House Approves Bill for Creation of Philippine Atomic Energy Regulatory Body

Manila, Philippines – The House of Representatives in Manila has passed a measure to establish the Philippine Atomic Energy Regulatory Authority (PhilATOM). The bill, known as House Bill 9293 or the proposed Philippine National Nuclear Energy Safety Act, aims to provide a comprehensive framework for nuclear safety, security, and safeguards in the country.

According to Philippines News Agency, During Wednesday’s plenary session, the chamber approved the bill through voice voting. Under this legislation, PhilATOM would have exclusive jurisdiction over the regulatory control for the safe and secure use of nuclear energy and radiation sources in the Philippines.

Special Committee on Nuclear Energy Chairperson and Pangasinan Representative Mark Cojuangco emphasized the importance of complying with international obligations related to nuclear energy utilization, as recommended by the International Atomic Energy Agency (IAEA). He stressed the necessity of an independent regulatory body to ensure unbiased regulatory judgments and enforcement actions, free from conflicting interests.

Cojuangco highlighted the state’s commitment to IAEA safety standards to protect both the current population and future generations. He pointed out the need for an organization solely dedicated to nuclear safety, security, and safeguards, independent of promotional, political, and economic influences.

The bill, once enacted into law, is expected to facilitate economic development and the effective use of nuclear energy, leading to cost-efficient, reliable, and clean electricity. PhilATOM will assume regulatory tasks currently held by the Philippine Nuclear Research Institute. Additionally, the bill proposes the establishment of a radioactive waste management fund for the disposal of spent nuclear fuel and a decommissioning fund for nuclear power plants, to be managed by the Development Bank of the Philippines.
