Post: Davao Region’s PRO-11 Aims to Perfect Three-Minute Crime and Emergency Response Time

DAVAO CITY — The Police Regional Office in Davao Region (PRO-11) is actively refining its strategy to achieve a three-minute response time to crimes and emergencies, focusing primarily on urban areas where the need is most acute.

According to Philippines News Agency, the PRO-11 director, during the regular Kapihan sa Bagong Pilipinas forum, this rapid response protocol, known as 3MRT, is particularly targeted at densely populated zones with frequent traffic congestion. "We assessed where the 3MRT will be applicable, and generally, it fits in urban areas. There is a need for immediate response in such areas," Torre explained. He shared that the policy was initially tested during his tenure as the Quezon City Police District commander, providing valuable insights into its implementation.

Torre emphasized that the 3MRT initiative is crucial for speeding up police response times in instances of crime, which is currently being enhanced in Davao City and other cities within the region. "As you can see, in Davao City and other cities in Davao Region, patrol cars and motorcycles of police personnel are moving. That's because we are now in the process of perfecting the three-minute response," he stated.

He further noted that PRO-11 is "close to perfection" in implementing 3MRT in urban areas, aided by well-equipped police forces and an active 911 emergency system. However, Torre acknowledged the challenges in rural areas, where the three-minute response might not be feasible or necessary. "In the far-flung areas, we can't apply it because it might not be necessary. However, we will cascade this to the barangay local government units so that they will have an immediate response when they need it," he added.
