Improving Clean Water Supply

In the effort to provide continuous and sufficient water supply, the Ministry of Development through the Water Services Department will focus initiatives to increase the durable efficiency of water treatment plants.

The first measure is to increase planned maintenance of water treatment plants to avoid or reduce unexpected breakdowns. Secondly, to further activate scheduled cleaning of water reservoirs to reduce muddy or yellowish water occurrences. Thirdly, to further improve the effectiveness of Standard Operating Procedure (SOP) in responding to public complaints and fourth to disseminate information on repair work that cause water supply disruptions through social media.

Halal Certificate and Logo Violation

The First Meeting of the 19th Session of the Legislative Council entered the 12th Day, 18th March, by approving the budget allocation for the Ministry of Religious Affairs amounting over 270 million dollars. Prior to approving the allocation, the council reviewed several issues raised by Members of the Legislative Council. On the issue of halal certificate and logo violations, Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman said a number of initiatives have been carried out to address the issue.

This includes using SMS and letters issued by the Brunei Islamic Religious Council for halal certificate renewal three months before the expiry date. Consistent monitoring is also carried out through patrols, complaints and joint operations to ensure that companies adhere to the rules and regulations of halal certification.

Sustainable Environmental Management

After approving the Ministry of Religious Affairs’ budget allocation, the session heard an introduction on the proposed budget allocation of approximately three hundred and thirty four million dollars for the Ministry of Development and departments under it. Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development in his introduction among other matters shared the ministry is committed in providing public service infrastructures in supporting the country’s socio-economic needs. These include focusing on asset maintenance and environmental management.

The Minister said, firstly it aims to improve maintenance of equipment under the control of the ministry’s departments. Secondly, to build houses inline with planning and enhance house restoration of houses that require repairs. Thirdly, increase water service assets to ensure clean and continuous water supply. Fourthly, availability of infrastructure in addressing the impact of climate change and sea level rise especially in flood mitigation and safeguarding coastal areas. Fifthly, providing and opening government lands that have potential for mixed development and finally, managing clean and sustainable environment of the waters and land areas, including cleaning the Brunei River and management of parks and landscapes.

Launching of Ceremony for the Distribution of Personal Gift of Dates

His Royal Highness Prince ‘Abdul Malik ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Chairman of the Yayasan Sultan Haji Hassanal Bolkiah Board of Governors, in a sabda reminded the Muslim ummah to strengthen the resolution to make this Ramadhan more meaningful. In a sabda at the launching ceremony for the distribution of His Majesty’s Personal Gift of Dates in conjunction with Ramadhan 1444 Hijrah / 2023, on 18th March morning, His Royal Highness urged the Yayasan’s management to always monitor the distribution procedures to ensure the implementation meets the desired objective. The launching ceremony for the distribution of His Majesty’s personal gift of dates took place at An-Naura Hall, Yayasan Sultan Haji Hassanal Bolkiah Complex in the capital. Upon arrival, His Royal Highness was welcomed by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris bin Pengiran Maharaja Lela Pengiran Muda Abdul Kahar, Deputy Chairman One of the Yayasan Committee of Governors; Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohammad Yussof, Minister at the Prime Minister’s Office and Second Minister of Defence as Chairman of the Yayasan Board of Directors; Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohammad Isham bin Haji Jaafar, Minister of Health as Deputy Chairman of the Yayasan Board of Directors; and Doctor Dayang Nor Imtihan binti Haji Abdul Razak, Permanent Secretary for Planning, Land Use and Environment at the Ministry of Development as the Acting Managing Director of Yayasan.

The recitation of Surah Al-Fatihah was led by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim bin Haji Besar.

In a welcoming remark, the Chairman of the Yayasan Board of Directors said the personal gift of dates from His Majesty reflected the Monarch’s care and attention.

His Royal Highness in the sabda said, although the country is still faced with COVID-19, efforts carried out by stakeholders were able to revive the country’s confidence to continue these noble efforts to ensure every Muslim citizen and resident in the country can enjoy His Majesty’s Personal Gift of Dates.

His Royal Highness in the sabda emphasised wasteful practices are among those required to be avoided. In fact, the practice is forbidden by Allah Subhanahu Wata’ala to the extent that wasteful individuals are likened to Satan’s kin.

His Royal Highness distributed His Majesty’s personal gift of dates to representatives of Uniformed Teams, members of the public, civil servants of the government sector, private sector employees and new convert associations. 157.5 metric tonnes of Safawy dates will be distributed to all Muslim citizens and residents in the country with each person receiving a small box containing 300 grams of dates.

Doa selamat was read by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim.

The Launching Ceremony of the Distribution of Personal Gift of Dates marks the start of the distribution of the personal gift of dates to all Muslim citizens and residents of Brunei Darussalam.

The distribution of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam’s Personal Gift of Dates clearly reflected His Majesty’s deep love and care for the country’s Muslim citizens and residents, especially in the month of Ramadhan. As citizens and residents, it is appropriate to highly thank His Majesty for the personal gift of dates.

Strengthening of Maqasid Syar’iah Dissemination Session

30 participants comprising private sector security agencies attended a session on the Strengthening of Maqasid Syar’iah in Management and Administration in Brunei Darussalam. The Dissemination Session was held on 18th March morning, at the Auditorium of Raja Isteri Pengiran Anak Hajah Saleha Girls Arabic Religious Secondary School in Kampung Katok.

The briefing session included the introduction of strategic project of the Ministry of Religious Affairs on the Strengthening of Maqasid Syariah in the Private Management and Administration of Brunei Darussalam. The briefing was delivered by Dr. Haji Noralizam bin Haji Aliakbar, Dean of Syariah Faculty, Seri Begawan Religious Teachers University College. The event organised by the Department of Islamic Studies through the Muraqib Unit of the Ministry of Religious Affairs also included workshop sessions.

Special Talk

As part of welcoming the upcoming month of Ramadhan, it is important for Muslims to prepare themselves before the arrival of the holy month. Muslims must also be grateful by praising Allah for the opportunity to perform religious acts during Ramadhan. This was among the contents of a Special Talk in Welcoming the Month of Ramadhan, held in conjunction with the 39th National Day celebration. The event was held on 18th March morning, at Hassanal Bolkiah Mosque in Tutong District.

The talk titled ‘Menjelang Ramadhan’ was delivered by Awang Haji Muskrisman Safari bin Haji Mustafa, Religious Development Officer at the Islamic Da’wah Centre. In the talk, Muslims are urged to seize the opportunity to perform Tarawih prayers, as there is one special night that is better than a thousand months namely the Lailatul Qadar or Night of the Decree. Among those present, Awangku Arif Anuar bin Pengiran Haji Ahmad, Acting Tutong District Officer.

Siuknya Sedekah 5.0 Project

Members of the public are welcome to give donations through the Siuknya Sedekah or Charity is Fun 5.0 Project that will be carried out via drive-thru at the Hassanal Bolkiah Mosque in Tutong Town.

The project is an effort organised by the ‘Ibadurrahman’ Youth Group with the cooperation of the mosque’s Takmir Committee. It provides the public with an opportunity to give donations in the form of basic necessities to the needy in conjunction with the month of Ramadhan. Contributions can be delivered starting from 9 in the morning until 7.30 in the evening of 19th March.

‘Negaraku Berzikir’ Programme

The ‘Negaraku Berzikir’ Programme organised by the Youth Transformation Community Club’s Religious Bureau in collaboration with the Mata-Mata Gadong Religious Hall and the Rashidah Sa’adatul Bolkiah Mosque Takmir Committees was held on 17th March night, at the Rashidah Sa’adatul Bolkiah Mosque in Kamoung Sungai Akar.

In attendance was Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohammad Yussof, Minister at the Prime Minister’s Office and Second Minister of Defence. The programme included the reading of Zikir Ratib Al-Attas and a tazkirah or talk delivered by a certified Da’ie from the Brunei Islamic Religious Council, MUIB. The programme acted as a platform to gather the Muslim community specifically the youth and the public to recite Zikir and remember Allah, aside from realising the Zikir Nation aspiration. It also aimed to enliven the month of Sya’aban by reading Al-Quran, reciting Zikir and Selawat as preparation for the upcoming month of Ramadhan.

‘Program Bersama Memeduli’

In conjunction with the 55th anniversary of its establishment, the Belait District Religious Affairs Office is promoting the ‘Program Bersama Memeduli’ or Together Caring Programme.

The 2-day programme included handing over food pack donations to the poor and destitute asnaf as well as new converts; the elderly, and differently-abled persons around the Belait District. The donations in the form of basic necessities were from the Belait District Religious Affairs Office employees and their families as well as the public.

Use of Technological Incinerators to Address Waste Issue

Also gaining the council’s attention was the issue of waste management. Responding to the issue were the Minister of Development and Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohammad Isham bin Haji Jaafar, Minister of Health.

The Minister of Development said that the ministry has made several measures which include exploring the possibility of having a technological incinerator so that the waste can be burned and in turn the incinerator will be able to produce electricity. The Ministry of Development is looking for a way forward in order to meet objectives and the aim of utilising incineration is for the country to move away from using landfills as practised previously.

The Minister of Health in his response said that the health care waste are brought out in refrigerated trucks and stored in a refrigerated area while waiting for disposal. The incinerator is remotely controlled and monitored from Australia. Normal waste is disposed or incinerated at a certain temperature while clinical waste disposal will be at a higher temperature and cytotoxic or cancer waste will be at an even higher temperature.

Health Regional Seminar 2023

99 cases of Deliberate Self-Harm, DSH, were identified in the country and the study found that over 89 percent were citizens and permanent residents. Of the total, 34 point 3 percent are men and the rest are women. While presenting the main paper of the Mental Health Regional Seminar 2023 via video conference on 18th March morning, the Minister of Health emphasised that the majority of DSH cases sent to hospital had no previous mental illness. According to Yang Berhormat Dato Seri Setia Dr. Haji Mohammad Isham bin Haji Jaafar, a study in evaluating the characteristics of patients referred to the Department of Psychiatry was conducted. The seminar took place at the International Convention Centre, Berakas.

According to the Minister, the study also shows that social factors are closely related to deliberate self-harm, namely: 76.1 percent have relationship problems; 31.3 percent have financial problems; 23.9 percent have learning problems; 13.4 percent have problems at work; 13.4 percent faced the problem of losing the closest person; and 4.5 percent have psychotic problems that is hallucinations and delusions.

Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti suggested Muslim experts to apply divine therapy in treatment such as reciting zikir which covers Qur’anic verses, ruqyah and prayers to also be introduced at health centres and Islamic clinics as the main treatment or at least as a support treatment to the existing therapies.

The Mental Health Regional Seminar 2023 themed ‘Mental Health towards ummah well-being’, was officiated by Awang Haji Maswadi bin Haji Mohsin, Permanent Secretary as the personal representative of the Minister of Health. The seminar acts as platform to increase the public’s level of knowledge and awareness about mental health.
