ARTA to Notify Non-Compliant LGUs on Ease of Doing Business Law
TACLOBAN CITY — The Anti-Red Tape Authority (ARTA) is set to issue notices to local government units (LGUs) that have yet to comply with Republic Act 11032, known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The law mandates streamlined processes for government services to improve efficiency and reduce red tape.
According to Philippines News Agency, the notices will be sent out by August 15, requesting explanations from non-compliant LGUs. The move follows inspections conducted by ARTA offices across the country to ensure compliance. Secretary Perez emphasized that these LGUs must submit their action plans to address the gaps in their service delivery.
Out of the 1,634 cities and towns in the Philippines, 48 have been recognized by ARTA for their compliance with the law. Compliance is measured by the establishment of an electronic Business One-Stop Shop (eBOSS), a digital portal that consolidates the processes for applying and issuing business licenses, permits, and other authorizations.
Secretary Perez highlighted that even low-income municipalities have managed to comply with the law, citing examples such as Guinsiliban in Camiguin, a 6th-class municipality, and San Roque in Northern Samar, a 4th-class municipality. He noted that political will from local leadership, particularly mayors, is critical in driving compliance.
“If they are not able to explain the reason why they are non-compliant, then we have no other option but to conduct an appropriate investigation and file the necessary charges either with the Office of the Ombudsman or the Civil Service Commission,” Perez warned.
While ARTA has recognized 48 compliant LGUs, Secretary Perez clarified that this does not imply non-compliance by others. The agency is currently working with the Department of the Interior and Local Government (DILG) to harmonize data and confirm compliance status across the country.
