The Minister of Health also reminded the public to follow the directives issued to control the spread of the current outbreak. According to Yang Berhormat, as the country is now facing an increase of locally transmitted cases COVID-19 vaccination, physical distancing measures and mask-wearing remain the most effective way for Brunei Darussalam to emerge safely from this pandemic.

 

Continuous monitoring conducted by the Ministry of Health indicates that from 92 local cases identified, only 7 cases or 7 point 6 per cent were fully  immunised, while the remaining 85 cases were either  unvaccinated or have not completed their vaccination. Of the cases who were fully immunised, clinical reports from the National Isolation Centre show that their symptoms were mild signs or they were asymptomatic.

 

Preliminary analysis on vaccination effectiveness in Brunei Darussalam suggest that 2 doses of  COVID-19 vaccine is more than 70 per cent effective at reducing infections, including asymptomatic infection. In addition to reducing infection risk, vaccines are even more effective at reducing risk of severe disease. Studies conducted in the United Kingdom and Canada show that 2 doses of  COVID-19 vaccination is more than 90% effective at preventing severe disease, including against the delta variant. In view of these findings, during this time, it is even more important that individuals receive COVID- 19 vaccination in order to protect themselves and their families, particularly, high risk individuals such as those aged 60 years and above and those with chronic disease.

Work From Home Approach

Each Ministry or organisation is required to activate the Business Continuity Plan protocol immediately. The Minister at the Prime Minister’s Office and Second Minister of Finance and Economy said all officers and staff are required to Work From Home, except for essential workers. The activation of Business Continuity Plan must be implemented without affecting their respective organisations functions or core services.

 

For example, an organisation or department with 100 employees which have identified 20 essential workers to be on-site, namely Work From Office, while the rest 80 people can carry out their works remotely, namely Work From Home. In this scenario, the Work From Office employees must be divided into two teams. They are to work from different places or buildings without physical communications between both teams. If team A is set at A building or location, B team will work at a different location. Another set of example is in the case of numerous number of essential workers. The Work From Office team must be divided into 3 or 4 teams and allocated at different locations without physical communication. As an alternative, the teams can work in the office on a rotating basis according to a set schedule. The schedule will be set by the respective Head of Department. Head of Unit must identified essential workers based on their duties and responsibilities and must be presented for the approval of the respective Head of Department or Organisation for them to be arranged to Work from the Office. Each Head of Department or Organisation is responsible for the deliverables required from the teams during the Work From Home period. Steps will be taken to ensure the function and delivery of services is not disrupted.

34 New COVID-19 Cases Reported

 

34 new COVID-19 cases were reported yesterday in Brunei Darussalam with 1 new cluster was detected namely Semporna Enak involving 9 cases. Yang Berhormat Dato Seri Setia Doctor Haji Awang Mohd Isham bin Haji Jaafar, Minister of Health stated the matter at a media conference on the latest COVID-19 situation yesterday afternoon at Dewan Al-‘Afiah, Ministry of Health. Also joining the media conference was Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office and Second Minister of Finance and Economy.

 

A new cluster has been detected involving 9 new cases today. The cluster is now known as the Semporna Enak Cluster. There are also additional new cases to the existing active clusters namely: 8 cases for Chung Hua KB Cluster; 4 cases for Al-Falah Cluster; 3 cases for ABCi Cluster; 2 cases TOTAL Cluster; and 1 case for Starlodge Cluster. 1 case is related with Case 362 while the other 2 cases are imported cases. They arrived in the country from Manila on the 28th of July 2021. Of the total cases reported today, 32 cases are local infections, including 4 cases whose source of infection is still unknown. Contact tracing for all new cases is still on-going. All identified close contacts will be instructed to undergo mandatory quarantine and SARS-CoV-2 RTPCR test. Meanwhile, 9 cases have recovered at the National Isolation Centre bringing the total of recovered cases to 314. There are 123 active cases currently being treated at the National Isolation Centre and all cases are in good condition.

China’s Likely Responses to European and Indian Warships in Sea it Calls its Own

TAIPEI, TAIWAN – A series of voyages by multiple Western allies in mid-2021 through a disputed Asian sea will incite China, the waterway’s largest claimant, to shadow the foreign ships, hit back at the countries behind them and possibly hold a live-fire drill, analysts say.

At least eight countries have indicated since late July plans to send navy vessels into the resource-rich South China Sea, which stretches from Hong Kong to Borneo Island, in support of keeping it open internationally rather than ceding it to Chinese control.

The HMS Defender destroyer, part of a British carrier strike group, reached the South China Sea last month, domestic media reported. It’s scheduled to join vessels from France, Japan, India, Australia, New Zealand and the United States for joint exercises near the sea. India for its part plans to send four ships over two months, according to its Ministry of Defense website.

France, the U.K. and Canada sent ships to the same sea earlier in the year.

On August 2, Germany’s Bayern warship set out for six months in Asia including the South China Sea, the German defense minister Annegret Kramp-Karrenbauer said. “The message is clear: we are standing up for our values and interests together with our partners and allies,” she said in a Twitter post.

These voyages alarm China. A world arbitration court ruled in 2016 that China had no legal basis for its “nine-dash line” that it uses to back a claim to about 90% of the 3.5 million-square-kilometer waterway, but officials in Beijing rejected the decision.

In response to the latest foreign visits, China will start by protesting diplomatically or through domestic English-language media, said Derek Grossman, senior analyst with the U.S.-based Rand Corp. research organization. It could get tougher by following the foreign ships, he told VOA.

“That’s easy to complain about it in public through official and unofficial channels,” Grossman said. “There’s going to be some complaining, but I think sort of at the higher end of the spectrum you can see Chinese ships tailing German and Indian, British ships in the South China Sea.”

None of the countries sending ships this summer claims the sea, which is prized for fisheries and undersea fossil fuel reserves. China contests the sea instead with Brunei, Malaysia, Taiwan, Vietnam and the Philippines.

Backed by Asia’s strongest armed forces, China has rattled other claimants by landfilling islets for military installations. Beijing occasionally sends vessels into the maritime exclusive economic zones of its rivals.

India, Japan and European countries are following a U.S. lead by sending warships, some analysts say. Washington, a superpower rival of Beijing, doubled the number of its “Freedom of Navigation Operations” in the sea in 2019. U.S. officials hope to stop China’s expansion in the contested sea, where some of the smaller countries are historic American allies.

 

“It’s almost like a flock mentality — they see more and more of their friends making baby steps into this part of the world, they follow suit,” said Oh Ei Sun, senior fellow with the Singapore Institute of International Affairs.

India’s defense ministry said its ship deployment “seeks to underscore the operational reach, peaceful presence and solidarity with friendly countries towards ensuring good order in the maritime domain.”

Chinese defense planners should view the foreign ship movement as “shows of flag” with coordination such as “parallel cruising” rather than a direct military threat, said Alexander Huang, strategic studies professor at Tamkang University in Taiwan. The People’s Liberation Army Navy may respond with more missile tests without hitting anyone, he said.

This month China already announced it was planning live fire, “aircraft carrier killer” anti-ship ballistic missiles exercises in the sea.

“They may try again the anti-ship ballistic missile firing, since they have a pretty huge range, but I don’t see the gathering of Chinese navy assets in those areas [as foreign ships pass],” Huang said.

China accuses the United States of going too far and hints at avoiding conflict.

“In the regional waters, there is no room for confrontation, zero-sum games, or bloc rivalries,” the official Xinhua News Agency said in a July 31 commentary posted to its website. “The so-called ‘China threat’ is merely one of the many tricks adopted by Washington to deliberately smear China, sow discord between regional countries, and contain China’s development.”

Officials in Beijing will resent India and the European governments as “extraterritorial countries” and come out with “forceful responses,” Oh said. But in calibrating its responses, he said, China will consider too that France, Germany and the U.K. are major trading partners.

“I think what China would do is to very carefully have differentiated responses to all these different countries,” Oh said. “But, of course, China could not do too much as well because these are major trading partners.”

 

Western-allied navies for their part might venture to the center of the sea but keep a distance from “sensitive areas” held by China, said Carl Thayer, Asia-specialized emeritus professor from the University of New South Wales in Australia.

Slim Hope for Progress Seen in Myanmar Talks With ASEAN Envoy

 

 

Political opposition figures and analysts in Myanmar say they see scant hope that progress can be made toward resolving the country’s crisis in expected talks between the generals who overthrew the elected government and a representative from the Association of Southeast Asian Nations (ASEAN).

Appointed by 10-member ASEAN on Aug. 4 after months of delay, Erywan Yusof—a senior Brunei diplomat—has said he will insist on meeting with jailed members of the National League for Democracy (NLD) government overthrown and arrested in a the Feb. 1 military coup.

He has yet to announce a date for his visit, though, citing a need to consult with other countries and stakeholders concerned with post-coup violence in Myanmar and its possible impact on stability in the wider Southeast Asian region.

Erywan is now tasked with implementing a five-point consensus on Myanmar agreed by ASEAN at a special summit held in April in Jakarta and calling for the appointment of an envoy, provision of humanitarian assistance, cessation of violence, dialogue among all parties, and mediation by the envoy.

Speaking on Monday on condition of anonymity, a member of the NLD’s Central Committee said he welcomes ASEAN’s mediation in the post-coup crisis, but voiced concern that the country’s ruling military will simply use the 10-nation regional bloc for its own ends.

“One of our concerns is that the regime will use the mediation process as a way to buy time and try to win international recognition,” the NLD member said. “And if that happens, ASEAN’s current leaders will be despised by future generations [in our country].”

“This will be an opportunity for ASEAN to raise its prestige if it can secure a meeting with State Counselor Aung San Suu Kyi, whom the people of Myanmar trust and respect as their irreplaceable leader,” he said.

Erywan may find that junta leader Gen. Min Aung Hlaing does not allow him to meet with Aung San Suu Kyi or with other NLD figures currently held in jail or on trial in the country’s capital Naypyidaw, other sources said.

“Min Aung Hlaing has no intention of negotiating,” said Than Soe Naing, a political analyst based in Myanmar.

The envoy “could ask for permission to meet with Aung San Suu Kyi, and he could say that he wanted to meet with other important people, too, but the military would simply reject his requests,” he said, adding, “He’s only a representative from ASEAN.”

“He might say ‘Please stop [the violence],’ but this won’t happen,” he said.

Chance for a meaningful dialogue’

ASEAN, which follows a founding principle of noninterference in the internal affairs of member states, will never be able to solve Myanmar’s political crisis, Than Soe Naing said.

“Who will be on the ASEAN delegate’s list of people to meet?” asked Sai Leik, general secretary of the Shan Nationalities League for Democracy in Myanmar’s Shan state. “Will people like Aung San Suu Kyi and [former Myanmar president] Win Myint be allowed to meet with him? Will he meet with the resistance groups?”

“Only if he gets a chance to meet with all these people will there be a chance for a meaningful dialogue, but it is questionable whether all of this can happen,” he said.

“If he just meets with the military leaders selected by Gen. Min Aung Hlaing and then leaves the country, the whole thing will be meaningless. People will not get what they want, and the mediation process will only strengthen the junta’s hold on power.”

Myanmar’s military leaders have already recognized Erywan’s appointment as ASEAN envoy, and he will be allowed to enter the country, said Naing Swe Oo, executive director of the Thayninga Strategic Studies Institute, a pro-military think tank in Yangon.

“He will hold talks with government leaders, but the process will have to go in accordance with the road map laid out by the State Administration Council,” he said, using the junta’s formal name.

“I don’t see any changes in this. There could be political dialogue, but I don’t think there will be much progress,” added Naing Swe Oo.

On Feb. 1, Myanmar’s military overthrew the country’s democratically elected government, claiming voter fraud had led to a landslide victory for Aung San Suu Kyi’s NLD party in the country’s November 2020 election.

The junta has yet to provide evidence of its claims and has violently suppressed nationwide demonstrations calling for a return to civilian rule, killing at least 962 people over the past six months.

AGC Biologics Appoints Tony Fraij as the new General Manager/Site Head of the Longmont, Colorado Site

LONGMONT, Aug. 09, 2021 (GLOBE NEWSWIRE) — AGC Biologics, a leading global Biopharmaceutical Contract Development and Manufacturing Organization (CDMO), has announced a new leadership appointment to oversee strategic development and operational excellence in large-scale C&GT production at its Longmont site in Colorado. Effective August 9, 2021, Tony Fraij will join the Longmont team as General Manager/Site Head.

Mr. Fraij will oversee the leadership of the Longmont site as it gets integrated into the AGC Biologics global facility network. Together with the Heidelberg and Milan sites, the Longmont facility will become an integral part of AGC Biologics’ end-to-end cell and gene therapy CDMO services, which currently includes plasmid DNA, viral vectors and cell therapies.
