BANDAR SERI BEGAWAN — On the 3rd of February 2024, the Brunei Darussalam National Health Laboratory System (BDNHLS) was officially launched, marking a significant stride towards enhancing laboratory services in the country. The ceremony was held at Dewan Al'-Afiah, Ministry of Health, and was organized in collaboration with the Department of Laboratory Services and the Department of Scientific Services, Ministry of Health, and the Department of Agriculture and Agrifood, Ministry of Primary Resources and Tourism.

According to Radio Television Brunei, Minister of Health, the BDNHLS focuses on key areas such as achieving excellence, ensuring customer satisfaction, and fostering continuous quality improvement. The system's initial phase will concentrate on strengthening the information sharing mechanism and laboratory expertise through the Joint National Taskforce for Zoonotic Diseases and establishing a national mechanism for laboratory licensing based on existing laws. The BDNHLS, inaugurated by Yang Berhormat Dato Seri Setia Doctor Awang Haji Abdul Manaf bin Haji Metussin, Minister of Primary Resources and Tourism, is grounded in international regulations and the International Health Regulations (IHR) assessment of 2019. Its establishment represents a comprehensive approach to bolstering the national laboratory system, aimed at creating a quality, safe, and trustworthy laboratory infrastructure that aligns with Brunei's health priorities and the goals of Wawasan Brunei 2035.

WHO Warns of Persistent High Global Health Risks from Covid-19 Despite Drop in Deaths

The World Health Organization (WHO) has indicated that the global public health risks posed by Covid-19 remain high, despite a significant reduction in deaths compared to two years ago. This assessment was provided by Dr. Maria Van Kerkhove, head of the WHO's epidemic and pandemic prevention section, during a UN press conference on Friday.

According to Philippines News Agency, while reported Covid-19 cases may give an impression of the virus receding, this is not the case globally. "The public risks from Covid remain high. We have a pathogen circulating in all countries," she stated. She highlighted that case-based data reported to WHO is no longer a reliable indicator of the virus's spread, a situation that has persisted for several years.

Despite the appearance in some country data that the virus might be diminishing, WHO data reveals that the number of cases reported worldwide in the last 28 days is 286,562, with more than seven million deaths globally over the past two years. Dr. Van Kerkhove emphasized that the actual circulation of the disease could be between two and 19 times higher than what is reported.

Although there has been a dramatic decrease in the number of deaths since the peak of the pandemic, around 10,000 deaths are still reported monthly, based on data from 50 countries. Over half of the deaths reported in December were in the United States, with Italy accounting for about 1,000.

Dr. Van Kerkhove also pointed out that many deaths might be going unreported by countries, stating, "But that does not mean that patients are not dying." Additionally, there was a noted increase in hospitalizations and ICU admissions, with a 42 percent and 62 percent rise respectively from November to December, excluding any data from January. With the recent holiday season and New Year gatherings, the WHO expects these numbers to continue to rise.

Brunei Darussalam Hosts Singaporean Delegation for Bilateral Talks

His Excellency Laurence Bay Siow Hon, the High Commissioner of Singapore to Brunei Darussalam, was also in attendance.

The visit coincides with the 9th Young Leaders' Programme, taking place from 12th to 14th December 2023, highlighting the continuing educational and leadership exchanges between the two nations.

Brunei's representation included prominent figures such as Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohammad Yussof, Minister at the Prime Minister's Office and Second Minister of Defence, among others.

During the Audience Ceremony, the Crown Prince and the Deputy Prime Minister reaffirmed the commitment of both countries to the Young Leaders' Programme and discussed strengthening bilateral cooperation, especially in defence, security, and civil service sectors. The discussion also acknowledged the growing diplomatic relations between Brunei Darussalam and Singapore, which will mark its 40th anniversary in 2024.

Following the ceremony, His Royal Highness and Her Royal Highness, along with His Excellency and his spouse, joined the delegation for a luncheon, further symbolizing the close ties between the two countries.

Brunei’s Health Ministry Implements Customer Service Training Program

Bandar Seri Begawan – The Ministry of Health in Brunei Darussalam is implementing a Customer Service Training Programme for its frontline officers and staff, aiming to enhance public confidence in healthcare services. The initiative was highlighted by Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohammad Isham bin Haji Jaafar, the Minister of Health, during a Town Hall Session held on the morning of 12th December at Dewan Al'-Afiah, Ministry of Health.

According to Radio Television Brunei, the programme is designed to cultivate professionalism and empathy among frontline healthcare workers. Emphasizing the importance of friendly and courteous service, Yang Berhormat explained that such an approach not only positively impacts patients but also boosts the Ministry of Health's reputation as a provider of excellent healthcare services. The minister stressed the importance of being polite, patient, attentive, caring, and quick to respond, particularly for patients in urgent need, to enhance customer satisfaction and the overall patient experience.

The Town Hall Session was attended by approximately 300 officers and staff from the Ministry of Health in the Brunei Muara District. The session included a briefing on the findings of the Customer Service Relation Survey and standards for customer care. Similar sessions are scheduled to take place for Ministry officers and staff in the Belait, Tutong, and Temburong Districts throughout the month.

Tokyo Prepares for 50th ASEAN-Japan Friendship Summit

Tokyo – His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, is set to attend the Commemorative Summit in Tokyo, marking the 50th Year of ASEAN-Japan Friendship and Cooperation from 15th to 17th December 2023.

According to Radio Television Brunei, this summit commemorates five decades since the establishment of the ASEAN-Japan Dialogue Relations in 1973, a period marked by significant developments such as the founding of the ASEAN-Japan Centre and the Japan-ASEAN Integration Fund (JAIF), as well as the Japan-East Asia Network of Exchange for Students and Youths (JENESYS). This year has been designated as the 50th Year of ASEAN-Japan Friendship and Cooperation, featuring a range of events and exchange programs in areas like economy, culture, youth, and tourism.

While in Tokyo, His Majesty is scheduled for meetings with Emperor Naruhito of Japan and Prime Minister Fumio Kishida. The summit, co-chaired by Indonesian President Joko Widodo, as the Chair of ASEAN, and Prime Minister Kishida, will see participation from other ASEAN leaders. Pasig City - Barangay Ginebra's seasoned playmaker LA Tenorio is set to return to the Philippine Basketball Association (PBA) court after a 10-month hiatus due to health challenges. Tenorio, who recently completed treatment for Stage 3 colon cancer in Singapore, will rejoin his team in their upcoming match against Terrafirma at PhilSports Arena in Pasig City on Sunday. This marks his first game since his diagnosis in February.

According to Philippines News Agency, in a recent interview with the Philippine News Agency, Tenorio expressed his enthusiasm and positive outlook for not just the upcoming game but for the entire season. The PBA Commissioner's Cup defending champions, currently holding a 3-1 record, aim to secure their third consecutive win in the 6:15 p.m. game. Tenorio acknowledges the challenge ahead, particularly in readjusting to competitive basketball and integrating with new teammates.

The 39-year-old, known for his resilience and dubbed the "Iron Man" of the PBA for his record-breaking streak of 744 consecutive games over 17 years, had his streak end on March 1 due to a groin injury. Tutong, Brunei – The Brunei Breast Cancer Support Group, in collaboration with the Tutong District Office, organized a forum on 26th November morning at Seri Kenangan Hall of the Tutong District Civic Centre Complex in conjunction with Breast Cancer Awareness Month.

According to Radio Television Brunei, the forum, held for the first time, was attended by Yang Berhormat Dayang Chong Chin Yee, Member of the Legislative Council. According to the organizers, the theme of the forum was "Payudara Aset Berharga, Jagalah!" which translates to "Breasts are Precious Assets, Take Care!" The event aimed to spread awareness about breast cancer, particularly among women of various ages. The forum featured presentations from three specialists in their respective fields and included shared experiences from individuals who are undergoing or have undergone cancer treatment. Dayang Hajah Tutiaty binti Haji Abdul Wahab, Permanent Secretary at the Ministry of Primary Resources and Tourism, was also present. Bandar Seri Begawan, Brunei – A significant Spine Symposium was held on the morning of 26th November at the Pantai Jerudong Specialist Centre, PJSC, focusing on the prevalence and impact of spine disorders. The event brought together experts and the public to discuss spinal health issues.

According to Radio Television Brunei, Permanent Secretary for Professional at the Ministry of Health, who spoke at the symposium, an estimated one billion people globally suffer from spinal pain, with around 540 million experiencing it at any given time. He emphasized the importance of public involvement in promoting spinal health, even in the presence of advanced diagnostic, treatment, and rehabilitation facilities. Doctor Ang Swee Hui, in his speech, stressed the role of lifestyle changes and regular physical activity in maintaining a healthy spine. The symposium covered three main topics: assessment of back pain, Degenerative Disc Disease with Lumbar Canal Stenosis, and the role of surgery in Lumbar Degenerative Disc Disease.

200 Dialysis and Cancer Patients in Benguet Receive P1 Million Cash Aid

La Trinidad, Benguet – In a significant relief effort, 200 dialysis and cancer patients in Benguet received PHP5,000 cash assistance each on Friday. This financial aid is aimed at alleviating the burden of medical expenses for these individuals facing serious health challenges.

According to Philippines News Agency, the financial assistance was provided through the Department of Social Welfare and Development, funded by the office of Senator Lito Lapid. Mayor Romeo Salda indicated that the beneficiaries were selected based on assessments conducted by the municipal social welfare office, using a list from the local organization of cancer and dialysis patients. Laura, a 52-year-old kidney patient undergoing dialysis treatment for three years, expressed her gratitude for the assistance, noting its significant impact on her ability to purchase maintenance medicines.

Benguet Representative Eric Yap revealed that Senator Lapid has been consistently contributing funds for various welfare programs, including cash-for-work, medical assistance, and financial support, since assuming the role of the province's caretaker in 2020. He also noted that part of the medical fund for indigent patients at the Benguet General Hospital comes from the senator. Lapid, in his message to the beneficiaries, reaffirmed his commitment to providing ongoing support to La Trinidad and the entire Benguet province, encompassing both medical and financial assistance.

In addition to healthcare support, Senator Lapid assured Benguet farmers of his commitment to backing the passage of the anti-agricultural smuggling bill. House Bill No. 9284, aimed at combating economic sabotage through agricultural smuggling, has already been passed by the House of Representatives and is currently at the committee level in the Senate, with Lapid as one of the principal authors and sponsors.
