Yang Berhormat Retired Major General Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin shared that the ministry has a role and is entrusted to manage the ‘Sistem Kebajikan Negara’ or the National Welfare System, SKN. Towards this, the Minister of Culture, Youth and Sports explained that a taskforce will be established to manage the said system.


Yang Berhormat said the Ministry of Culture, Youth and Sports is responsible of administrating all aspects application. The aspects are: collating all applications and ensure all data and information that are being input into the system are correct and accurate; channel applications to the Department of Community Development, JAPEM or the Brunei Islamic Religious Council, MUIB for assessment and result; and monitor the application’s development and result.


Yang Berhormat further stated that at the same time, the task force also has the role of analysing and preparing monthly reports continuously. By Allah’s will, the S-K-N will be able to provide a more comprehensive overview on the country’s assistance eco-system accurately, transparent and no misappropriation of distributed assistance.


The system will also provide profile overview namely the applicant’s demography and background, including their family members and the type of assistance that can be channelled. Hence, the system can produce a recipients’ map that will enable analysis and suitable intervention, which includes tackling unemployment and obtain employment as well as skills for applicants and their dependents to breakĀ  the poverty cycle or gap.


Yang Berhormat then shared on the latest figure of the monthly assistance recipients through JAPEM, which was 5 thousand 678 heads of family. Through MUIB, 3 thousand 773 heads of family are of the poor and destitute, bringing the total number of monthly assistance recipients to 9 thousand 451 heads of family.


It is hoped that all recipients can update their respective profiles into the SKN starting yesterday by submitting the required documents to JAPEM. Yang Berhormat added that starting on the 15th of July 2020, assistance application and registration for new applicants, as well as profile updating for existing recipients can be made directly online.
