strive in instilling the love of reading among children and the youth and enhance the culture of reading through the 'Bercerita' activity. The monthly activity took place yesterday morning at the Temburong District Language and Literature Bureau Library.

'Bercerita' involved Years 7 and 9 students at the Sultan Hassan Secondary School and students of Pusat Bahagia Bangar. Various activities have been lined up such as reading, and story-telling. Also held was the Ar-Rafi Archery Academy Centre Brunei roadshow.

IBTE Jefri Bolkiah Campus Open Day

The IBTE Satellite also held a similar event at the IBTE Jefri Bolkiah Campus in Kuala Belait for the August and September 2023 intake.

During the Open Day, members of the public and students can meet the teaching staff to find out more information on the chosen programmes, entry requirements and career prospects. Various activities have also been lined up including the programme booth, and the TVE-CAS help desk to assist in making online applications.

IBTE Kampus Open Day

The Institute of Brunei Technical Education, IBTE held an Open Day Activity for three days to give the public, especially O-level school leavers, with the opportunity to find out about the programmes offered at the institute.

The open day until this Saturday is held simultaneously at all IBTE campuses from 8 in the morning to 12 noon and from 2 to 4 in the afternoon.

38 courses are offered for the August intake this year. The programme is available online through ibte.edu.bn/tvecas. The closing date for applications is 13th of March.

Signing Of Memorandum of Understanding

Sultan Sharif Ali Islamic University, UNISSA and Huawei Technologies Brunei Sendirian Berhad, signed a Memorandum of Understanding, MoU to encourage cooperation and innovation in university academy activities in the field of Information and Communication Technology, ICT.

Under the MoU, UNISSA and Huawei will collaborate on joint research projects, seminar, workshops and other academy activities. The partnership will also empower UNISSA students with practical experience, internships and career development initiatives in collaboration with Huawei. Dr. Haji Norarfan bin Haji Zainal, Rector of UNISSA in his speech emphasized that such partners are a platform towards wider cooperation between UNISSA and Huawei Technology. Also present was Zhang Jianwei, Chief Executive Officer of Huawei Technologies Brunei Sendirian Berhad.

Bridge Lit in Purple in Conjunction with International Women’s Day

As an effort to support and enliven the International Women's Day Celebration, the Sultan Haji Omar 'Ali Saifuddien Bridge was illuminated with purple lights.

In collaboration with the Ministry of Development, the lighting up started last night and ends 12 midnight last night. The International Women's Day is celebrated every 8th March and this year is themed 'DigitALL: Innovation and Technology'. This year is the 10th time the country celebrates International Women's Day.
