DICT Unveils Bisaya-Language E-Learning Platform in Northern Mindanao


CAGAYAN DE ORO, NORTHERN MINDANAO – The Department of Information and Communications Technology (DICT) in Northern Mindanao (Region 10) has introduced an innovative online education platform, aiming to enhance access to digital learning resources in the local Bisaya language. The initiative, known as the Localized Accessible Knowledge and Inclusive Platform (Lakip), was officially launched on Tuesday, marking a significant step forward in making education more inclusive and accessible in the region.



According to Philippines News Agency, the successful launch of Lakip was made possible through a collaboration with Coursebank, a prominent provider of massive open online courses (MOOCs) in the Philippines. Alawi also highlighted the crucial role of Department of Education (DepEd) teachers who translated the courses into Bisaya, underscoring the collaborative effort behind this pioneering educational program. Lakip, which means ‘inclusive’ in Bisaya, is designed as a comprehensive learning management system that offers a wide array of courses translated into the local language to cater to the diverse needs of learners in the region.



The first beneficiaries of the Lakip program are members of the Higaonon indigenous community in Barangay Dansolihon, Cagayan de Oro. In July 2023, this community served as the pilot users of the platform, experiencing firsthand the benefits of accessing educational content in their native language.



Presidential sister Aimee R. Marcos, serving as the digital consultant for the local government, noted that the initiative was among her recommendations to bridge the gap between technology and literacy by utilizing local languages. This approach aims to ensure a deeper understanding and greater engagement with the lessons among learners.



Marcos further expressed optimism about the potential expansion of the Lakip program beyond Cagayan de Oro, envisioning its reach extending to other localities across Mindanao and the Visayas regions. This expansion would further democratize education, leveraging technology to make learning more accessible and relevant to communities across the Philippines.
