ILOCOS NORTE — As Typhoon Carina and the enhanced southwest monsoon continue to affect the region, Ilocos Norte has ramped up its disaster preparedness measures, particularly in flood-prone and landslide-susceptible areas.
According to Philippines News Agency, emergency operations centers have been activated to monitor and respond to the impacts of moderate to intense rainfall. Manuel assured in a media interview on Tuesday that although the current rainfall levels are manageable as reported by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), residents should contact local authorities for assistance if needed.
PAGASA's latest advisory warns of potential flooding and rain-induced landslides, especially in areas previously saturated with heavy rains. With a red rainfall warning in effect for Ilocos, Batanes, and the Babuyan Group of Islands, local Disaster Risk Reduction and Management Councils (DRRMCs) have been instructed to ensure readiness of critical services and facilities.
Engineer Cynthia Iglesia, a senior PAGASA weather specialist, emphasized the importance of adhering to safety measures, including enforcing a ban on sailing, fishing, and swimming in areas under gale warnings. Several regions, including parts of Batanes, Cagayan, and Ilocos Norte, remain under tropical cyclone wind signal No. 1.
Additionally, the Ilocos Norte Electric Cooperative (INEC) has taken precautionary steps by planning preemptive shutdowns of electricity to prevent accidents. Residents have been advised to prepare emergency kits and stay informed on developments.
In nearby Ilocos Sur, proactive measures have also been implemented, with the Department of Social Welfare and Development Field Office 1 collaborating with local governments to preposition relief supplies. This agreement ensures that food and non-food items are readily available for distribution in emergencies while maintaining safety and quality standards.
