Senators Offended by PRA Chief’s Attempt to Influence Budget Deliberations
Manila, Philippines – Senators expressed displeasure after Philippine Retirement Authority (PRA) General Manager Cynthia Lagdameo Carrion contacted them to expedite the budget deliberation for the Department of Environment and Natural Resources (DENR) to swiftly move to the Department of Tourism’s (DOT) hearing, where her agency is attached.
According to Philippines News Agency, Senator Jinggoy Estrada, during the plenary session, specifically addressed Carrion’s inappropriate behavior. He emphasized the senators’ autonomy in conducting their duties and criticized Carrion’s attempt to influence the legislative process. Carrion reportedly sent messages to several senators, including Senate President Juan Miguel Zubiri, Senator Pia Cayetano, and Senate Deputy Minority Leader Senator Risa Hontiveros, during the interpellation of the DENR budget. Zubiri, acknowledging his personal connection with Carrion, described her actions as surprising and inappropriate, especially her messages to Senator Hontiveros.
In response, Tourism Secretary Christina Frasco apologized on behalf of Carrion and ordered an investigation into her actions. Frasco highlighted the independence of the Senate and its processes, expressing shock and disappointment at Carrion’s defiance of her instructions. Carrion was directed to issue a personal apology to the senators, with Frasco committing to appropriate disciplinary actions. Senator Hontiveros acknowledged the apology, noting her own offense at Carrion’s messages.
