Post: Philippines to Utilize $500M World Bank Standby Credit for Typhoon Carina Rehabilitation

MANILA—The Philippine Department of Finance announced readiness to activate a $500 million standby credit facility from the World Bank, dedicated to rehabilitation efforts for regions impacted by Typhoon Carina. Finance Secretary Ralph Recto highlighted the immediacy of fund availability following a presidential calamity declaration.

According to Philippines News Agency, the swift disbursement of these funds is conditioned on the president's official declaration of a state of calamity, enabling rapid deployment of essential services such as healthcare, shelter, and food assistance. Recto emphasized the role of this financial strategy in bolstering the government's capacity to manage post-disaster challenges, including emergency response and recovery efforts. The credit line, approved by the World Bank's Board of Executive Directors in November of the previous year, is part of the Philippines Disaster Risk Management and Climate Development Policy Loan. This facility, known as CAT-DDO5, is designed to be accessed in the wake of significant natural or health-related emergencies.

This financial mechanism aligns with the Philippines' broader Disaster Risk Financing Insurance strategy, which seeks to preserve fiscal stability, create sustainable financing solutions for local administrations, and mitigate the effects on vulnerable communities.
