Post: Japan Clarifies Enhanced Security Cooperation with Philippines Is Not Against Any Nation

TOKYO — Following an announcement of stronger defense and security ties between Japan and the Philippines, the Japanese Ministry of Foreign Affairs (MOFA) emphasized on Saturday that the move is not aimed at any particular country but is meant to promote a 'free and open Indo-Pacific region'.

According to Philippines News Agency, during the official visit of Prime Minister Fumio Kishida to the Philippines, it was clarified that the enhanced security cooperation, including the initiation of negotiations on a reciprocal access agreement (RAA), is intended to strengthen regional resilience rather than target a specific nation. This follows a Friday announcement of initiatives to forge closer defense and security cooperation between Tokyo and Manila.

In a press briefing, Kobayashi-Terada elaborated on the anticipated RAA, noting its purpose to streamline operations such as joint training exercises and humanitarian assistance, by removing cumbersome procedures for military visits and exercises between the two nations. The statement came amid speculation, including a commentary from China, suggesting that the boosted Japan-Philippine security relations might be intended as a strategic counter to China's influence in the East and South China Seas.

The press secretary reiterated that the primary goal of the RAA is to build regional capacity due to the Philippines' strategic location along vital sea lanes crucial for international trade and navigation. Kobayashi-Terada also highlighted Prime Minister Kishida's pledge to uphold a rules-based maritime order in partnership with the Philippines and the United States, emphasizing the importance of adhering to international law and rejecting forceful changes to the status quo.

In addition to the RAA, Japan has committed an Official Security Assistance grant aid amounting to JPY600 million to assist the Philippine Navy in acquiring a new coastal radar system, aimed at enhancing the country's maritime domain awareness capabilities.
