National Anti-Poverty Commission Advocates for ‘Just Transition’ Amid Transport Modernization Debates


MANILA — The National Anti-Poverty Commission (NAPC) has urged the introduction of a Just Transition Bill to support jeepney drivers and operators impacted by the government’s Public Transport Modernization Program (PTMP). This move comes amidst widespread opposition from transport groups concerned about the financial implications of transitioning to modern jeepneys.



According to Philippines News Agency, there is significant resistance from transport groups who argue that the high costs associated with modern jeepneys could potentially drive many operators out of business. In response, the Council has proposed the development of a Comprehensive National Transport Plan, which includes increased public funding and the support of local manufacturing to reduce modernization costs.



The Council’s recommendations were issued in light of discussions in the Senate about delaying the PTMP’s implementation. Despite understanding the concerns raised by opponents of the program, the Council, together with organizations like the Philippine Cooperative Central Fund, the Philippine Cooperative Center, and the National Confederation of Transport Workers Union, has expressed strong opposition to any suspension of the program, arguing that it would hinder progress in public transportation efficiency.



Furthermore, the NAPC highlighted the financial burdens facing operators and cooperatives that have already taken loans to comply with the PTMP, noting that any delay could exacerbate their financial difficulties and affect their ability to operate. This issue, they insist, needs immediate resolution.



This stance aligns with recent legislative activities, where last month, 22 senators endorsed Senate Resolution No. 1096, calling for a temporary halt and comprehensive reassessment of the PTMP to better understand its implications and ensure fairness in its execution.
