Senator Grace Poe Demands Accountability for Animal Deaths in San Juan City Pound During Typhoon Carina


SAN JUAN CITY — Senator Grace Poe has called for accountability following the reported drowning of animals at the San Juan City pound during Typhoon Carina. Poe is pressing for results from the city government’s investigation into the personnel responsible for the oversight, underscoring the need for government-funded animal shelters to be safe havens rather than dangers to animal welfare.



According to Philippines News Agency, the tragic incident at the city pound highlights a severe oversight in emergency preparedness and the care provided to vulnerable animals. She stated, “They should be lifesavers of abandoned animals that may have chances of getting rehomed and cared for,” emphasizing the duty to protect animals under human care. Poe has also proposed legislative changes through Senate Bill 2458, which aims to strengthen the Animal Welfare Act by establishing a Barangay Animal Welfare Task Force to better address animal welfare issues, especially during calamities.



Senator Joseph Victor “JV” Ejercito also commented on the incident, urging the San Juan City government to hold responsible parties accountable and to take steps to prevent such failures in the future. Ejercito criticized the lack of rescue efforts for the animals, describing it as “inexcusable” and indicative of a broader failure in emergency management within local government units.



The San Juan City legal department has confirmed that it is conducting a thorough investigation into the incident. The department has assured that any city employees or officers found to have neglected their duties will face appropriate action.
