Manila, Philippines - The Department of Budget and Management (DBM) has allocated PHP 93 million to support water supply and sanitation projects in seven local government units (LGUs) within the Bicol region through the Support and Assistance Fund to Participatory Budgeting (SAFPB) project.
According to Philippines News Agency, this funding initiative is part of the Philippine government's effort, under President Ferdinand R. Marcos Jr.'s directive, to ensure universal access to clean water for all Filipinos.
The SAFPB project stands out for its participatory budgeting approach, which involves not only government officials but also Civil Society Organizations (CSOs) in the planning, implementation, and monitoring of water and sanitation projects. This method aligns with the DBM's commitment to fostering open government practices across the country.
Toledo specified that the beneficiary LGUs are among 75 municipalities nationwide selected for the DBM's water and sanitation initiative. These municipalities, falling within the 4th to 6th income classes and already managing a local water utility, have been recognized for their readiness to implement such projects. The selected LGUs in Bicol include Jovellar and Malilipot in Albay; Bulusan and Juban in Sorsogon; Baleno in Masbate; Panganiban in Catanduanes; and San Fernando in Camarines Sur, all of which have developed a comprehensive water supply, sanitation, and hygiene master plan in collaboration with accredited CSOs.
DBM Secretary Amenah Pangandaman emphasized the critical role of sustainable water and sanitation services in the nation's development, human health, poverty alleviation, and the realization of President Marcos Jr.'s vision for a "New Philippines." The initiative underscores the government's commitment to enhancing public health and ensuring clean, safe drinking water and sanitation services for every Filipino citizen.
