Negros Oriental Commission Advocates for Enhanced Protection of Battered Women
DUMAGUETE CITY, Philippines — The Provincial Commission on Women (PCW) in Negros Oriental has called for the implementation of stronger measures to safeguard battered women. This appeal was made as the province commenced its month-long observance of National Women’s Month in March.
According to Philippines News Agency, there has been a noticeable increase in the incidence of battered women within the province, although many of these cases remain unreported to the authorities. Tan highlighted the discrepancy in data from the police, women’s advocacy groups, and similar organizations, making it challenging to provide exact figures. She emphasized the necessity of developing strategies that involve men in the battle against the abuse of women, pointing out the crucial role husbands have in this context.
Tan elaborated on the recurrent pattern observed in domestic abuse cases, where women, despite initially reporting their abusive partners, often do not follow through with their complaints. This cycle of violence and reconciliation without resolution is a significant challenge for the commission. “Not a single case of wife battery has been filed against a man in Negros Oriental,” Tan remarked, indicating a need to address this issue more effectively.
The vice chair suggested that counseling for men and monitoring individuals involved in complaints related to women could be part of the solution. She argued for a balanced approach between “punishment” and “rehabilitation” for the perpetrators of domestic violence.
The celebration of Women’s Month in Negros Oriental is centered on promoting gender equality and fostering an inclusive society. The PCW is encouraging participation from men and members of the LGBTQ community in various activities planned throughout March.
In a related event, 49-year-old Jerlyn Cabugnason, a woman with a disability from Manjuyod, Negros Oriental, shared her inspiring story during the kickoff ceremony. Cabugnason, who became wheelchair-bound after an accident in Metro Manila, recounted her struggles with depression and her eventual decision to overcome these challenges. Through perseverance and support from government agencies, private groups, and her engagement in cross-stitch embroidery, she has managed to find a means of livelihood. Cabugnason’s resilience was recognized as she was awarded the Babayeng Garbo sa Katilingban 2023, honoring exceptional women who inspire others with their life stories and achievements.
