Post: Bacolod City Enhances Security for Persons with Disability ID Cards

BACOLOD CITY – In an innovative move to bolster data security and regulate the distribution process, the city government of Bacolod will begin issuing new identification cards for persons with disability (PWD) featuring quick response (QR) codes starting next week. This initiative aims to prevent the misuse of PWD ID cards and ensure compliance with national regulations.

According to Philippines News Agency, the issuance of these enhanced ID cards will commence on February 12. This decision follows an order from Mayor Alfredo Abelardo Benitez, who mandated the recall of approximately 12,000 existing PWD ID cards on Monday. The recall, aimed at addressing data security concerns and the unauthorized issuance of IDs, highlights the city's commitment to safeguarding the rights and benefits of its PWD community.

Mayor Benitez emphasized the importance of the recall in a memorandum to Alma Gustilo, the officer in charge of the Department of Social Services and Development (DSSD). He stated, "The recall is essential to ensure data security, comply with updated regulations, address other relevant concerns regarding the PWD cards, including the indiscriminate issuance of PWD IDs, which has come to my knowledge."

To assist businesses in verifying the authenticity of PWD ID cards for discount eligibility, the city will establish a 24/7 hotline. Additionally, temporary ID cards equipped with QR codes will be provided to individuals who return their current cards to the DSSD office located at the Bacolod City Government Center or any satellite sites.

The implementation of QR codes on PWD ID cards is part of Bacolod City's broader effort to streamline the processing of these documents. Mayor Benitez has directed the DSSD to adhere strictly to national laws and administrative orders concerning the issuance and replacement of PWD IDs, ensuring a more secure and efficient system for the city's residents with disabilities.
