Dominica government relentlessly working to build climate-resilient communities

Roseau, May 25, 2022 (GLOBE NEWSWIRE) — The government of Dominica continues to invest in climate-resilient housing as it moves ahead with the goal of becoming the “world’s first climate-resilient nation”. The country, which witnessed many natural disasters over the years, is now focusing on building a resilient infrastructure capable of withstanding a natural- calamity, including category five hurricanes.

The Commonwealth of Dominica, popularly known as the Nature Isle of the Caribbean, is a small island with beautiful, mesmerizing, and stunning nature gems. The Caribbean island has witnessed several startling natural calamities, including Hurricanes and Tropical Storms.

Despite being a small island country with a population of about 70,000, Dominica is at the forefront of the war against climate change. After Hurricane Maria made landfall in Dominica in 2017 and affected around 90 percent of the infrastructure, Prime Minister Dr. Roosevelt Skerrit vowed to rebuild the country as the “world’s first climate-resilient nation”.

Since then, the government of Dominica has been working relentlessly to build climate-resilient infrastructures, including schools, houses, hospitals, health care centres, and shelters. The revolutionary “Housing Initiative” has been delivering climate-resilient homes to people displaced because of Tropical Erika and Hurricane Maria in 2015 and 2017 respectively.

The housing units have been developed in the various regions of the Caribbean country, including Cotton Hill, Georgetown, Jimmit, Roseau City Square, Bellevue Chopin, Castle Bruce, San Sauveur, Grand Fond, La Plaine, and Delices. At the same time, several housing units are still under construction in some areas such as Scotts Head, Eggleston, Canefield, Marigot, as well as Plat Ma Pierre.

Reportedly, the government has handed over the keys to about 1,500 families over the period of four (4) years, to the families who were displaced because of Hurricane Maria.

Prime Minister of Dominica, Dr. Roosevelt Skerrit, during an event in 2019 stated that “the government of Dominica will not rest until every Dominican has a resilient roof over their heads,”.

The Minister of Housing and Urban Development, Reginald Austrie, congratulated and praised the efforts of the government for such development initiatives and massive investment into the housing sector.

Recently, the government of Dominica announced that an integrated community will be constructed in the Grand Bay constituency. The newly announced Grand Bay Ville Housing Development will be a master-planned concept. The housing unit will witness more than 100 standalone houses and 29 empty plots. The majority of the housing units will have three bedrooms, two toilets, and bathrooms, a kitchen with a dining room, a living room, a laundry area, as well as a porch.

The project has been undertaken by MMCE Development Ltd. Besides this, sixteen more homes are planned for Eggleston.

Earlier, in February 2022, the Salybia constituency saw the beginning of the construction of around 40 houses. The government has announced that these 40 houses will have the capacity to bear the devastating impacts caused by hurricane-force winds and seismic activities.

Meanwhile, in mid-2021, the residents of Dominica were informed about the building of around seven housing units in Marigot. The units are under-construction and soon will be handed over to the families.

While announcing the project, Gregory Riviere -Minister of State in the Ministry of Finance, Economic Affairs and Planning, stated that more than thirty residents of Marigot would benefit from the new homes upon completion of these housing units.

The housing units will feature three bedrooms, one living room, a kitchen, a bathroom, and toilet facilities.

“It is the first time the government of Dominica has started, and of course will complete, the construction of homes for the people of Marigot. These homes will be climate-resilient and are part of the government’s housing revolution project. I am glad that the Marigot people are very very happy to be part of the process,” Riviere underlined.

The government of Dominica has been following the newly adopted “Disaster Resilience Strategy”, which promises to provide a comprehensive plan. As per the government, the cost of funding the interventions outlined in the Disaster Resilience Strategy (DRS) is approximately US$2.8 billion.

The construction of the climate-resilient housing units has been partly or completely funded by the Citizenship by Investment Programme of Dominica.

The CBI Programme of Dominica is one of the longest-running, fastest, and most secure in the world. The programme has been top-ranked for five consecutive years by the CBI Index, published by the Financial Times’ Professional Wealth Management (PWM) magazine.

Launched in 1993, the programme is renowned for its strict and robust due-diligence procedure. The government of Dominica emphasizes the overall integrity of its applicants and ensures the credibility of the applicants by hiring renowned independent third-party agencies to perform due diligence checks.

To get alternative citizenship from Dominica, the applicant can invest via two investment options: Economic Diversification Fund (EDF) and Real Estate.

  • Economic Diversification Fund (EDF): To apply for the alternative citizenship of Dominica, the applicant may invest in the EDF. This government fund option assists the socio-economic initiatives in the country, including the construction of climate-resilient homes, health centres, schools, playgrounds, and more.

  • Real Estate: The applicant has to purchase a Government-approved property to invest under the real-estate option.

Dominica boasts its nature with 365 rivers, innumerable waterfalls, and the world’s second-largest hot spring – the boiling lake. The Nature Isle of the Caribbean is undoubtedly one of the best travel destinations, which offers facilities like – hiking, bird-watching, canyoning, trekking, whale-watching, and relaxation in natural hot springs.

The beautiful nation of the Caribbean was completely devastated after the category five hurricane, Hurricane Maria. The natural disaster disturbed the livelihoods of around 90 percent of the population. After Hurricane Maria, Dominica was torn apart in the span of a single night.

And it does so in grand style, launching a new ‘historic phase’ for Italian football, with the inaugural event ‘Calcio is Back’ at the Metropolitan Museum of Art in New York, a prestigious venue for world-famous brands. The opening of the Lega’s New York office, De Siervo continued, is aimed at “progressively growing” the Serie A product, at “making up for lost time and reaching everyone in the United States who watches football.” De Siervo then expressed his “enthusiasm” for the relationship with CBS, the Lega Serie A’s main broadcaster in the United States. “We are actively working to put them in a position to increase their audience.”

The investment for the launch in the US is currently quantified at between €1 million and €3 million, “but it can still be increased,” says De Siervo, anticipating that “two more hubs such as the one in New York” will be opened and that the aim “is to have a series of offices around the world within a year and a half.”

Doha Metro is one of the most advanced train systems in the world. The state-of-the-art network has been operational since 2019 and features 100 km/h trains, driverless carriages and even a Gold Class for premium passengers.

FIFA World Cup Qatar 2022™ fans will find the metro provides a practical and inexpensive means to attend matches. The system links Hamad International Airport (HIA) with five of the eight stadiums.

A journey costs as little as 2 QAR for a one-way trip (0.55 USD), after a reusable travel card (valid for five years) has been purchased for 10 QAR (2.75 USD).

The system’s red, green and gold lines also link the capital’s best cultural, leisure and shopping attractions. A bus service called Metrolink provides free shuttle rides across the city to metro station entrances.

Stops on the red line include Katara, Doha’s go-to destination for arts, culture, and cuisine; West Bay, the city’s skyscraper-laden central district; Msheireb, the downtown sustainable revival of the old commercial district with a fleet of al fresco dining options; and HIA at the end of the line.

The gold line takes passengers to the iconic National Museum of Qatar and Souq Waqif’s bustling marketplace. Most notable of all the routes is the Olympic Cycling Track, which opened in 2020. At 33 kilometres, this track holds the Guinness World Record for the longest continuous cycle path in the world. Five bridges and nearly 30 underpasses facilitate non-stop riding.

Next, while the Lusail International Circuit usually plays host to F1 cars and MotoGP bikes, it also opens its five-kilometre track to cyclists, runners, walkers and skaters for three hours of free training every Wednesday evening. Bicycles can be hired at the track for a small fee.

For something a little less intense, cyclists can visit Al Bidda Park, which offers five kilometres of smooth riding surrounded by lush natural greenery. Another five-kilometre track lies in Aspire Zone Park, where special helmets are provided and a Learn to Ride initiative encourages children to hop onto two wheels.

By foot…

A walk around Doha’s Corniche and downtown area is arguably the best way for first-time visitors to see and soak up Qatari culture in a short time.

Starting at the Museum of Islamic Art (MIA), visitors should stroll around the large park outside the museum, to the nearly 25 metres high ‘7’ sculpture by the acclaimed American artist Richard Serra. At the souq’s exit, a series of staircases and escalators take visitors up into Msheireb Downtown Doha, a walk that blends Qatar’s ancient heritage into its vibrant future. Msheireb is the world’s first sustainable downtown regeneration project and comprises more than 100 buildings housing art galleries, shops and cafes. Verisk Appoints Lee M. Shavel as CEO, Mark V. Anquillare as President, Three New Independent Directors to Board of Directors

Strengthening Activities

The Prayer Perfection Workshop which was held for 3 days, ended yesterday with participants joined the activities and presentation session. The workshop was held at Bintudoh Green Spring in Kampung Lamunin, Tutong District.

Held in conjunction with the National Level Isra' Mi'raj celebration, the workshop organised by the Islamic Eminence Development Division in collaboration with the Human Resource Planning and Development Division, Administration Department, Ministry of Religious Affairs and supported by the Mosque Affairs Department, Islamic Da'wah Centre, Building and Preservation Division, Religious Affairs Office of Tutong District and Religious Affairs Office of Temburong District. The Closing Ceremony and certificate presentation will be held this Saturday at the Ministry of Religious Affairs.

Singning of Strategic Alliances Agreement

International Congress

The enculturation of woven fabrics in society is significant in preserving the existence of the nation's heritage treasures. In this current globalization and post-modernization, the society's awareness needs to be strengthened, not only to preserve the heritage but so that the traditional culture will continue to be fresh and alive.

The matter was among highlighted by Doctor Siti Norkhalbi binti Haji Wahsalfelah, Deputy Permanent Secretary for Culture at the Ministry of Culture, Youth and Sports as one of the speakers at the 15th session of the International Congress of Malay Language, Literature and Culture Series in conjunction with Language Month. The congress which was organised by the Language and Literature Bureau through the Language Construction and Development Division was held yesterday morning virtually. The series discussed on the cultural aspects titled "Pelestarian Budaya Tenunan melalui Komersialisasi." or "Preservation of Weaving Culture through Commercialization." Among those presented include the role of woven fabrics in contributing to the preservation and strengthening of Brunei civilization.

Offences of Submitting False Documents

A local female, Alina binti Mohd Ariffin, who worked as a freelance agent, was sentenced to 12 months imprisonment yesterday after found guilty by the Court on 4 charges under section 6 'C. of the Prevention of Corruption Act, Chapter 131, for offences of submitting documents to the Department of Immigration and National Registration which contained false particulars.

Investigations conducted by the Anti-Corruption Bureau revealed that the Defendant had offered to obtain a green identity card to four foreign nationals from Indonesia and Philippines, who held a social visit pass, for a fee between $1,200 and $1,800. Upon received of such payments, the Defendant then submitted four green identity card application forms to the registration clerk at the Identity Card Section at the Department of the Immigration and National Registration, in which the defendant knew that the application forms contained a material particular which is false, whereby it was stated that the applicants were employed as drivers or domestic workers respectively, and to the Defendant's knowledge was done with the intention to mislead the Department of Immigration and National Registration.

The defendant was found guilty after trial before the Honourable Senior Magistrate Hajah Ervy Sufitriana binti Haji Abdul Rahman who sentenced the defendant to a total of 12 months imprisonment with effect from 24th of May 2022. In delivering the sentence, the Honourable Senior Magistrate took into account the current medical condition of the Defendant who has to undergo dialysis treatment weekly. However, considering the gravity of the offence committed by the defendant, an imprisonment sentence is warranted. The prosecution of this case was conducted by Prosecuting Officer, Shamshuddin bin Haji Kamaluddin. The ACB reminds the public that submitting documents containing false particulars to any government department or agency with the intention to mislead such department or agency is a serious offence under Section 6 'C' of the Prevention of Corruption Act that can be punished with a penalty of 7 years imprisonment and $30,000 fine.
