There is a large spectrum of joint agency initiatives, thus the element of a ‘Whole of Nation’ approach should be effectively established; from communication to collaboration in project execution as well as its implementation. For a successful coordination, appropriate governance and accountability frameworks must be put in place and the roles, responsibilities and contributions of each agency should be clearly documented via the Term of Reference TOR. This was said by the Permanent Secretary for Energy at the Ministry of Energy, Manpower and Industry during the launch of the 1st Working Meeting for Temburong Eco Town Phase 4 Study.
Awang Haji Azhar bin Haji Yahya also said with project objectives and successes, the important role of stakeholders needs to be efficiently reaffirmed. He added that it is also equally important for relevant stakeholders to provide Economic Research Institute for ASEAN and East Asia, ERIA with credible information and data.
The Temburong Eco Town Phase 4 Study Project is currently being facilitated by the Ministry’s Sustainable Energy Division. It aims to explore ways to make Temburong District a ‘Low-Carbon District’ or a ‘Smart City’ that is self-sufficient in terms of its energy resources and other natural resources, and a District that emits net zero carbon. The project is testimony of Brunei Darussalam’s commitment under the Paris Agreement on Climate Change. The deliverables from this project study will be used to formulate Energy Efficiency and Conservation guidelines for the development of Temburong Eco Town.
