Philippine Senate Files Resolution to Suspend Public Transport Modernization Program


MANILA — Twenty-two senators have introduced a resolution calling for the temporary suspension of the Public Transport Modernization Program (PTMP), citing concerns over its hasty and unplanned execution. Senate Resolution No. 1096 reflects widespread apprehension among drivers and transport operators about the program’s impact, particularly regarding the mandatory consolidation into cooperatives.



According to Philippines News Agency, The resolution, unveiled on Wednesday, stresses the urgent need for a comprehensive review of the PTMP to address the anxieties of those most affected by the program. The senators argue that pressing forward without resolving these issues contradicts the constitutional directive of promoting social justice. They are calling for the Department of Transportation to provide more information and clarity to ensure that stakeholders’ concerns are properly addressed.



Additionally, the resolution suggests that drivers who have already consolidated—or those who did so voluntarily—should be allowed to continue operating on their regular routes while the program is under review. Notably, Deputy Minority Leader Risa Hontiveros did not sign the resolution, indicating some divergence among Senate members regarding this issue.
