Philips receives grant to improve quality and accessibility of maternal care in low- and middle-income countries

Amsterdam, the Netherlands – Royal Philips (NYSE: PHG, AEX: PHIA), a global leader in health technology, today announced it has received a USD 15.4 million grant from the Bill & Melinda Gates Foundation to develop an artificial intelligence (AI) based application suite to improve the quality and accessibility of obstetric care in low- and middle-income countries, especially in underserved communities. By helping front-line healthcare workers such as midwives to identify potential problems in pregnancy at an early stage, the project aims to significantly reduce the number of women who die as a result of pregnancy – currently around 830 women every day worldwide [1] – while reducing fetal mortality and morbidity.

The project plans to develop an application suite that will be deployed on Philips Handheld Ultrasound – Lumify – which is currently in widespread use in community-based mother and child care programs around the world. It also builds on the expertise of the Philips Foundation, providing access to quality healthcare for underserved communities worldwide, including a program in Kenya to educate midwives to deliver ultrasound-based antenatal pregnancy screening in village clinics, while receiving telehealth support from radiologists at distance.

Enhancing skills of midwives in low and middle-income countries
Handheld diagnostic ultrasound platforms like Philips Lumify offer an affordable solution to assess pregnancy, while providing a portable option to be used in community-based mother and child care programs. However, front-line midwives often lack the required training and ultrasound experience to make a confident diagnosis. AI-enabled applications have the potential to bridge this gap by providing assistance to acquire the right images and then assist with interpretation of those images. The suite of AI-based obstetrics applications will help front-line healthcare workers to identify high-risk pregnancies that can be clinically managed to prevent adverse birth outcomes.

AI-guided assessment of gestational age and fetal development
The World Health Organization recommends at least one ultrasound scan before 24 weeks of gestation for pregnant women to evaluate gestational age with greater confidence than a traditional last menstrual period estimate [2]. A better estimate of gestational age can reduce the number of induced labors and, as a result, help improve the birthing experience for a large number of women. Appropriate targeting of maternal and neonatal care can also help to prevent complications of prematurity. Currently, no ultrasound device is commercially available that assists non-expert users by automating image acquisition or image interpretation for a comprehensive set of obstetrics measurements, limiting access to early fetal ultrasound scans.

The anatomically shaped splints cover the entire range of casting treatments, from full leg cast to paw or toe injuries. The products are tackling the widely known issues of veterinary casting – over 60% of animals with a cast get additional injuries.

China-ASEAN Youth Entrepreneurship Programme

 

The virtual China-ASEAN Youth Entrepreneurship Programme has gathered 80 participants comprising youth entrepreneurs from ASEAN member states. The 3-day programme held from the 8th of November carried the theme ‘Seize the Developing Opportunities and Work Together for a Shared Future.’ The programme was organised by the All-China Youth Federation with the cooperation of the China Youth Daily, China Guangxi International Youth Exchange Institute, KAB National Promotion Office.

 

Brunei Darussalam through the International and Regional Unit, Youth Section, Youth and Sports Department, Ministry of Culture, Youth and Sports has sent 15 participants to take part in the virtual event from their respective residences and some at Dewan Muasyawarah, International Convention Centre in Berakas. Participants were briefed on business development, strategy and analysis as well as methods to upgrade business products that caters today’s generation. Also held were virtual Cloud Lectures which shared entrepreneurial knowledge, and students were also given exposure the China’s culture and contributions to ASEAN countries in terms of development and economic growth.

Yussof, Second Minister of Defence as Brunei Darussalam ADMM Leader while chairing the ADMM Retreat Meeting explained that ADMM remains a vital platform in ASEAN’s security architecture to facilitate an open and constructive dialogue on regional security issues at the ministerial level.

 

During the Retreat, the ASEAN Defence Ministers and His Excellency Dato Paduka Lim Jock Hoi, the ASEAN Secretary-General reflected on the progress and growth of A-DMM since its establishment in 2006, noting the 15th anniversary of ADMM, as well as deliberated on the defence sectors engagements for this year. During a handover ceremony held virtually yesterday afternoon, Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Second Minister of Defence as the outgoing Chair of ADMM 2021 in his final remarks, recalled the Titah of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the Closing Ceremony of the 38th and 39th ASEAN Summit and Related Summits and the Handing Over of the ASEAN Chairmanship, that ASEAN Community-building will always be a work in progress, and that it is thus vital to remain committed to upholding multilateralism and a strong regional architecture to enable meaningful progress for years to come.

 

The Second Minister of Defence also extended his sincere appreciation for the support accorded by the ASEAN Defence Ministers in ensuring the success of all ASEAN defence meetings. 26th Session of the United Nations Conference on Climate Change, COP 26

In further enhancing the climate ambition, Brunei Darussalam is moving towards net zero by 2050, that will be driven mainly through energy transition and forests preservation. However, according to the Minister of Development as the Co-Chair of the Brunei Darussalam National Council on Climate Change, it will not be an easy task ahead for the nation, but it is necessary.

 

Yang Berhormat Dato Seri Setia Ingeniuer Awang Haji Suhaimi bin Haji Gafar explained the matter while representing the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at High-Level Segment of the 26th Session of the United Nations Conference on Climate Change, COP 26.

 

Brunei Darussalam endorsed the Glasgow Leaders’ Declaration on Forests and Land Use, and The Global Coal to Clean Power Transition Statement.

Business Continuity Plan Is Needed, Counter Services Using Various Methods

 

During the transition phase, Business Continuity Plan, BCP is still needed although the country enters endemic phase. However, it is subject to the situation from time to time. This was explained by the Minister at the Prime Minister’s Office and Second Minister of Finance and Economy during the question and answer session with the media.

 

According to Yang Berhormat, BCP is likely to continue until the early endemic phase. Office capacity is limited to 50 per cent so that social distancing can be implemented.

 

Touching on the reopening of counter services during the transition phase starting 19th November, the Minister of Home Affairs explained that methods such as dropbox and services will be increased as the transition phase begin.

APEC Voices of the Future 2021

Four youth delegates represented Brunei Darussalam economy for the APEC Voices of the Future 2021 hosted virtually by New Zealand from 13th October to 10th November 2021.

 

They are Muhammad Nasrullah Bin Awang Haji Puzian from Politeknik Brunei; Lim Tze Liang from Paduka Seri Begawan Sultan Science College; Nur Alyssa Madihah Binti Sopian from Laksamana College of Business and Syairah Rafae’a of Universiti Brunei Darussalam. The delegation was led by Yang Berhormat Dayang Khairunnisa binti Awang Haji Ash’ari, Member of the Legislative Council as President of the Brunei Youth Council. APEC Voices of the Future is an annual youth event that brings together young people from across the APEC region to discuss the major issues and have their voices heard. The main event ended with the formal handing over of the Youth Declaration to New Zealand’s Prime Minister Jacinda Ardern, with an interactive session with the Prime Minister afterwards.

COVID Holding Area Tutong or CHAT Sufri Bolkiah is divided into three zones towards ensuring the isolation centre runs smoothly. Lieutenant Colonel Md Aiman Syazwi bin Abd Rahim, Site Commander CHAT Sufri Bolkiah said the centre is closely controlled and adheres to the regulations set to ensure the welfare and well-being of the patients, medical and security staff as well as volunteers. He added, the 3 zones at CHAT Sufri Bolkiah are coded as green, yellow and red.

 

The services of the volunteers have largely helped the government especially the Ministry of Health in together curbing the spread of COVID-19 at this time.

National Vaccination Programme, 9 Violations Recorded

The Minister of Health in the media conference also shared that on the 9th of November 2021, 85.1 per cent of the total population have received first dose of the COVID-19 vaccine, while 67.1 per cent of the total population have completed the second doses of the COVID-19 vaccine. For adolescents aged between 12 to 17 who are no longer in schools under the administration of the Ministry of Education and are hoping to receive the COVID-19 vaccine under the Vaccination Programme for Adolescents aged between 12 to 17, these adolescents can book for their vaccination via the BruHealth application commencing 19th November 2021 or walk-in to the Indoor Stadium Vaccination Centre from 20th November 2021.

 

Both the BruHealth booking and walk-in basis will also be opened for adolescents who were unable to attend to the vaccination centres during the implementation of the vaccination programme from 8th to 19th November 2021 due to reasons such as undergoing self-isolation or quarantine order. Meanwhile for Special Needs students, the Ministry of Health in collaboration with the Ministry of Education have arranged for the appointments of these students to be made at several vaccination centres where they will be given a priority in the form of a special lane. Whereas for students who are suffering from serious illness and are unable to attend to the vaccination centre, the Ministry of Health will arrange for vaccination service to be carried out at a special time and place; or at their respective homes on a suitable date that will be announced later. For Operasi Pulih that was carried out from 8 last night to 4 in the morning, 9 violations of the directive nationwide were issued with compound fines, where 8 of them are violations of the out-of-house restriction.

ASEAN-Australia Defence Ministers’ Informal Meeting

During the ASEAN-Australia Defence Ministers’ Informal Meeting, ASEAN and Australia Defence Ministers welcomed the announcement made by Australia to join the ASEAN Direct Communications Infrastructure, ADI, mechanism, which was initiated by Brunei Darussalam during its chairmanship in 2013.

 

The ASEAN Defence Ministers and representatives expressed their appreciation to Australia for the strong commitment to the ADMM-Plus platform, in particular, Australia’s Co-Chairmanship with Brunei Darussalam on the ADMM-Plus EWG on Military Medicine for the current cycle 2021-2023.
