Consented For the Current Building Tax Relief For 2021

 

The Minister Of Home Affairs stated the Ministry of Home Affairs informed that His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has consented for the current building tax relief for 2021 to commercial building tax payers under the purview of the Bandar Seri Begawan Municipal Board, Kuala Belait and Seria Municipal Board and Tutong Municipal Board following the second wave of the COVID-19 outbreak since 7th of August 2021.

 

The objectives for providing the relief are:

First as an incentive to commercial building owners to alleviate the burden of tenants affected by reducing rental rates;

Secondly,  to assist in terms of cash flow of building tax payers and tenants for commercial properties; third, to ensure that it will not have a worse effect on building tax arrears; and finally to help reduce the burden on traders who conduct business in privately owned commercial buildings

ASEAN Business and Investment Summit

 

His Majesty in the titah says that the signing of the Regional Comprehensive Economic Partnership, RCEP Agreement last year demonstrated ASEAN’s concerted efforts towards advancing international trade cooperation and regional recovery. His Majesty added that the ASEAN Business and Investment Summit will provide a platform for policy makers and other stakeholders to discuss, share experiences and work together on how businesses can become more sustainable and resilient against future shocks. The ASEAN Business and Investment Summit Southeast Asia’s premier annual forum that brings together  the Heads of State, Presidents and Prime Ministers, as well as  business and thought leaders of ASEAN and its Dialogue Partners.

 

Part of the official ASEAN meetings, it is a unique platform to discuss on how key issues facing the region are being addressed, and ensure that the opportunities in ASEAN’s vibrant economies are developed sustainably and inclusively. This year’s theme, “Building Our Sustainable Digital Future”, will focus on how we can build back better and recover stronger, together.

His Majesty Stresses for a Continuous Cooperation between the Private and Public Sector

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam as the Chair of ASEAN for 2021, in a titah looks forward to continuous cooperation between the private and public sectors so that the region can recover together and and emerge stronger. His Majesty made the titah via video recording at the Opening Session of the ASEAN Business and Investment Summit, ABIS 2021.

 

His Majesty in the titah states that with the pandemic still ongoing, the global economy remains fragile and uncertain. In combating this crisis, it is more important than ever for ASEAN and its dialogue partners to enhance solidarity and cooperation and to encourage continued engagement between the private and public sectors. The monarch stresses that as the Chair of ASEAN for 2021, Brunei Darussalam has the honour of leading the region towards economic recovery. The theme, “We Care, We Prepare, We Prosper” affirms ASEAN’s collective commitment to care for its people and prepare for future challenges and opportunities, with the goal of ensuring that the whole ASEAN Community can sustainably prosper.

ASEAN Summit 2021 1st Day Covers and Commemorative Stamps

The Postal Services Department in its press release informed, starting today, 26th of October 2021, the ASEAN Summit 2021 First Day Covers and Commemorative Stamps can be obtained at post office branches.

 

The issuance of the stamps are to commemorate Brunei Darussalam’s Chairmanship of ASEAN 2021.  Among the the products issued and sold include the First Day Covers with or without stamps, a special miniature sheet and a set of 3 stamps, and stamp sheet.

Operasi Pulih’ Extended another 14 Days

By the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Prime Minister’s Office informed that ‘Operasi Pulih’ control measures are extended by another 14 days, from Monday the 1st of November 2021 until Sunday the 14th of November 2021. The extension is a step to prepare Brunei Darussalam towards its recovery process in facing the new normals by controlling COVID-19 as well as to enable the increase of vaccination coverage of the country’s population towards achieving the desired target.

 

Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs said ‘Operasi Pulih’, which has been carried out for three weeks has shown positive and significant results since last week, in which findings from the Ministry of Health have shown that the epidemiological measurement value rate is at a stable level, with a decreasing Effective Reproductive Number (Rt) and longer doubling time. Although the daily rates of infection numbers are still high, the number of critical patients, in Categories 4 and 5, are stable and did not show any increase. The operation has also opened the opportunity for the Government of His Majesty to identify trends and real patterns of infection that require further attention. Meanwhile the National Vaccination Programme has also shown its efficacy and are on course towards achieving the target of 80 per cent by the end of 2021. The extension of ‘Operasi Pulih’ will also give time and space for the Government to speed up the administration of vaccines to citizens and residents, especially the extension of the vaccination programme to individuals aged 12 to 17, and at the same time further intensifying efforts in dealing with issues related to the risk of COVID-19.

Blood Donors Needed

The Blood Donation Centre is currently facing a shortage of blood supply and needs donors for all blood groups immediately. The Health Ministry in its press release called on the public to donate blood at the Health Promotion Centre operating every Monday to Thursday and Saturday from 8 in the morning to 1.30 in the afternoon. Blood donation slots can be booked through the BloodKad Application.  Blood donors can also visit the Suri Seri Begawan Hospital, Belait and the Pengiran Isteri Hajjah Mariam Hospital, Temburong.

Forum in Conjunction with World Mental Health Day

Mental Health practices and strategies from the perspectives of Brunei Darussalam, the Philippines and Malaysia were among those discussed during the 3rd Week of the World Mental Health Day Forum. The closing ceremony took place yesterday via online with the forum titled COVID-19 and the Fragilities Unmasked.

 

Joining the forum was Yang Berhormat Dayang Khairunnisa binti Awang Haji Ash’ari, Member of the Legislative Council. The Meditation, Art Therapy and Dialect Behavior Workshops are among the programme for the third week in conjunction with World Mental Health Day. The event was organized by CureHeart, Global Shapers Community Bandar Seri Begawan, PEKA Consultant and Clarity Sendirian Berhad.

Roundtable Discussion

 

To encourage continuity and sustainable engagement between the participants and the speakers, and inspire the youth to reach their potential and contribute to Brunei’s socio-economic growth and prosperity, are among the objective of the Women Entrepreneurship Week organised by Womennovation Brunei. Yesterday afternoon, Womennovation Brunei organised a roundtable discussion.

 

Held via online, the discussion highlight how women can help contribute to the thriving economy of Brunei. The Women Entrepreneurship Week is a collaborative event that brings together women entrepreneurs for a week of networking, collaboration, business and personal growth from different backgrounds and experiences. Joining the discussion was Yang Berhormat Dayang Nik Hafimi binti Abdul Haadi, Member of the Legislative Council. The roundtable discussion is followed by a workshop session until 30th of October.

National COVID-19 Recovery Plan Framework

Brunei Darussalam will soon shift to economic recovery and the well-being of citizens and residents affected by the COVID-19 pandemic. The Minister at the Prime Minister’s Office and Second Minister of Finance and Economy during the Media Conference said the implementation of a comprehensive framework that incorporates national strategies and includes an effective exit strategy, which is the National COVID-19 Recovery Plan Framework, is hoped to bring the country out of the pandemic state and into the endemic state. The framework includes the Preparation Phase, Transition Phase and Endemic Phase. According to Yang Berhormat, Brunei Darussalam is in the Preparatory Phase which includes movement control measures and the implementation of ‘Operasi Pulih’ as well as efforts to accelerate vaccination coverage. The next phase, the Transition Phase will begin to scale down the control measures in phases with specific SOP’s, such as the reopening of mosques, workplaces, commercial establishments and schools in accordance with adjusted capacity limits and guidelines. The phase will only be carried out after the national vaccination programme coverage reaches at least 70 per cent, which is expected to occur at the end of November 2021.

 

Yang Berhormat added the framework’s objective is to facilitate a safe transition towards full recovery and into an endemic phase, comprising a fulcrum of change that would enable the country to continue to recover and exit from the pandemic state, with the hope of minimising disruptions to everyday life in ways similar to how the country had dealt with other past endemics such as H1N1. The endemic phase would constitute a stable environment in which healthcare centres have the capacity to control the infection cases with orderly management of the criticality of patients, and resilient economic recovery.

 

In this regard, the Steering Committee for COVID-19 will continue to monitor, examine and assess the implementation and effectiveness of this framework through the strategies that are set from time to time, and this includes the implementation of Operasi Pulih as the country’s instrument of recovery. The Whole of Nation approach with the combined involvement of government agencies, private sector organisations, non-government organisations, stakeholders including volunteers and the general public in actualising the framework, is to ensure the safety, well-being and stability of Brunei Darussalam. Apart from that it would also enable the national economy recovery disrupted by the pandemic, which would entail the restoration of daily lives as in previous times. More importantly are the ability to adapt to the new normal by learning to live with post-pandemic COVID-19. Although the virus will continue to be around, but with Allah’s blessing and through orderly planning such as the implementation of the phases under the National Recovery Plan as well as cooperation from all communities, the country will be able to adapt to the new normal post COVID-19 pandemic.

Migration of System for Tax Administration and Revenue Services (STARS) to One Common Portal (OCP) Notice No. 4/2021

As an improvement to the current taxation system STARS, Revenue Division, Ministry of Finance and Economy (MOFE) is pleased to announce that effective from 1 st November 2021, STARS will be migrated to One Common Portal (OCP). The migration will be implemented in stages which will be notified to the public from time to time. To ensure that the migration of STARS is done efficiently, current STARS users are advised to register and update their relevant information in the OCP Portal before the migration of STARS to OCP is implemented through the website www.ocp.mofe.gov.bn.

Revenue Division, MOFE further informed that the transition processes will commence on 28th October 2021 and STARS website will not be accessible on that day after working hours (4:30 PM) until the migration of the system has been completed. The public is advised to do any filing and make payment of Income Tax, Withholding Tax and Stamp Duty before that date. Revenue Division, MOFE apologizes for any inconvenience this may cause.
