Manila — Department of the Interior and Local Government (DILG) Secretary Benhur Abalos on Thursday underscored a three-week transition period for the barangay and Sangguniang Kabataan officials (BSKOs) who emerged victorious in the recent elections.
According to Philippines News Agency, the three-week timeframe is critical for ensuring a proper handover of barangay properties to the new officials. The transition process includes inventory checks of computers, vehicles, and the condition of barangay halls. Abalos highlighted the importance of this period as it determines whether incoming officials will be able to commence their duties immediately.
To facilitate a smooth transition, Abalos revealed the release of DILG Memorandum Circular (MC) No. 2023-166. This directive will serve as a comprehensive guide for the newly-elected SK and barangay officials across the nation during their assumption of office.
Abalos issued a caution that newly elected officials who fail to assume office within three weeks post-election may be subject to administrative actions. Furthermore, he instructed the outgoing officials to complete a final inventory of the Barangay and SK properties, financial records, documents, and properties (PFRDs), along with money accountabilities to guarantee a seamless transition to their successors.
The DILG Secretary's reaffirmation of the guidelines follows the counsel from the Commission on Elections (Comelec) stating that newly proclaimed barangay and SK election winners should effectively assume office immediately after their oath-taking ceremony.
Abalos clarified that, based on Comelec's advice, the DILG will adhere to the procedures to prevent any potential problems during the transition. He noted the logistical challenges for new officials, such as appointing a treasurer, a secretary, obtaining a barangay resolution for a new bank account, and posting a bond, which could cumulatively take up to three weeks to accomplish.
