Civil Service Commission Emphasizes Need for Mental Health Focus in Government Workforce
MANILA: In alignment with Mental Health Awareness Month, the Civil Service Commission (CSC) is urging government agencies to invest in the mental well-being of the country’s 1.9 million state employees. CSC Chairperson Karlo Nograles emphasized that mental health should be a focal point not just during October but throughout the entire year to bolster a resilient bureaucracy.
According to a new release by the Philippines News Agency, Nograles stated on Monday that the quality of public service depends not just on the physical health but also on the mental well-being of government employees. He highlighted that those with stable mental and physical health are more likely to perform optimally, thereby reducing the risk of illness and injury.
Nograles also mentioned that being a dynamic and resilient government worker involves more than just policy changes; it requires understanding the individual capacities, capabilities, and struggles that each employee faces. This, he said, was the key theme of the 123rd Philippine Civil Service Anniversary celebrated last month.
Government agencies have been directed to establish and implement a Mental Health Program (MHP) under CSC Resolution No. 1901265, issued in October 2019. The MHP, integrated into the human resources development and management policies of each agency, aims to create a supportive work environment. It also seeks to dispel the stigma surrounding mental health and offer proper psychosocial support and treatment, in compliance with Republic Act No. 11036, also known as the Mental Health Act of 2018.
To further encourage well-being, Nograles suggests that agencies conduct activities like team-building exercises, sports festivals, and support groups. Virtual activities, such as online Zumba and film showings, were also carried out during the 123rd Philippine Civil Service Anniversary in September.
“As the central human resource agency of the Philippine government, the CSC is constantly striving to provide transformative HR and organizational development programs and policies to guide agencies in fostering a healthy workplace,” said Nograles.
