Leaders and employees of the Prisons Department are urged to continue the practice of teamwork in carrying out the role and responsibilities entrusted and work together with other enforcement agencies in order to uphold the criminal justice system and rehabilitation of inmates in the country.

The Minister of Home Affairs made the call at the Parade in conjunction with the commemoration of the 5th Anniversary of the Prisons Department's establishment, yesterday Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong explained that the Prisons Department employees need to practice mind-set changes and find new approaches to continue enhancing efforts in the implementation of roles and functions including conducting rehabilitation programmes from the aspects of physical, psychological, social, education and spiritual. This includes making a success of rehabilitation and supervision programmes, especially the reintegration process of former inmates through the support of stakeholders. Yang Berhormat Pehin also spoke about the positive progress of the rate of re-incarceration of former prison inmates.

Yang Berhormat Pehin said that according to the Prisons Department key Performance Indicators (KPI) target for 2020, the department hopes to achieve a rate of 15 percent re-incarceration of former inmates. From the recidivist statistics recorded since 2015, the number of inmates released in 2015 has shown a positive decrease from the aspect of re-incarceration of 15 point 73 percent which almost achieves the department's KPI target. Meanwhile, the recidivist statistics for number of inmates released in 2016 shows a re-incarceration rate of 9 point 6-9 percent for the grouping. Compared to the re-incarceration rate at overseas correctional institutions, the rate reported is among the best and lowest. This is proof that the rehabilitation programmes conducted by the Prisons Department have given a positive impact on its former inmates.

The function began with an inspection of the guard by Yang Berhormat Pehin. Also present was Yang Berhormat Awang Haji Abdul Hamid @ Haji Sabli bin Haji Arshad, member of the Legislative Council.

This year, 30 officers and staff received prison services excellent employee certificates and awards. The certificates and awards were presented by the Minister of Home Affairs. Three of the recipients shared the key to their success in boosting the spirits of the Prisons Department employees to further enhance their work quality in developing a more dynamic and effective work management.
