A programme to further enhance the government administration engine was raised by Yang Berhormat Awang Naim bin Haji Kamis during the budget deliberation for the Prime Minister’s Office and the departments under it for the Financial Year 2019/2020. In response to the query, Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister’s Office explained that any officers that have been identified for having potential in leadership will be absorbed in the Civil Service Leadership Pipeline Programme, CSLP. It was created as an initiative under the civil service framework that upholds the Wawasan Brunei 2035 through the institution development strategy.

According to the Minister at the Prime Minister’s Office, the programme aims to identity competency development and keep officers who have charisma, quality and capable of enhancing their organisation’s performance as leaders of the future. Each target group will be provided a flagship programme with the aim to develop leadership among individuals, teams and organisations. In line with the plan to replace or fill vacant posts impacted by CSLP in civil service will create a continuity of quality and highly-potential human resource planning, specifically at the strategic leadership level or posts.
