DBM Proposes PHP15.3 Billion Budget for Department of Migrant Workers in 2024

Manila, Philippines – The Department of Budget and Management (DBM) has announced a proposed budget of PHP15.3 billion for the Department of Migrant Workers (DMW) in 2024, focusing on enhancing the welfare and interests of overseas Filipino workers (OFWs).

According to Philippines News Agency, DBM Secretary Amenah Pangandaman stated that the allocation would support various projects and initiatives aimed at promoting the welfare of OFWs, in line with President Ferdinand R. Marcos Jr.’s commitment to their interests, especially in crisis situations. A significant portion, around PHP9.7 billion, is earmarked for the Overseas Workers Welfare Administration (OWWA) Emergency Repatriation Program (ERP), designed to assist forcibly repatriated OFWs. Additionally, the Balik Pinas, Balik Hanapbuhay Program (BPBH) received a PHP9-million increase, totaling PHP440.115 million, to provide immediate relief, entrepreneurship training, and cash assistance to returning OFWs.

Pangandaman also highlighted an allocation of PHP227.99 million for the Tulong Pangkabuhayan sa Pag-unlad ng Samahang OFWs (TULONG PUSO) initiative, which supports livelihood projects of OFW organizations. Another PHP18 million is dedicated to the OFW Enterprise Development and Loan Program (EDLP), a joint initiative with Land Bank of the Philippines and the Development Bank of the Philippines, aimed at empowering OFW families through business ventures.

The DBM secretary emphasized the government’s unwavering support for migrant workers, especially during crises, and mentioned the allocation of PHP1.2 billion for the Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan (AKSYON) Fund. This fund provides a range of assistance, including legal, medical, financial, repatriation, and evacuation services. Additionally, PHP13 million from the proposed budget is allocated for the OFW Hospital and Diagnostic Center, focusing on the healthcare needs of OFWs and their dependents. The funding for these programs will be sourced from the OWWA Fund.
