LAOAG CITY — The first phase of a low-cost housing initiative under the Marcos administration, known as the Pambansang Pabahay Para sa Pilipino (4PH) program, is set for completion in Barangay Talingaan, with a scheduled turnover at the end of August.

According to Philippines News Agency, this phase includes six buildings housing a total of 100 units designed to address the needs of individuals and families requiring affordable housing options. "They will soon become homes to many individuals and families in need of low-cost housing," said Mayor Keon, expressing optimism about the contractor meeting the scheduled delivery.

The 4PH program, launched in September 2022 by the Department of Human Settlements and Urban Development in collaboration with other government agencies, aims to reduce the national housing backlog estimated at 6.5 million units. It provides significant subsidies, making the homes more affordable to low-income earners who are members of the Home Development Mutual Fund (Pag-IBIG), with the option to spread payments over 30 years.

Additionally, the city government has partnered with EL Construction and Development Group, Inc., for the development of the 106,000 square meter site into a European-style residential project. Once complete, the project will feature 4,600 units across 46 five-story buildings, accommodating 20 units per floor.
