Dikir Maulidur Rasul Opening Ceremony in the Three Districts

​The opening ceremony of Dikir Syarafil Anam was also held in the other three districts. In the Belait District, the STKRJ Lorong tiga Selatan Mosque in Seria became the focal point for such a ceremony.

 

Present was Awang Muhammad Yassin Bin Haji Ahmed, Acting Belait District Officer. The recitation of dikir AssalamuAlaika and dikir Syarafil Anam was read by the mosque takmir committee to commemorate the birthday anniversary of Prophet Muhammad Sallallahu Alaihi Wasallam.

 

In the Temburong District, the ceremony was held at the Utama Mohd Salleh Mosque in Bangar Town. Present was Pengiran Muhammad Ameer Mubarak bin Pengiran Haji Hashim, Acting Temburong District Officer.

 

While, the Hassanal Bolkiah Mosque in Tutong Town became the focal point for such a ceremony for the Tutong District. The dikir delegation was joined by Members of the Mauludir Rasul Sallallahu ‘Alaihi Wasallam Celebration Executive Committee for Tutong District as well as the mosque’s takmir committee and congregants.

Energy Transition Initiative

​Brunei Darussalam’s intention of moving towards zero pollution by 2050 is supported by specific energy transition initiatives as part of the National Climate Change Policy in diversifying the energy mix. The Minister at the Prime Minister’s Office underlined the matter while attending the 2nd Asia Green Growth Partnership Ministerial Meeting held during the ‘Tokyo Green Transformation Week’.

 

Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof also explained that Brunei Darussalam plays a role in the exploration of hydrogen potential in collaboration with Japan to execute a Global Hydrogen Supply Chain Demonstration. The hydrogen transport through sea shipping is technologically feasible. But the cost and economies of scale, remain as key challenges. Yang Berhormat also held a bilateral meeting with The Honourable Nakatani Shinichi, State Minister of Economy, Trade and Industry of Japan at the Ministry of Economy, Trade and Industry’s Headquarters in Tokyo. During the meeting, both ministers emphasized the importance of the long-standing energy cooperation between Brunei Darussalam and Japan as well as explore possible opportunities on energy transition efforts.

Teacher’s Day Exhibition

This year’s Teacher’s Day exhibition involved several education institutions from the Ministry of Education and the Ministry of Religious Affairs, and a number of higher education institutions. The exhibition focused on teacher’s improvement, development and training initiatives that are currently being implemented, in line with the Teacher’s Day theme ‘Quality Teachers Spur Educational Transformation.’ His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam took a closer look at the exhibition that was held at the Lobby of the International Convention Centre in Berakas. Also present were His Majesty’s sons and brother, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince ‘Abdul Malik; and His Royal Highness Prince Mohamed Bolkiah.

 

The Centrepiece Exhibition featured the excerpt of His Majesty’s titah in conjunction with the 28th Teacher’s Day celebration, and Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien’s poetry. The Blended Learning and Guided Reading methods were highlighted by Nakhoda Abdul Rashid Primary School. The Brunei Darussalam Leadership and Teacher Academy, BDLTA, underlined the role of the Teaching Staff unit.

 

Traditional and the latest Al-Quran memorisation teaching methods as well as Al-Quran writing were underscored at Sultan Haji Hassanal Bolkiah Tahfiz Al-Quran Institute’s exhibition on Al-Quran memorisation teaching’s transformation. Qiraat reading performance using the narratives of several famous imams, presented by students of the Tahfiz Al-Quran Institute, attracted the Monarch’s attention.

 

The Sultan Hassanal Bolkiah Institute of Education or SHBIE, Universiti Brunei Darussalam showcased a number of innovative teaching and learning strategies. Meanwhile, the Seri Begawan Religious Teachers University College, KUPU SB highlighted on shaping students’ characters as potential teachers. Various details on the Technical and Vocational Education and Training, T-VET were displayed by the Institute of Brunei Technical Education, IBTE.

 

His Majesty’s presence at the celebration was truly meaningful to the teachers, and acted as an encouragement to continue to persevere in carrying out the trust in producing competent human capital.

Building a More Sustainable System

​His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah reminds on the importance for the country to always be prepared by building a more sustainable system to tackle any crisis that occurs as it is not impossible for crisis such as the pandemic to reoccur in the future. His Majesty also reminds that the time has come for the Ministry of Education to formulate a policy and strategic plan aimed at achieving the objective of Wawasan Brunei 2035.

 

In the titah at the 32nd Teachers’ Day Celebration, 27th September morning, His Majesty likened the Teachers Day theme which is ‘Quality Teachers Spur Education Transformation’, as very relevant especially with the global situation which is experiencing obvious changes, specifically due to the spread of COVID-19. His Majesty adds that the world is going through a most challenging situation in teaching and learning, which is unprecedented. All these, His Majesty says in his titah, gives a significant impact to the education system, including to teachers worldwide. In this regard, the Monarch stresses that the country should be grateful that education in the country can be continued despite obstacles and constraints.

Dikir Maulidur Rasul Opening Ceremony

In commemorating the birthday anniversary of Prophet Muhammad Sallalahu Alaihi Wassalam which is celebrated every 12th of Rabiulawal, all mosques, suraus and religious halls nationwide resounded with the Dikir Mauludir Rasulullah Sallallahu ‘Alaihi Wasallam for 12 consecutive nights starting on the 26th September night. In the capital, the Dikir Opening Ceremony was held at the Omar Ali Saifuddien Mosque.

 

The ceremony commenced with the reading of surah Al- Fatihah led by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Minister of Religious Affairs. The ceremony was filled with a short talk on the greatness of Salawat delivered by Awang Khairul Mu’az bin Haji Sibodaud, Religious Education Master’s Undergraduate in Ahli Sunnah wal Jamaah Research, Seri Begawan Religious Teachers University College, KUPU SB.

 

The ceremony was highlighted with the recitation of Dikir Assalamualaika; Khairuman; Al- Hamd Sidiq; Bishahrin; Badat Si Japar; and Asyaraqal. Such a ceremony is one of the Islamic eminence in glorifying mosques, aside from commemorating the birthday anniversary of Prophet Muhammad Sallallahu Alaihi Wasallam which is among the major Islamic events celebrated by Muslims in the country.

Brunei Recorded Daily Average Of 210 COVID-19 Cases In Past Week

Brunei logged a daily average of 210 new COVID-19 cases in the past week, compared to 215 cases per day the week before, the health ministry said.

According to the health ministry’s weekly briefing, 37,733 antigen rapid test (ART) results were uploaded to the government platform within one week, with 3.2 percent of them being positive.

Currently, no hospitalised cases are held in the intensive care unit and no cases require assisted breathing, according to the health ministry.

As of Sept 25, 78.4 percent of Brunei’s population have received three doses of COVID-19 vaccines, while 10.4 percent have taken the fourth dose.

The COVID-19 vaccines from Pfizer-BioNTech, Moderna, AstraZeneca, and China’s Sinopharm are administered in the country.

Vietnamese fisherman shot by unknown assailant

 

A Vietnamese fisherman was seriously wounded in a shooting incident that highlights the precarious situation of fishing crews in the disputed South China Sea.

Vo Minh Quan from Binh Chau, an old fishing village in central Quang Ngai province, told local Vietnamese media that his boat was attacked during the night of Sept. 9 by a group of armed foreign men who also robbed them of their equipment and fish.

The boat was anchored about 40 nautical miles (74 kilometers) southeast of Pigeon Reef, a Vietnamese outpost in the Spratly Islands. After being shot, the 52-year-old man was transferred to Pearson Reef, a larger rock that Vietnam has occupied since 1978. There he was given first aid, then sent to the mainland.

“It was Vietnamese waters,” said Bui Duy Tan, the captain of the boat. “It’s our traditional fishing ground and we regularly fish here,” he told the Nguoi Lao Dong newspaper.

Quang Ngai authorities have launched an investigation into the shooting but the fishing boat’s crew said it happened too fast, in the dark and they could not tell the nationality of the perpetrators. It was not far from the Philippines’ Palawan island, as well as Malaysia’s Sabah state, but also easily accessible from a rock occupied by China in the Spratlys.

“At this stage, it’s impossible to say where the attackers came from,” said Vu Thanh Ca, a former senior government official who spent his whole career studying the South China Sea. “They might even be pirates.”

The bullet penetrated Quan’s leg and he will have to undergo a number of operations and probably retire from fishing.

In another incident two years ago near Malaysia’s Kelantan state, a Vietnamese fisherman died after being shot by the Malaysian coast guard. His colleagues were detained by the Malaysian Maritime Enforcement Agency for illegal fishing, illegal entry and attempted murder as they resisted the authorities’ efforts to inspect their boat.

Malaysia detained over 400 Vietnamese fishermen in 2021. In June this year, Malaysia detained 42 Vietnamese fishermen and released them after three months.

In 2016, Vietnam’s foreign ministry accused the Indonesian Navy of chasing and shooting at Vietnamese fishing boats, injuring three crew members, one of whom died of gunshot wounds afterwards.

In 2021 alone Indonesia seized 42 Vietnamese fishing boats, sank some of them and detained more than 270 Vietnamese fishermen.

Turbulent waters of the South China Sea

Regional fisheries in the South China Sea are estimated to generate U.S. $100 billion annually, supporting the livelihoods of around 3.7 million people, according to a report released earlier this year by the University of British Columbia in Canada.

Analysts say overfishing and climate change could fuel serious tensions and even armed conflict.

“If countries in the region really cared about fisheries, they would negotiate a sensible agreement to manage them sustainably,” said John Quiggin, professor of economics at the University of Queensland.

Quiggin believes that disputes and lawlessness put tremendous pressure on fish stocks, and unresolved conflict increases risk of overfishing and collapse.

A number of countries bordering the South China Sea, such as China and Vietnam, also promote fishing as a means to reinforce their sovereignty claims and this further complicates matters.

“If you look at overlapping areas between Vietnam and Malaysia in the South China Sea, you will see disputes over fishing rights are directly related to disputes over territorial claims,” said Viet Hoang, a well-known South China Sea legal expert.

“It will take years, if at all, to resolve the disputes,” he said.

Six parties including Brunei, China, Malaysia, the Philippines, Vietnam and Taiwan hold rival claims to parts of the South China Sea but China’s claims are the most expansive, equaling almost 90% of the sea.

With up to 800,000 vessels, China’s fishing fleet is by far the largest in the world. In the South China Sea, China has been accused of operating a fleet of armed fishing militia to enforce its sweeping sovereignty claims, pushing away fishing fleets from other countries.

For its part, China has been pointing at what it calls “Vietnamese fishing vessels’ radical activities.”

The South China Sea Probing Initiative (SCSPI), a Chinese think tank, said that in Aug. 2022, a total of 8,140 Vietnamese fishing vessels were tracked in the South China Sea, a significant increase from 6,622 in the previous month.

The Vietnamese government needs to strengthen their efforts to stamp out illegal fishing, analysts said. They also suggested better cooperation between countries bordering the South China Sea to prevent future conflicts.

“As neighboring countries still dispute their exclusive economic zones, it’s recommended that they could try to agree on joint fishing areas and hold joint patrols in order to avoid misunderstanding,” said Viet Hoang, the Vietnamese legal expert.

(CIL) has partnered with ISOtopic Solutions to release the new stable isotope-labeled and unlabeled Crude Lipid Yeast Extracts. These are designed to render hundreds of fatty acids and lipids for use in MS lipidomics research and development.

Andrew Percy (Ph.D.), CIL’s MS ‘Omics Product Manager and Senior Applications Scientist for Mass Spectrometry, states: “These analytes are broadly dispersed across a multitude of metabolic classes and pathways. This represents the largest panel of stable isotope-labeled standards commercially available in a single mix for targeted profiling and relative quantification of the lipidome.”

Andrew goes on to say: “A major benefit of the stable isotope-labeled lipid yeast extract is that the fatty acids and lipids are uniformly 13C-labeled at high isotopic enrichment. 13C labeling provides superior isotopic stability and analytical reliability as compared to 2H (or deuterium) labeling.”
