DSWD Secretary Praises President Marcos Jr.’s Amnesty Grant as a Step Toward Genuine Peace
Manila, Philippines – Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian applauded President Ferdinand R. Marcos Jr.’s decision to grant amnesty to former rebels, describing it as a significant move toward achieving genuine peace and prosperity in the country. The amnesty policy, announced on November 22, extends to various groups with differing ideologies and political persuasions.
According to Philippines News Agency, Gatchalian views the amnesty policy as a critical measure for fostering reconciliation, unity, and trust, which are essential for the country’s economic growth and development. He believes the program will drive investments and open up economic opportunities, especially in isolated and conflict-affected areas with potential for tourism and other industries.
The amnesty program covers former members of the New People’s Army (NPA), Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), and Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB). The DSWD has committed to providing assistance to former rebels who seek amnesty and aims to help them transition to peaceful and productive lives.
The proclamations issued by President Marcos exclude serious crimes such as kidnap for ransom, massacre, rape, terrorism, and other gross violations of human rights. Applicants for amnesty must admit guilt for the offenses they are criminally liable for and surrender any weapons in their possession. The granting of amnesty will be determined by a commission created for this purpose and approved by the President.
