Post: DOTr to Examine Complaint Over Vehicle Modernization Program Filed by Transport Group

MANILA — The Department of Transportation (DOTr) announced its intent to thoroughly review a complaint lodged by a transport organization regarding the execution of the vehicle modernization initiative. This announcement came after the complaint was submitted to the Office of the Ombudsman on Wednesday.

According to Philippines News Agency, the department has not yet received a formal complaint affidavit, subpoena, or directive from the Ombudsman. In response to the allegations made by Mar Valbuena, chairman of the transport group Manibela, Bautista conveyed that a counter-affidavit would be prepared "at the appropriate time or forum." He emphasized the department's commitment to adhering to the 1987 Constitution, relevant laws, and jurisprudence in the execution of the Public Utility Vehicle (PUV) modernization program.

Valbuena's complaints were directed against the DOTr, the Land Transportation Franchising and Regulatory Board (LTFRB), the Office of Transportation Cooperatives (OTC), and the Office of the Solicitor General, accusing these entities of contravening Republic Act No. 3019, known as the Anti-Graft and Corrupt Practices Act, and Republic Act No. 6713, which outlines the Code of Conduct and Ethical Standards for Public Officials and Employees. Furthermore, Valbuena has sought assistance from President Ferdinand R. Marcos Jr. in support of PUV drivers and operators adversely impacted by the PUV modernization program.
