Post: House of Representatives Censures Representative Pantaleon Alvarez for Disorderly Conduct

MANILA – On Wednesday, the House of Representatives voted to censure Pantaleon Alvarez, the representative for Davao del Norte's 1st District, citing "disorderly behavior" and breaches of the chamber's Code of Conduct. The decision followed allegations surrounding Alvarez's conduct at an April 14 rally in Tagum City, where he reportedly made remarks considered "seditious" against President Ferdinand R. Marcos Jr.

According to Philippines News Agency, who chairs the ethics and privileges panel, Alvarez's statements were deemed "unparliamentary and inappropriate," casting a negative light on the dignity and reputation of the House and its members. Initially, the committee recommended a 60-day suspension, but this was later reduced to a censure by Camiguin Representative Jurdin Jesus Romualdo, who argued that the suggested suspension was "disproportionate" to the nature of Alvarez's actions.

Romualdo emphasized that although Alvarez's remarks were distasteful and tarnished the House's image, they were more reflective of emotional outburst rather than an intent to incite real harm or political upheaval. He advocated for censure, which represents a formal reprimand without the severity of suspension, suggesting it allows for a more constructive and rehabilitative approach.

The ethics complaint leading to this decision was filed by Tagum City Mayor Rey Uy, prompted by Alvarez’s calls for military withdrawal of support for President Marcos. Additionally, the House ethics panel considered other issues concerning Alvarez, including his frequent absences and alleged libelous statements against officials from Davao del Norte.
