EP-AIPA Regional Parliament Dialogue Session

 

​The relationship of the European Parliament, EP; and the ASEAN Inter-Parliamentary Assembly, AIPA; contributes to the development of European Union, EU; and ASEAN relations and strategic steps in supporting and participating in its implementation. The matter was discussed during the dialogue session of the European Regional Parliament and AIPA which was held virtually, yesterday. The dialogue hosted by the European Parliament was attended by delegations from the ASEAN countries Parliaments and delegations from the European countries Parliaments. Representing the Legislative Council to the dialogue session were Yang Berhormat Dayang Nik Hafimi binti Abdul Haadii and Yang Berhormat Awang Iswandy bin Ahmad. Present was Yang Dimuliakan Pehin Orang Kaya Pekerma Jaya Dato Paduka Awang Haji Judin bin Haji Asar, Secretary of the Cabinet Ministers Council and Clerk to the Legislative Council.

 

At the dialogue session, two main points were highlighted namely mitigation measures from the negative effects of the COVID-19 pandemic; and the issue of the development of trade relations between the EU and ASEAN. Brunei Darussalam values trade relations between the European Union and ASEAN and fully supports the Comprehensive and Progressive Trans-Pacific Partnership agreement, CPTPP, which provides significant opportunities in trade and investment in the Pacific and European regions.

 

Brunei Darussalam also benefits from the European Union’s contribution in channeling manpower capacity. These include, the development of digital services towards increasing the market of small and medium enterprises, SMEs, to be more consistent in diversifying the economy. The country’s delegation also issued a statement on the importance of best practices based on the ASEAN Rules of Origin to be more transparent and orderly in expanding trade in the Pacific and European regions.

Education Specialist Seminar: Departments & Centres Involved Sharing Session

 

​Six specialised areas were identified in the education system namely Guidance, Curriculum and Teaching, Educational Measurement and Evaluation, Educational Research, Special Education, and Educational Technology. The matter was among the sharing sessions during the Education Specialist Seminar, yesterday afternoon.

 

During the seminar, heads of the departments involved shared information related to their respective specialised areas, as well as expectations and expected outcomes as an Education Specialist. Meanwhile, a sharing session on ‘Generic Competency and Training Progression for Education Specialists’ and ‘Training Needs Analysis Survey for Education Specialists’ was presented by the Head of Specialist Unit, Brunei Darussalam Leadership and Teacher Academy, BDLTA.

 

Among those present were Doctor Shamsiah Zuraini Kanchanawati binti Haji Tajuddin, Permanent Secretary for Core Education and Awang Aliuddin bin Haji Abdul Rahman, Deputy Permanent Secretary for CORE Education at the Ministry of Education. The seminar will continue today for two workshop sessions on ‘Crafting of Brunei Darussalam Education Specialist Competency Framework, BDESCF’, and ‘Virtual Gallery Walk and Consolidation’.

Education Specialist Seminar 2021

​The Education Specialist Seminar 2021 continued yesterday morning with a sharing session on Curriculum Planning and Development and Preparation for New Generation Students.

 

Present was Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Minister of Education and Datin Seri Paduka Doctor Hajah Romaizah binti Haji Mohd. Salleh, Deputy Minister of Education. Awang Ali Hamdani bin Haji Muhamad Diah, Acting Director of Curriculum Development Department in the Curriculum Planning and Development paper among others shared that Curriculum should focus on the knowledge that students should acquire, Pedagogy emphasizes the effectiveness of knowledge delivery and Assessment will evaluate the students learning.

 

Meanwhile, Awang Shahrizal bin Haji Emran, Head of the Educational Technology Centre in his paper ‘Preparation for New Generation Students’ among others touched on the changes in society brought by the industrial revolution that led to the digital era. More than 100 education specialists and senior teachers from government schools participate in the two-day seminar.

G20 Education Ministers’ Meeting

 

​The Ministry of Education and the Association of Southeast Asian Nations, ASEAN are implementing several initiatives to address the issue of the pandemic’s impact on education and training. Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Minister of Education shared the initiative during the G20 Education Ministers’ Meeting held virtually, 22nd June night.

 

At the meeting, Yang Berhormat also expressed his congratulations on the success of the Italian leadership in the meetings and supported the G20 Education Ministers’ Declaration in the field of Education. The G-20 is an international forum that brings together the world’s major economies and meets annually. As the Chairman of ASEAN this year, Brunei Darussalam is the special guest of the Republic of Italy as the President of G20, 2021.

G20 Joint Education and Labour Ministers’ Meeting

​On 22nd June night, the G20 Joint Education and Labour and Employment Ministers’ Meeting was held virtually. As the Chairman of ASEAN for 2021, Brunei Darussalam was invited as the special guest of the Republic of Italy holding the position of G20 President for 2021. The Joint Meeting was held after the G20 Education Ministers’ Meeting on the same day.

 

Present were Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs, and Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Minister of Education. This meeting was represented by Ministers, Deputy Ministers and representatives from the education and employment sectors. Also present were representatives from Singapore, Spain and the Netherlands as special guests for the G20 meetings. The meeting was also attended by representatives from the United Nations Educational, Scientific and Cultural Organization – UNESCO; Organisation for Economic Co-operation and Development, OECD; International Labour Organization, ILO; World Bank and African Union, AU.

 

As part of the agenda of this Joint Meeting, the Minister of Education had the opportunity to share several initiatives implemented by ASEAN and Brunei Darussalam Ministry of Education on the issue of transition from school to workplace. Also at the meeting, the Minister of Education congratulated Italy on the success of its leadership in the meetings and supported the G20 Joint Declaration on the Transition from School to World of Employment which marked the G20 commitment in the field of Employment. Among those present were Doctor Shamsiah Zuraini Kanchanawati binti Haji Tajuddin, Permanent Secretary for Core Education, Awang Mohammad Amir Hairil bin Haji Mahmud, Permanent Secretary for Security, Welfare and Law at the Ministry of Education, and Awang Muhammad Saufi bin Haji Ibrahim, Commissioner of Labour.

9th Moscow Conference on International Security

 

​Brunei Darussalam commended Russia’s support to ASEAN Centrality throughout its twenty-five years of ASEAN-Russia Dialogue cooperation, including activities under the ADMM-Plus Experts’ Working Groups and in other ASEAN security-related sector on Counter-Terrorism and Transnational Crime as well as their involvement in the evolving regional security architecture. It was presented by Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, as one of the invited speakers at the 9th Moscow Conference on International Security in Moscow, Republic of Russian Federation. The conference which is held until tomorrow convened online at the Ministry of Defence.

 

In his remarks, the Second Minister of Defence also shared Brunei Darussalam’s perspective on regional and international security matters and  the positive outcomes achieved through the cooperative framework under ASEAN Defence Ministers Meeting (ADMM) and ADMM-Plus in tackling wide-ranging security issues. The conference initiated with welcome video addresses by His Excellency Vladimir Putin, President of the Russian Federation, and His Excellency Antonio Guterres, United Nations Secretary-General. MCIS is an annual event held since 2012 by the Ministry of Defence of the Russian Federation aims to foster an understanding of security issues that shape and influence the strategic environment

10th AMBD Anniversary Seminar

The Authority Monetary of Brunei Darussalam, AMBD needs to encourage innovation and competition in the financial sector to promote the country’s economic growth. This is because an orderly and stable financial sector is able to attract foreign investors to Brunei Darussalam. While emphasizing the matter at the Seminar in conjunction with the 10th Anniversary of AMBD, 2011 – 2021, yesterday mornig, The Minister at The Prime Minister’s Office explained that in facing the major changes in the financial sector landscape, AMBD practices risk-based supervision and works proactively with the Financial Industry in joint ventures to ensure financial stability.

 

In his speech, Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, as a member of the AMBD Board of Directors also touched on the four main objectives of AMBD namely, achieving and ensuring domestic price stability and ensuring the stability of the financial system by issuing prudent financial regulations and standards; assist in the establishment and operation of an efficient payment system and its monitoring; and fostering and developing a sustainable and progressive financial sector.

 

Earlier, Dayang Hajah Rokiah binti Haji Badar, AMBD Managing Director emphasized the role of AMBD as the central bank of Brunei Darussalam which is expanding and becoming more complex since its establishment on the 1st of January 2011 due to the rapidly evolving financial landscape. AMBD will also remain committed in carrying out its mandate to ensure monetary and financial stability and grow the country’s financial sector.

In a keynote address, Doctor Diwa Guinigundo, former Deputy Governor of Bangko Sentral ng Pilipinas, Republic of the Philippines, among others, introduced the concept of GREY RHINOS-LALTU, major issues that are often ignored by policymakers. A seminar titled “AMBD, Our Objectives, Growth and Future” presented by Dayang Hajah Sufinah binti Haji Sahat, Acting Assistant Managing Director, Corporate Development, AMBD was also held. The event was held to celebrate the 10th anniversary of AMBD as well as the achievements made since a decade of its establishment. It took place at The Rizqun International Hotel, Gadong.

China’s Flash Points in Asia Persist Despite Network of Crisis Hotlines

 

TAIPEI – A growing network of crisis-defusing telephone hotlines between China and other Asian countries shows Beijing’s intent to strengthen those relations but does not resolve the wider disputes that could spark conflict, analysts believe.

Officials in Beijing expect these phone connections to show “we are cooperating” but without policy changes that would calm its neighbors, said Alexander Vuving, professor at the Daniel K. Inouye Asia-Pacific Center for Security Studies in Hawaii. Most acts that anger other countries in disputed waterways are planned rather than sudden, he believes.

“In actuality it doesn’t really reduce tension, because tension is most of the time deliberate,” Vuving said of Sino-Vietnamese relations. “China and Vietnam also take care to keep the tension below the threshold of an open conflict.”

The navy hotline will ensure Sino-Vietnamese goodwill until the next planned upset, analysts believe. Each side has angered the other over the past seven years by exploring for oil under or near disputed tracts of the South China Sea. Last year Vietnam protested to China over the sinking of a Vietnamese fishing boat.

“I think that they’re just being responsible to have a secure line of communications in case anything happens. It doesn’t mean relations are any better or worse,” said Jack Nguyen, partner at the business advisory firm Mazars in Ho Chi Minh City. On the Sino-Vietnamese relationship, he said, “I think overall it’s stable, as stable as it can be.”

Beijing claims about 90% of the 3.5 million-square-kilometer South China Sea, which is prized for fisheries and fossil fuel reserves. Brunei, Malaysia, the Philippines and Vietnam call parts of the sea their own, and Taiwan claims most of it. China is the most militarily advanced.

Southeast Asian states resent China’s landfilling of small islets in the sea for military use and passing vessels through waters they call their own. China cites historical usage records to back its claims including in the exclusive economic zones of other states.

Tokyo and Beijing contest parts of the East China Sea including a chain of uninhabited, Japanese-controlled islets.

Hotlines are a common solution for China. Military hotlines “provide a way of communicating, which can improve dispute management and reduce the risk of conflict,” the state-monitored Chinese news website Global Times said on its website in 2018, quoting a research fellow from Beijing-based Tsinghua University.

Chinese and Vietnamese navy chiefs agreed earlier this month to work towards setting up a hotline aimed at reducing risk of conflict over competing claims in the South China Sea. Foreign ministers from the two countries opened their own line in 2012 to discuss sea-related issues as needed.

Defense ministers from the 10-member Association of Southeast Asian Nations agreed in 2017 to set up a hotline for what China’s state-owned Xinhua News Agency calls “quick response cooperation in emergency situations, especially in maritime operations.” A year later China and its former World War II rival Japan agreed to establish a hotline to discuss any strife at sea and another with India following a border standoff.

Experts know of no occasion when the low-cost setups have muted a conflict and believe that China doesn’t pick up its hotlines at crucial moments.

“It’s always of extreme danger if you pick up the phone on China’s end,” said Alexander Huang, strategic studies professor at Tamkang University in Taiwan. “If things go right, you’ve got nothing, but any miscommunication whatsoever, then you are the guy [held responsible] because you forgot to ignore the ring.”

China prefers to work directly with countries, including through offers of aid and investment for poorer ones, to ease disputes, analysts say. They point to the Philippines as a case in point over the past four years. China has other communication channels with Vietnam particularly, including informal talks between ruling Communist parties, they add.

“China and Vietnam actually never lacked the need in the past for an intentional setup of a special hotline for handling two-way South China Sea issues, because the platforms used by the Communist parties of China and Vietnam, as compared to other Southeast Asian countries’ channels, are very numerous,” said Huang Chung-ting, assistant research fellow with the Institute for National Defense and Security Research in Taipei.

The recently established navy hotline is a “symbolic and emblematic move” that’s unlikely to produce a “substantive result,” he said.

Jalan Bukit Udal Closure

​Jalan Bukit Udal in Tutong District is completely closed for 6 months starting yesterday. According to the Public Works Department, Ministry of Development, the closure is due to the upgrading works of metal bridge to a concrete bridge.

 

The Public Works Department, Ministry of Development in its statement advised the public to use the diversion road provided and remain cautious when passing through the area aside from abide by the traffic signs and speed limits to avoid any undesirable incidents.

Home-Based Food Business Concept Becomes The Choice

​The home-based food business concept is now the choice of entrepreneurs. This is because it facilitates entrepreneurs to promote their products through social media. Such a concept becomes the option of two entrepreneurs in the Tutong District.

 

For Dayang Nurlina binti Haji Alias, from Dessertopia.BN and Sofiah Biskut, her deep interest in pastry encourages her to run a cake making business. With the support from her parents, Nurlina and her siblings have been running a business at their residence in Kampung Tanjong Maya for more than five years. Their determination to make the pastry business as a side income for every weekend, has generated them with lucrative income.

 

Meanwhile, another entrepreneur, Dayang Hajah Sairah binti Haji Lahit from Kampung Telamba, has been running the Laksa business from home for several years. According to her, the public demand for laksa is very encouraging. For her, to run a business like this, can generate a side income and she hopes to expand her business to the next generation.

Recycling Competition Able To Raise Students’ Awareness

Brunei Darussalam produces 1.15 kilogrammes of waste per capita per day, making it the highest waste production per capita in the ASEAN region. Thus, to support the national target to reduce waste and increase recycling rates, Green Depot, Recover Company in collaboration with the Schools Department, Ministry of Education and Department of Environment, Parks and Recreation, Ministry of Development organised a Recycling Competition for schools.

 

Through the competition, it can encourage students to start recycling project while improving the comfort of the school environment. What is important is that the competition is able to promote and introduce waste management namely Reduce, Reuse and Recycle, 3R to reduce the amount of solid waste and industrial waste.

 

In the competition, students have to collect recycle materials such as bottles, cans, plastic and paper.

 

In line with the theme, ‘Be Clean, Be Green, Be a Recycling Machine!’. The competition is able to raise students’ awareness on the importance of recycling benefits.

KAMIL Programme Meeting

 

​3 programmes are drafted to invite senior citizens to get closer to Allah Subhanahuwata’ala, and gain knowledge and do research to apply for welfare assistance for the senior citizens. The three programmes are the Khatam Al-Quran Ceremony Programme; the ‘KAMIL’ programme which are the Welfare, Amali or Practical, Muhasabah or self-reflection, Istiqamah or consistent and Lutanan or diligent programme. Muhasabah, Istiqamah and Lutanan; and the Senior Citizens Welfare Assistance Programme.

 

The programmes are conducted by the Ministry of Religious Affairs and the Brunei WARGAMAS Association. It will be implemented for short term of 3 years and long term of 5 years, based on the priorities and needs. The implementation of the KAMIL Programme was discussed at a Special Meeting held on 21st June at the Islamic Da’wah Centre. The meeting was a follow-up from the Religious Collaboration Programme launched on April. The implementation of the KAMIL Programme involved the assistance of the Islamic Da’wah Centre, among others, improving the ibadah or religious practice, particularly prayers among the senior citizens; and da’wah programme to the rural areas.
