Senate Bill No. 2508, known as the Philippine Quarantine Authority (PQA) Act, was presented by Senator Lito Lapid. The bill proposes a comprehensive transformation of the Bureau of Quarantine (BOQ) into the Philippine Quarantine Authority.
According to Philippines News Agency, this transformation is essential for building a more robust and adaptive public health infrastructure. The primary focus of this reform is to grant more authority to quarantine officials by restoring military ranks. This change, Lapid believes, will ensure quick and decisive action during outbreaks and public health emergencies. The senator emphasized that this enhanced authority is crucial for the immediate implementation of quarantine measures and enforcement of public health protocols.
The proposed establishment of the PQA is a response to the lessons learned from the Covid-19 pandemic. The bill aims to provide the necessary tools and authority for effective management of outbreaks and epidemics, thereby safeguarding the health and well-being of the Filipino populace. The PQA is envisioned to work in conjunction with the Philippine Center for Disease Control and Prevention, which focuses on research activities. The PQA, on the other hand, will serve as the regulatory and implementing agency responsible for executing and enforcing health regulations on the ground.
This initiative represents a coordinated effort to strengthen the country's public health management system by aligning research with practical, on-the-ground measures for disease prevention and control. The bill also seeks to repeal Republic Act (RA) 9271 or the Quarantine Act of 2004. Under RA 9271, the BOQ operates under the Department of Health as a first-class line bureau with a nationwide scope of function, in line with the international regulations of the World Health Organization.
