Post: Philippine Government Pledges Full Support to OFWs on Death Row in Brunei

BRUNEI DARUSSALAM — The Department of Migrant Workers (DMW) has reiterated its commitment to two overseas Filipino workers (OFWs) facing capital punishment in Brunei, emphasizing ongoing governmental support during this critical period. DMW Secretary Hans Leo Cacdac personally visited the convicts at the Maraburong Prison Facility 1 in Keriam, Tutong District last Wednesday.

According to Philippines News Agency, during the visit, he delivered a personal message from the President of the Philippines, conveying the leader's support and prayers for the convicts, Edgar Puzon and Cyrile Tagapan. Puzon, convicted of murdering a fellow OFW in 2005, and Tagapan, sentenced in 2016 for the murder of a Bruneian national along with charges of arson and theft—though his death sentence was later commuted to life imprisonment—both expressed gratitude for the continued backing from their home country.

Cacdac highlighted the government's efforts in supporting the OFWs, including the provision of financial assistance for legal expenses through the DMW’s Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan (AKSYON) Fund. Legal efforts have also been advanced, with pleas for clemency submitted to the Attorney General's Chambers and the Privy Council of the Prime Minister's Office in Brunei.

Further illustrating the commitment to these workers, the DMW facilitated a compassionate visit for Puzon’s daughter in February and is arranging a similar visit for Tagapan’s sister and two minor children later this month. Regular visits and additional support are coordinated through the Migrant Workers Office and the Overseas Workers Welfare Administration.

Cacdac also expressed gratitude to various Bruneian authorities, including the Ministry of Foreign Affairs and the management of Maraburong Prison Facility, for their cooperation and facilitating his visit on short notice. This visit was part of Secretary Cacdac’s duties while accompanying President Ferdinand R. Marcos Jr. on a state visit to Brunei on May 28 and 29.
