QUEZON CITY - The Commission on Elections (Comelec) announced on Saturday the formation of a new task force aimed at protecting the integrity of the May 2025 Philippine elections against the challenges posed by artificial intelligence-driven misinformation and disinformation.
According to Philippines News Agency, the task force, named "Task Force Katotohanan, Katapatan at Katarungan (KKK) sa Halalan," will monitor and regulate content across all forms of media—television, radio, print, and online. Its mission includes combating attacks or malicious information targeting the Comelec, its officials, and the electoral process. The task force will also engage in voter education, report on malpractice, and recommend the prosecution of individuals spreading false information using AI and deepfake technologies.
The initiative was launched at the University of the Philippines College of Law in Diliman, with participation from academic, legal, and IT communities, along with political parties, party-list organizations, and citizens' groups. This launch coincided with a forum titled "AI and Philippine Elections Decoded," where Comelec Chair George Erwin Garcia emphasized the importance of community support in shaping effective policy guidelines to combat misinformation and disinformation, particularly in the absence of specific laws regulating AI and deepfakes in the Philippines.
Commissioners Rey Bulay, Ernesto Ferdinand Maceda Jr., and Nelson Celis, who is also the Commissioner-in-Charge of the task force, led the official activities. The task force's establishment is part of a broader effort by Comelec not only to prepare for the 2025 general elections but also for the first parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao and the December 2025 Barangay and Sangguniang Kabataan Elections.
