Two American Sex Offenders Denied Entry into the Philippines

Cebu City – The Bureau of Immigration (BI) has barred two American sex offenders from entering the Philippines. Both individuals arrived at the Mactan-Cebu International Airport on a Korean Air flight from Incheon, Seoul, but were denied entry due to their criminal backgrounds.

According to Philippines News Agency, the individuals, identified as 47-year-old Neil Eugene Graves and 60-year-old Stuart Chase Dingman, have been convicted of sexual offenses in the United States. Graves was convicted in 2011 by a circuit court in Kent, Michigan, for criminal sexual conduct involving a minor aged between 13 and 15 years. Dingman, with multiple convictions in 1992 and 1996 for assault and battery of a child in Massachusetts, also falls under this category. Immigration Commissioner Norman Tansingco emphasized that Philippine immigration laws prohibit the entry of foreign nationals convicted of crimes involving moral turpitude. Following their denial of entry, both Graves and Dingman were promptly deported the next day via a Korean Air flight back to Incheon. This action by the BI underscores the Philippines’ commitment to protecting its citizens from foreign individuals with criminal backgrounds, particularly those involving sexual offenses.
