Post: Ilocos Norte Provincial Board Deliberates on Proposed P2.3 Billion Budget for 2024

Ilocos Norte – The Sangguniang Panlalawigan (Provincial Board) of Ilocos Norte commenced deliberations on Tuesday regarding the provincial government's proposed budget of PHP2.3 billion for the year 2024. The aim is to provide sufficient time for assessing the expenditure and financial program of the province. Provincial Board Member Donald Nicolas, chair of the Committee on Appropriation, stated that all relevant departments were given the opportunity to present their budgetary requirements.

According to Philippines News Agency, Nicolas, the proposed budget for 2024 is higher than the current year's PHP2.1 billion budget. He emphasized that the Committee on Finance and Appropriation would scrutinize the budget in line with previously issued budget circulars. The budget hearing is expected to last up to three days. Provincial Treasurer Josephine Calajate reported that the estimated total revenue for next year is PHP2.31 billion, marking a 7.47 percent increase from this year's PHP2.15 billion. The province's share of the national tax allocation is estimated at PHP1.8 billion, which is higher by PHP102 million compared to this year.

Calajate also mentioned that with the implementation of the revised provincial revenue code, an increase in revenue collection is anticipated, including from sources such as sand and gravel and real property transfer tax, due to ongoing dredging of rivers and extended estate tax amnesty. The projected revenue from real property tax for the next year is PHP76.5 billion, an increase from this year's PHP75 million target, while revenue from sand and gravel and other quarry resources is expected to rise to PHP7.55 million from PHP7.5 million.

Governor Matthew Joseph Manotoc, in an interview before the hearing, stated his prioritization of health, welfare, and livelihood in the province, leading to an increased budget allocation for strengthening health services and boosting the local economy. He expressed his vision for the province's future, focusing on safety, strength, and prosperity.
