Public Sector Productivity

Allocations for three ministries namely the Prime Minister's Office and the Departments under it, Ministry of Defence and Ministry of Finance and Economy were approved on the 5th day of the First Meeting of the 19th Legislative Council Session. The morning session began with an explanation of the main programs implemented and planned that are aimed at transforming civil services.

Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister's Office and Second Minister of Defence, answering a question on the productivity of the Civil Service explained the Civil Service Institute, IPA is cooperating with ASEAN members under the ASEAN Cooperation on Civil Service Matters, ACCSM 2021/2025 to develop a special productivity measuring framework for the Public Sector.

The Minister added it is hoped a special gauge and uniform measuring method will be able to measure the public sector's productivity and make comparisons among ASEAN countries.

MoU on Cultural Cooperation

Next was the Memorandum of Understanding between the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Government of the Republic of Türkiye on Cultural Cooperation. The Memorandum of Understanding was signed by Yang Berhormat Dato Seri Setia Awang Haji Nazmi bin Haji Mohamad, Minister of Culture, Youth and Sports on behalf of the Government of His Majesty, and His Excellency Mehmet Nuri Ersoy, Minister of Culture and Tourism on behalf of the Government of the Republic of Türkiye.

The Memorandum of Understanding will facilitate and encourage mutual cooperation in the fields of music, theatre, archives, libraries, museums, cultural heritage, dance, visual arts, film, copyright, folk-crafts, decorative and applied arts, circus and other artistic forms.

Civil Service Transformation

Responding to a query on the function and role of the Civil Service Institute, IPA by Yang Berhormat Haji Awang Sulaiman bin Haji Nasir, the Minister at the Prime Minister's Office and Second Minister of Defence explained that the IPA has aligned its learning programmes with the country's needs as a Smart Nation by collaborating with relevant stakeholders.

The IPA is using elements from the Digital Economy Masterplan 2025 in its learning programme to increase digital literacy among Civil Service employees. Sharing at the regional level or on the ASEAN platform is also used in planning innovation and ICT programmes initiative based on the ASEAN Public Service Training Institute, PSTI Network Future Skills set. The Civil Service Institute also empowers its training workforce in professional ICT skills to be used in ICT training programmes.

Filling Job Vacancies and Succession Planning’

The Minister at the Prime Minister's Office and Second Minister of Defence also explained on the efforts made to fill job vacancies through Appointment of Reserve Candidate Method and Talent Pool Initiative. The issue was raised by Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin.

The Minister clarified that the Appointment of the Reserve Candidate method means the vacancy filled by the said candidate is not advertised. Throughout 2022, 167 vacancies were filled by Reserve Candidates. The planned Talent Pool Initiative is advertising identified Division 4 and Division 5 posts as clusters to expedite filling vacancies in the said divisions.

Ministry Of Finance and Economy Strategic Plan

The council approved the allocation for the Ministry of Defence before adjourning the session yesterday morning. The afternoon session started with the presentation on the budget proposal for the Ministry of Finance and Economy. Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd. Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy explained that the allocation provided will enable the Ministry of Finance and Economy to implement initiatives which upholds the four aspirations of the ministry's strategic plan.

Yang Berhormat said the first aspiration is Development and Economic Diversity; Second, Maintaining fiscal sustainability through the efficient use of government budget allocation; Third, Involvement and Effective Cooperation with stakeholders and fourth, Excellent service delivery. Strengthening of the government's fiscal will remain the Ministry of Finance and Economy's priority through a policy of prudence in managing the country's budget and finance via fiscal consolidation and also expanding the country's basic income aside from improving annual revenue for every ministry. However, a balanced approach need to be taken so that the government's efforts to diversify economic activities and strengthen the private sector will not obstructed.

Increase Export Opportunities

The Free Trade Agreement, FTA was among the matters raised by Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin. The Minister at the Prime Minister's Office and Second Minister of Finance and Economy explained that Brunei Darussalam has joined the 'Regional Comprehensive Economic Partnerships', one of the FTAs comprising the ASEAN countries with 5 countries in the region.

Yang Berhormat said this is an important opportunity in which firstly, we must further increase products to be exported to other countries. When the time comes to export the products, the FTA will facilitate the export process.

IBTE Business Campus Open Day

The IBTE Business Campus Open Day provides students with a hands-on experience in organizing events based on real-world settings. The event took place at the Campus, in Gadong.

The open day is part of a campus initiative to provide opportunities and assess students based on practical work, apart from creating awareness and attracting interest in the field of enterprise and self-employment. The public is welcome to visit the Open Day which is held for 3 days during office hours until the 11th of March.

Throughout the module, participants learn how to balance roles and responsibilities within their respective groups, including setting up a proper budgeting system, working as a team, developing event plans, evaluating risk management plans and evaluating their respective enterprises.

Dumping Garbage at Public Places

A company was issued a $200 compound fine for dumping garbage at public places. The compound was issued by the Enforcement Unit, Tutong District Office on 7th of March.

The company is required to settle the compound fine within seven days. In default, the company will be brought to court.

The Enforcement Unit, Tutong District Office reminds the public, the company and business premises owners to always keep the environment clean, especially at business premises and public areas.

Hunt for oil and gas increases risk of flashpoints in South China Sea, report says

Almost all the claimants in the South China Sea are moving forward with new oil and gas exploration projects this year, heightening the risk of confrontations and even clashes in disputed waters, a new report said.

The new report by the Asia Maritime Transparency Initiative (AMTI) at the Center for Strategic and International Studies (CSIS) in Washington D.C. said that many of the new exploration projects lie inside the so-called nine-dash line that China uses to delineate its claims in the sea.

Six parties – Brunei, China, Malaysia, the Philippines, Taiwan and Vietnam – hold overlapping claims over parts of the South China Sea but China’s claims are by far the largest, nearly the entire area.

Last year “was comparatively quiet when it came to tensions over hydrocarbons,” the report said, warning that “with new offshore projects in 2023, oil and gas development could reemerge as a primary flashpoint in the disputes.”

China, Indonesia, Malaysia and Vietnam are all pursuing new oil and gas projects but the Philippines continues to suspend all projects in disputed waters of the South China Sea, which has been policy since 2014, according to AMTI.

China has begun several gas projects south of Hainan Island including two gas fields in the Yinggehai Basin and another two in the Qiongdongnan Basin.

These gas fields are located in areas claimed by both Vietnam and China, the report noted.

‘Exceeded expectations’

Vietnam, which has long been reliant on incomes generated from crude oil exports, said its oil and gas business results have exceeded expectations in 2022.

A report on the Vietnam Energy website said the state oil and gas corporation PetroVietnam “surpassed itself in all production and business targets” for the year.

The firm’s total oil production reached 10.84 million tons in 2022 and the gas production reached 8.08 billion cubic meters, the report said.

Vietnam and China have had numerous disputes over oil and gas activities in the South China Sea in the past. Hanoi accused Beijing of constantly harassing its drilling platforms and pressuring foreign companies to stop working with Vietnamese partners.

Yet the new AMTI report said Russia’s state-owned Zarubezhneft, which operates Block 06-1 in Vietnam’s Nam Con Son basin, continues its operation despite the area “being patrolled almost daily by the China Coast Guard since mid-2020.”

A gas field nearby, Sao Vang-Dai Nguyet, operated by Japan’s Idemitsu Kosan, “has also quietly come online.” Idemitsu completed a central processing platform for the project in 2021 and PetroVietnam said it started producing gas in August, 2022.

Besides this, PetroVietnam also began extracting gas from four new wells and fields last year.

Foreign partners such as Harbour Energy, ExxonMobil and ONGC Videsh Ltd. have all held on to their investments in Vietnam, according to the AMTI report.

“In view of increasing panic about a military threat from China, it's striking that the military response has been confined to saber-rattling – coast guard standoffs and the like,” said John Quiggin, professor of economics at the University of Queensland, Australia.

“One implication is that the Chinese government is fully aware of the potential costs of starting a war with its neighbors,” Quiggin told RFA, “Another is that the resources in question probably aren't worth fighting over.”

China’s harassment

Quiggin has been playing down the importance of the oil and gas reserves in the South China Sea, saying the quantities are “smaller than they seem.”

However, China seems determined to prevent neighboring states from conducting oil and gas exploration within the areas it claims, despite the nine-dash line being ruled as illegal by a UN tribunal in 2016.

In January, Indonesia approved a U.S.$3 billion plan to develop the Tuna gas field at the southern edge of the line. “Shortly after the announcement, China’s largest coast guard vessel was seen navigating near the area,” AMTI said.

Similarly, the China Coast Guard has been patrolling intensively near Malaysia’s exploration blocks off Sarawak.

“Despite multiple incidents with the China Coast Guard in recent years, Kuala Lumpur has continued to push ahead on several oil and gas projects in the South China Sea,” the AMTI report said.

The Philippines is the only claimant that has not been actively pushing ahead with oil and gas projects.

“Manila briefly permitted exploration at Reed Bank last spring, but quickly shut it down amid challenges from the China Coast Guard,” the report noted.

Greg Poling, AMTI director, told RFA the reason could be that Reed Bank “has experienced so much harassment over the years.”

“The Philippines has a reasonable expectation that China will more forcefully block new work there than it does elsewhere in the South China Sea,” Poling said.

“But I think this data suggests that it is probably time for Manila to try again,” he added.

At the same time, Professor John Quiggin from the University of Queensland warned that countries in the region “shouldn’t relax.”

“It's easy for this kind of confrontation to turn into actual shooting, as has happened on the land border between India and China.”

Tutong Town Perpetual Project Development Initiative

The Tutong Town Perpetual Project and issue of inflation as well as increase in goods prices were among the matters voiced out by the District Representatives.

Yang Berhormat Awang Abdul Aziz bin Haji Hamdan in his deliberations said among the development initiatives are introducing a green and clean area in Tutong Town, reducing traffic congestion by providing pedestrian and cyclist pathways, maintaining and preserving historic heritage and cultural products found in Tutong Town and the use of renewable energy towards being environmentally friendly.

Meanwhile Yang Berhormat Haji Awang Sulaiman bin Haji Nasir also hoped that the government will be able to implement various initiatives to address the issue of inflation and increase in prices of basic necessities to alleviate the burden on families in Brunei Darussalam.

Yang Berhormat Awang Salleh bin Haji Othman, in his deliberations said that all parties should work together including Government Linked Companies and Foreign Direct Investment companies who play a vital role in ensuring economic development.

Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub said that strategic planning in using Brunei Darussalam's prominent heritage resources such as Taman Warisan Tasek Merimbun in Tutong District as the foundation to implement and establish a spin-off economy that is ecotourism oriented can be benefitted for the good of all specifically local residents.

Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann in his deliberations said that one village one product 1K1P entrepreneurs must take the opportunity to enhance the quality and quantity of their respective products so that it is always relevant and marketable.

Implementation of Capacity Development Programme

The Minister at the Prime Minister's Office and Second Minister of Defence in explaining the third priority which is the development of dynamic, proactive and innovative human capital, the Prime Minister's Office and the departments under it will continue to implement capacity development programmes. Among them, the Public Service Framework which will continue to focus on strengthening public services and the Public Service Capacity Development Framework to measure their capabilities or abilities. For the Public Service Development Programme to the Republic of Singapore, it provides opportunities for outstanding public service officers to be placed in government agencies or government-related agencies in the Republic of Singapore for a certain period according to the appropriate field.

Yang Berhormat Pehin added that the cooperation is expected to bring benefits in terms of exchange of ideas, experiential learning and best practices, increasing knowledge, building a network of cooperation and to further strengthen the good long-standing relationship between Brunei Darussalam and the Republic of Singapore. The Minister hopes that the participants involved will be able to contribute to the improvement of the quality of service delivery to the public through improvements to work processes in the function of public service organizations upon returning to the country.

Oil and Gas Resources Production

For the second priority which is supporting an inclusive and resilient national recovery, the Prime Minister's Office is working diligently to manage the production of oil and gas resources, so that it is sustainable in order to help develop the national economy. The Minister at the Prime Minister's Office and Second Minister of Defence explained that the energy sector continues to play an important role in improving the country's economy with the energy sector contributing approximately 60 percent to the country's Gross Domestic Product, GDP and contributing approximately 22,000 jobs.

Yang Berhormat further explained that in the upstream oil and gas sector, the Department of Energy in the Prime Minister's Office has drafted a strategic plan with the main goal of maintaining oil and gas production at the current level, which is equivalent to approximately 300,000 barrels per day in the medium term and will increase to a level of approximately 350,000 barrels per day in the long term. The increase not only requires the development of resources in the deep ocean, but also requires an increase in exploration activities. In the downstream oil and gas sector, the Department of Energy in the Prime Minister's Office will collaborate with the Ministry of Finance and Economy and the Brunei Economic Development Board, BEDB in supporting the growth of the downstream sector by maximizing and strengthening the value chain of the downstream sector by developing downstream derivatives projects that use petrochemical products as feedstock.
