Post: House Committee Chair Elucidates on Unprogrammed Funds in 2024 GAA

MANILA: The House Committee on Appropriations clarified that unprogrammed funds in the 2024 General Appropriations Act (GAA) are designated for emergency projects and are contingent on surplus revenues. Committee chair and Ako Bicol Party-list Rep. Elizaldy Co, in a recent radio interview, explained that these appropriations are legally sanctioned and released only with a certification from the Department of Budget and Management and the Treasury indicating additional revenue.

According to Philippines News Agency, unprogrammed funds are not part of the national expenditure program or programmed funds, but rather a 'wish list' for potential surplus utilization to bolster economic growth and provide direct assistance during emergencies. He cited the COVID-19 crisis, where unprogrammed funds were crucial for addressing unforeseen expenditures. Budget Secretary Amenah Pangandaman also affirmed the constitutionality of these funds in the budget. The allocation has been a subject of contention, with opposition lawmakers filing a petition at the Supreme Court questioning the legality of the PHP449.5-billion increase in unprogrammed funds under the 2024 national budget and seeking a restraining order to prevent their release.
