Experts Caution Australia on Linking China, Taiwan Trade Pact to Other Issues

SYDNEY — Although Australia seems likely to back Taiwan’s, rather than China’s bid, to join a major pan-Pacific trade bloc, Canberra must focus solely on their qualifications rather than link its decision to other issues, analysts say.

China and Taiwan are both lobbying for Australia’s backing of their inclusion in the 11-member Comprehensive and Progressive Agreement for Trans-Pacific Partnership, one of the largest free-trade areas in the world, which was signed in 2018.

Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam currently make up the CPTPP.

China’s courting of Australia’s support comes despite Beijing’s blocking of agricultural goods that have cost Australian exporters billions of dollars. It also coincides with a period of severely strained relations because of the new AUKUS security pact among Australia, the United States and Britain, which has infuriated Beijing.

Any temptation to bargain with China to lift punitive sanctions against Australian wine, barley and lobster exports in exchange for championing its entry into the CPTPP risks rewarding Beijing’s trade coercion, according to an expert.

“Outright favoring China over Taiwan may help regain some favor in Beijing in the short run, but at what cost? Australia will only lose in the long run by horse-trading support for China in return for some loosening of the trade blockages imposed by Beijing,” Hugh Piper, a former strategic policy adviser in Australia’s Foreign Affairs and Trade Department, told VOA.

“It sends an awful message to Beijing that it can extract concessions from Australia simply by restraining trade,” Piper said.

Publicly endorsing Taiwan’s campaign for admission to the CPTPP could also backfire, he said.

“Australia should be cautiously supportive of Taiwan’s bid, but certainly no more enthusiastic than for any other prospective member,” Piper said.

“Australia would lose whatever moral and rhetorical high ground it retains in its ongoing trade dispute with China if it was seen to be using the CPTPP as a vehicle for political retaliation,” he said.

Taiwan is a significant regional economy and would be seen as a welcome addition to the cross-Pacific bloc, especially by Australia, which does not have a bilateral free trade agreement with the island, he said.

Despite the absence of a bilateral Australia-Taiwan trade agreement, Taiwan is already a strong market for Australian exports. Taiwan was Australia’s 12th largest trading partner in 2020, worth $11.9 billion, and it was Australia’s ninth largest merchandise export market in 2020, worth $7.3 billion, according to Australia’s Department of Foreign Affairs and Trade. Major exports were coal, iron ore, natural gas, aluminum and copper.

“There’s certainly no need for Australia to dial up the rhetoric on Taiwan’s bid, publicly anyway. Australia’s focus should be on working intensely behind the scenes to convince other current members to look favorably on Taiwan’s bid, provided they can demonstrate that they meet the entry requirements,” he said.

Jennifer Hsu, a foreign policy research fellow at the Lowy Institute think tank, said Canberra has already indicated cautious support for Taiwan’s application.

“Trade Minister Dan Tehan has intimated that the Australian government and its representatives are seeking bilateral support [from other CPTPP member states] for Taiwan’s application to join the CPTPP,” Hsu told VOA.

“So I think there is shifting perspectives, at least from the Australian government’s side, to see Taiwan as one of critical importance to the region and also to advancing Australia’s exports interests.”

While expanded tariff-free trade with Taiwan would not offset the losses from Chinese trade sanctions, it would open access to Taiwan’s technology products and provide new markets for Australia’s barley, lobster and wine.

Such a move chimes with Treasurer Josh Frydenberg’s public plug to Australian exporters to diversify and lessen their reliance on Chinese markets, saying in a public address, “It is no secret that China has recently sought to target Australia’s economy.”

Supporting Taiwan’s admission into the trading bloc “is one demonstration of this process and this thinking,” Hsu said.

The bloc imposes entry requirements that include a commitment to workers’ rights, freedom of association, and a ban on forced labor.

Few believe that China would sign up to those commitments.

China’s bid is “likely to come unstuck at the point of substantive commitments to market reforms that CPTPP membership demands,” Piper said.

“Given [China’s] ongoing prioritization of state control over market liberalization under [President] Xi Jinping, the kind of reform required for the sake of a trade agreement seems unlikely to be prioritized over the desire for control over the economy.

“That leads to the implication that China’s bid is more about strategy than economics: a move to further stymie Taiwan’s international space and voice.”

China will need to pull back on any reprisal language or behavior aimed at Australia while it seeks to join the pact, Hsu said.

“The Chinese government will articulate stronger and angrier words against Australia’s support for Taiwan’s application, but the Chinese government has to balance that with what it seeks from joining the trading bloc,” she said.

“How much more can China say about Australia without harming its application to join the trading bloc? That’s the framework one has to think about: how far will China push its language and economic coercion before it backfires?” she said.

Aid for Flood Victims

10 residents from two villages inundated by floods in Ulu Belait were evacuated after their houses were affected due to the heavy rains occurring for the past few days. The evacuated victims included 3 people from Jalan Kandul Bukit Sawat, two of whom were senior citizens. Meanwhile, 7 people from Sungai Mau village were temporarily evacuated to Sungai Liang Community Hall.

Assistance in the form of goods for the flood victims was also provided. Based on monitoring from the Fire and Rescue Department, four main roads in Mukim Bukit Sawat and Mukim Labi are still closed due to high water levels and deemed unsafe for vehicles. The over 1 meter high water levels are at the main Merangking Hilir road, leading to Sungai Kagu Bridge; Labi road leading to Bukit Puan as well as Beluhur road. To facilitate travel for the affected villagers, especially those living in Kampung Bukit Puan and Kampung Labi, transportation by boat on a scheduled basis has been provided. It operates from 7 to 9 in the morning and 3 to 5 in the afternoon. Meanwhile, the Royal Brunei Armed Forces temporarily installed a “Steel Girder” at the Sungai Rampayoh Bridge for the use of residents from Kampung Mendaram Besar, Kampung Mendaram Kecil and Kampung Teraja.

Youth Involvement in Agriculture Seminar

Several series of virtual talks are lined up for the Farmers, Livestock Breeders and Fishermen’s Day, held every Saturday throughout November. Yesterday morning’s seminar which carried the theme” Penglibatan  Belia  Dalam  Bidang  Pertanian” or Youth Involvement in Agriculture, portrays youths as a generation who plays a significant role in venturing into, upgrading and developing an economic-scale agricultural industry as well as agency involvement, towards producing skilled and viable youths.

The seminar among others shared on careers in agriculture and non-dependence on employment in the civil service, as well as on institutions in producing skilled, job-ready youths and agropreneurs in agriculture by successful youth farmers. Such a talk is hoped to act as an effective platform for farmers, livestock breeders and fishermen as well as policymakers, academics and the private sector in further strengthening cooperation and ideas to together contribute towards efforts to increase production and strengthen food security in the country.

Dialogue Session with Youth

Various capacity building programs and infrastructure facilities are provided by the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in an effort to develop excellent and successful youths. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister’s Office stated the matter during the Dialogue Session with the Youth of the Village Consultative Council and the Mosque Youth Association held virtually, yesterday morning. The session was organized by the Dasar Belia Negara and Strategy, DBNS Youth Advisory Group in collaboration with the Brunei Youth Council.

Yang Berhormat added that in carrying out beneficial activities, the MPK and mosque youths play a role together with the youth movement in helping to reduce social ills among the community.

During the dialogue session, Yang Berhormat Dayang Khairunnisa binti Awang Haji Ash’ari, as chairman of DBNS Youth Advisory Group and President of the Brunei Youth Council also stated the importance of collaborations among youth MPKs and youth mosque groups by encouraging them to work with existing bodies such as the Brunei Youth Council to enhance their respective capacities. More than 60 participants joined the dialogue session aimed at raising awareness on youth programmes and initiatives; as well as the youth’s view on the country’s development. Also in attendance, were Members of the Legislative Council and Permanent Secretaries.

Men’s Health and Mental Health Awareness Forums & Webminars

During these challenging times with the second wave of COVID-19, physical and mental health are of utmost importance. The Minister of Health stated this in his keynote address at the Opening of the Movember 2021: Men’s Health and Mental Health Awareness Forums & Webminars. Yang Berhormat Dato Seri Setia Doctor Haji Awang Mohd Isham bin Haji Jaafar, also advised the community to take the opportunity to ‘Stay At Home’ to spend quality time with their loved ones in their household. At the same time, do not hesitate to reach out to friends and other family members, and talk to each other about how we are coping, in a helpful and supportive way. We all can also seek support from trusted individuals, as well as support others through difficult times.

The two-day series of forums and webminars jointly organised by the Big Begawan Project and Health Promotion Centre, not only provide an open, positive and non-judgmental platform but also discuss issues related to men’s health and mental health. Most importantly it benefits and enhances the health literacy and coping skills of all participants, which in turn, aid the community in general. This year’s celebration of Movember Weekend, will include many esteemed local speakers from various professional backgrounds, and personal experiences to discuss and talk on many important and relevant topics regarding Men’s Health and Mental Health.

Belalong Community Hall Vaccination Centre

The Belalong Community Hall Vaccination Centre, Temburong operates every Monday to Thursday and Saturday from 8.15 to 11.30 in the morning and 1.45 to 3.30 in the afternoon.

 

The public and employees at business premises are encouraged to complete their vaccinations to reach the target of at least 70% before the transition phase on 19th November. Getting the COVID-19 vaccine is the most effective measure to protect oneself, family and society from the harmful impacts of COVID-19. The more the community and citizens of Brunei Darussalam complete the vaccination, the lower the impact of COVID-19 on public and community health.

Vaccination Service to Homes

11 individuals comprising senior citizens and the disabled from seven residences yesterday received their COVID-19 vaccine through the house-to-house Vaccination Service carried out in Kampung Mumong in the Belait District.

The service is for those who are unable to come to the health centre due to health problems. However they are required to register or be registered through their respective village head first. The service aims to ensure the smooth running of the administration of COVID -19 vaccinations especially for Senior Citizens and the Disabled.

National Vaccination Programme for COVID-19, 12 Directive Violations Issued With Compound Fines

The Minister of Health also shared that on 12th November 2021, 5,327 individuals have received the COVID-19 vaccine injection. The total includes 1,656 adolescents aged 12 to 17.

 

Under the National Vaccination Programme, 378,120 individuals have received the first dose of COVID-19 vaccine which is 87.9 per cent of the total population. Meanwhile, 295,458 individuals have completed the second doses of COVID-19 vaccine which is 68.7 per cent of the total population. In the meantime, the Ministry of Health informed that the Mobile COVID-19 Vaccination Clinic services will be conducted as follows:

  1. i) Nakhoda Ragam Abdul Rashid Primary School Hall, Kampung Menunggol on Sunday, 14th November 2021 from 10 in the morning until until 2:30 in the afternoon, especially for residents of Kampung Menunggol and its surroundings. Residents of the village are welcome to get their second dose of the COVID-19 vaccination, and the Vaccination Clinic is also open via walk-in for residents aged 18 and above who have not received the COVID-19 vaccination.
  2. ii) Lamunin Health Centre that will be conducted on Monday, 15th November 2021; Wednesday, 17th November 2021 and Thursday, 18th November 2021 from 9 in the morning until 2:30 in the afternoon, especially for residents of Mukim Lamunin, Ukong, Rambai and surrounding areas who have not received the COVID-19 vaccination, and for those who have been scheduled to receive the second dose of the vaccine.

The local community who wish to get the COVID-19 vaccination can do so via walk-in by bringing along their identification card or passport; BruHIMS card or it’s number if available; as well as the COVID-19 Vaccination Card for those receiving the second dose of the injection. For those who require transportation assistance to the clinic, they can inform the Village Head by providing information such as full name, address, identification card number and telephone number. Meanwhile for those who are unable to attend on their own to the aforementioned health centres due to health problems or limited movement, they can register or be registered through the Village Head for vaccination arrangements at their respective homes.

The Operasi Pulih carried out from 8 in the evening until 4 this morning, 12 violations of the directive nationwide were issued with compound fines, whereby 9 of them are violations of the out-of-house restriction.

51 New Cases, 125 Cases Recovered

51 new COVID-19 cases were confirmed in Brunei Darussalam yesterday, bringing the total number of COVID-19 cases to 14,172.

There are 10 additional new cases to 6 of the existing active clusters who were previously close contacts with several positive cases. Two new clusters were detected that involved 17 cases. One of the new clusters, the JPCC Dormitory Cluster is a housing cluster where the company’s employees are residing. Five clusters were closed following no new detected cases in the clusters for 28 days. They are Serambangun Industrial Park, Excapade KB, 4591, 6847 and 4043. The current total active clusters stand at 166. 24 new cases are still being investigated to determine the source of infection. Meanwhile, one hundred 25 cases have recovered, bringing the total number of recovered cases to 13,447, with 627 cases remaining active.

Among the cases, four are in Category 5 and are being treated at the Intensive Care Unit. All of them require assistance of artificial ventilation. Meanwhile, three other cases in Category 4 require oxygen assistance and are under close monitoring. In the past 24 hours, 2,356 samples have been tested for the SARS-CoV-2 virus which brings the total number of lab tests carried out since January 2020 to 556,315.

Extension of Temporary Suspension of Entry and Exit Permits

With the consent of His Majesty Sultan  Haji  Hassanal  Bolkiah   Mu’izzaddin  Waddaulah  ibni  Al- Marhum Sultan  Haji Omar ‘Ali   Saifuddien  Sa’adul  Khairi  Waddien, Sultan and Yang  Di- Pertuan of Brunei  Darussalam, and in reference to a Media Release issued by the Prime Minister’s Office on the ‘Extension of Temporary Suspension On Cross-Border Activities dated 29th of October 2021.

 

The Prime Minister’s Office informed that the Temporary Suspension on Cross-Border Activities is extended for 15 days from the 16th to 30th of November 2021. This applies to entry of foreign nationals via land and sea ports, including transits through Brunei Darussalam, except for entry and transit travels that have been granted approval by the Government of Brunei  Darussalam.

Entry and transits through Brunei Darussalam may only be considered for transit vehicles with Transit Permits that are issued by the Government of Brunei Darussalam, provided that the travellers have attained endorsement from their local authorities for their travels. This will be subject to existing entry conditions and procedures, for the following purposes Official Government travel; Students who are required to attend school; Emergency services such as ambulances, police and military; and vaccinated foreign-registered transport operators with Cross-Country Permits issued by the Government of Brunei  Darussalam for import deliveries of essential goods.

Entry and exit-country travels of commuters via land and sea ports for the purpose of work.

The conditions for the consideration of entry and exit travel mentioned above are subject to review by the COVID-19 Steering Committee from time to time. 28th APEC Economic Leaders Meeting

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan  Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei  Darussalam, in a titah says that Brunei Darussalam recognises the importance of technology as tools for creating new economic opportunities. On this note, His Majesty in his titah added, APEC cooperation has to harness the power of technology and digitalisation to transform industries, promote innovation, and enhance infrastructures. In the titah during the 28th APEC Economic Leaders’ Meeting, AELM, held virtually from Baitul Mesyuarah, Istana Nurul Iman, last night, His Majesty commends New Zealand for successfully driving recovery efforts in the Asia Pacific region and acknowledges that under New Zealand’s leadership, APEC has showcased collective actions in addressing the impacts of COVID-19.

 

The Monarch in his titah also extends his best wishes to the Prime Minister of Thailand, as incoming APEC Chair, in working to ensure inclusive, sustainable and prosperous future for the Asia Pacific region. The APEC Meeting which was chaired by Her Excellency The Right Honourable Jacinda Ardern, Prime Minister of New Zealand as Chairman of APEC for 2021, among other things, focused on recovering from COVID-19 to build prosperity for all citizens and future generations. At the Meeting, His Majesty in his titah notes that the global economy remains fragile and more needs to be done for a more sustainable recovery. Noting that APEC agreed on a common vision last year to be achieved by 2040, Brunei Darussalam welcomes the Aotearoa Plan of Action to guide APEC’s future work.

 

In this regard, His Majesty shared three points. Firstly, APEC needs to revitalise trade and enhance economic activities. Efforts should focus on keeping markets open, strengthen global value chains and ensure free, open and transparent multi-lateral trading system, anchored by the World Trade Organization, WTO. It is necessary for APEC to continue to create a conducive environment for businesses, especially micro, small and medium enterprises, MSMEs, to recover and grow. Secondly, APEC has to ensure the health and socio-economic well-being of its people, especially those severely affected by the pandemic. APEC should therefore advocate policies that ensure their access to quality education; essential public healthcare services; and adequate social assistance. His Majesty states that reforms are also necessary to create quality jobs, inclusive labour markets, and future-ready work force. In this regard, APEC’s initiatives can support these efforts in enhancing these areas and pave the way for a new era of human development. Lastly, it is important for APEC to pursue a green and sustainable growth agenda.

 

Earlier in the Meeting, the Chair of APEC 2021, in her Opening Remarks noted that APEC economies have experienced unique managements of the COVID-19 pandemic towards accelerating economic recovery; keeping businesses afloat as well as ensuring employment for the people; and securing an equitable response. Her Excellency The Right Honourable also called upon the strengthening of youth engagement in the APEC region in ensuring a cooperative and digital future for all.

 

At the Meeting, the leaders observed a presentation by Kristalina  Georgieva, Managing Director of the International Monetary Fund, IMF, highlighting increased risks to recovery from the pandemic including the divergence in  APEC economies fortunes, taking into consideration the differing levels of vaccinations and fiscal space among economies; as well as the rise in inflationary pressures; and the need for economies to be more digitalised and inclusive.

The Leaders also called for APEC’s continued support towards a rules-based and open multilateral trading system in delivering inclusive and sustainable recovery for the region, including through the timely entry into force of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, CPTPP. In support of accelerated economic recovery, leaders also welcomed trade facilitation leveraging on digital technologies and innovation, as well as an increased mobility of goods and people. Aside from that, APEC also needs to consider the balance between economic growth and social development when addressing climate change issues, to ensure that benefits are shared by all.

The Prime Minister of New Zealand in her closing remarks, urged for APEC to work harder towards achieving universal access to vaccines as well as to overcome barriers in getting maximum vaccine coverage. APEC could do more to support a safe cross-border movement, as well as improving opportunities and social outcomes for its people. Given the uneven impacts of COVID-19, APEC should align recovery with the long-term goal of achieving sustainable and inclusive economies. At the end of the Meeting, the APEC Economic Leaders’ Declaration was adopted and the Aotearoa Plan of Action was endorsed.
