Post: Calamba Mayor Issues Warning Against 4PH Housing Scams

CALAMBA — The city government of Calamba has issued a warning to the public regarding potential scams related to the Residenza Rizal Housing Project, part of the government’s Pambansang Pabahay Para sa Pilipino Housing (4PH) program. Mayor Roseller Rizal alerted reporters on Saturday about reports of scammers impersonating government officials and targeting individuals seeking affordable housing.

According to Philippines News Agency, the Residenza Rizal Housing Project is designed to address the growing housing needs of Calambeño families, providing an opportunity for locals to purchase homes without significant financial strain. He emphasized that all government housing transactions in Calamba City are conducted exclusively through the city hall’s Housing and Settlements Department, with no online transactions or third-party facilitators involved.

Mayor Rizal highlighted that the project includes a 5 percent interest subsidy from the Department of Human Settlements and Urban Development for those purchasing housing units. He reassured the public that the processing of housing applications is free, and no advance payments are required. “Payment for the housing project begins once the beneficiary is awarded and inhabiting the unit,” Rizal explained.

The Residenza Rizal Housing Project consists of four 12-story buildings with a total of 1,144 units, each measuring between 24 and 27 square meters. The estimated cost per unit is PHP1.8 million, payable over 30 years through the Home Development Mutual (Pag-IBIG) Fund. Beneficiaries can choose between graduated amortization, starting at approximately PHP3,608 per month plus insurance and other fees with yearly increments, or level amortization payments at around PHP5,998 per month plus insurance and other fees, fixed for the entire 30-year period.

As of the 2020 census, Calamba City is home to 539,671 people, making it the largest city in Laguna province.
